Questions regarding HHS-NIH-NIDA-SSSA-CSS-15-652—Surface Plasmon Resonance Instrument
1. Can you provide any better specifications for this instrument? My vendors offer a few models, and they would like to provide the correct one, but the specs are a little vague.
These specifications are an accurate description of the required capabilities of the instrument. Offerors may propose more than one system that meets all the requirements in this solicitation.
2. Is there a page limit on the Pricing Proposal? If not, would it be acceptable for the offeror to include marketing flyers/publications and other supporting documentation with the price proposal?
There is no particular page limit on the pricing proposal. Submission of existing product literature for commercial items is acceptable.
3. Can we have just a little better definition of what you would consider an “option”? For example, I can see “extended warranty” (beyond the basic term) could be considered an option and perhaps additional training.
In reference to the following text: “(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).”
The Government has not requested pricing for any options in this acquisition.
Prices will be evaluated based on the numbered requirements only.
