Vendor Questions and Government Responses (Round 2)

1) Was the previous service a satcom based solution, or terrestrial?

Response: Terrestrial

2) If satcom based, who is the incumbent contractor?

Response: No incumbent NA

3) Is the contractor to supply the equipment required for the VPN tunnel?

Response: Yes

If so, please add a CLIN accordingly. If not, what VPN equipment does the customer intend to use at the remote site for the VPN tunnel?

Response: Suggested CLINs were provided with option to modify as needed.

4) Customer is asking for dedicated 30X10, but Q&A #1 references a 50% CIR (coming from the BoMs that were removed via Amendment 1 provided on Dec 5th), which is contradictory to the dedicated link request. Please confirm if the requirement is a dedicated link or contended. The answer will drastically affect the pricing you will receive.

Response: The requirement is 30X10 with 50% CIR

5) What is the distance between suggested antenna mounting site and Media Center D?

Response: Optimal placement of antenna will be determined by the vendor. The Media Center.PDF provide the location of room 101G in Media Center D.

6) What is the contractor's demarcation point? We assume the School has all of the network equipment, so will we just be providing the ethernet signal out of our modem?

Response: DEMARC will be room 101G in Media Center D.

7) Considering the answers to Questions 5 & 6, what is the required network reliability up-time? For example, Ku band is typically 99.5% availability or higher, and Ka band is highly susceptible to rain fade and atmospheric conditions.

Response: 99.5% is required uptime.

8) Is the 10W BUC a hard limit, or can we provide a higher BUC wattage to decrease the cost of the bandwidth to the customer? This would allow us to increase the efficiency of the link and operate at a higher modulation and reduce the cost to the customer.

Response: The 10W BUC is minimum requirement. If there are additional power requirements at the antenna, the contractor will have to provide any material or labor necessary to route commercial power from a building source approved by the local facilities

9) In reference to the 48VDC, is that a fixed requirement, or can we utilize AC power for the modem? We assume this is a limitation of AC power to the site.

Response: 48VDC is not a requirement. If there are additional power requirements at the antenna, the contractor will have to provide any material or labor necessary to route commercial power from a building source approved by the local facilities

10) Does the offeror have the option to apply IP Sec through an integrated satellite modem/router or must it be implemented in a stand-alone router?

Response: We will establish the tunnel via DoDEA routers end-to-end.

11) Will the government clarify if "next business day on-site parts replacement" requires the contractor to provide a field service rep on-site within one day?

Response: Both parts and field service rep are needed to meet the NBD requirement.

12) Does the Government require FOB or ex works shipping terms?

Response: All items that will be shipped and accepted by DoDEA must be FOB Destination. Items shipped that will not require acceptance by the Government can be shipped under other terms at the Contractor’s risk and expense.

13) Will the government consider allowing a 16W BUC to be used at the remote? This will not impact the installation and will allow for a much more efficient end to end solution. ----

Response: If there are additional power requirements at the antenna, the contractor will have to provide any material or labor necessary to route commercial power from a building source approved by the local facilities engineer.

14) Will the government please clarify what that the maximum information rate (MIR) required is 30 mbps x 10 mbps and the committed information rate (CIR) required is 15 mbps x 5 mbps?

Response: Yes, maximum information rate (MIR) required is 30 mbps x 10 mbps and the committed information rate (CIR) required is 15 mbps x 5 mbps

15) Section 5.1 states a requirement of: "Dedicated bandwidth of 30 mb download and 10 mb upload with unlimited use per month". CLIN0001 states: FLEX Gold Level (50% CIR) Service - 30M Download x 10M Upload Unlimited use one month. Is the requirement for 30 Mbps Download x 10 Mbps Upload Maximum Information Rate (MIR) with 50% CIR (15 Mbps Download x 5 Mbps Upload)?

Response: Yes, the requirement is 30 Mbps Download x 10 Mbps Upload Maximum Information Rate (MIR) with 50% CIR (15 Mbps Download x 5 Mbps Upload)?
