Vendor Questions and Government Responses

1. Does the CLIN amendment samples imply that the service required is now a dedicated bandwidth of 30M X 10M or does the 50% CIR still apply?

Response: Yes, the 50% CIR (committed information rate) still applies.

2. Is it realistic for a school to require such a large bandwidth over satellite. A dedicated 30M X 10M is going to be very expensive.

Response: Yes.

3. Is there any knowledge of what the actual thru-put of use is?

Response: Yes, normal throughput is higher than we expect to get from this temporary circuit, so we expect the school to have to make some adjustments in internet use.

4. For a single site, a 2M X 6M is usually sufficient for Internet use, especially since this is a temporary solution. This data rate will be much more affordable for a disaster recovery scenario.

Response: The school had a 100M connection before the hurricane and this requirement is significantly cheaper than a giving them what they had. This connection will support 275 users and 300 end-user computers.

5. Current solicitation is written for a Ku-band solution only. This severely limits market competition and reduces best-value precepts for the DoDEA purchaser. Simply eliminating all references to a specific frequency band allows more companies to compete and bring best value to the customer.

Response: The Ku-band solution has been removed and updated solicitation and PWS have been attached to the solicitation.

6. Why is Ku-band specified/requested when there is also a Ka-band solution readily available, even in a High Throughput Capacity, capable of meeting the requirement being requested?

Response: The Ku-band solution has been removed and updated solicitation and PWS have been attached to the solicitation.
