Ramey Satellite System
PERFORMANCE WORK STATEMENT (PWS)
DoDEA Ramey School Satellite Service
1.0 INTRODUCTION
The Department of Defense Education Activity (DoDEA) serves the educational needs of the dependents of military and civilian employees by providing PK-12 instruction to approximately 75,000 students in seven states, twelve foreign countries, Guam, and Puerto Rico. The number of students varies based on the deployment of military troops worldwide. DoDEA’s curriculum, resources, and student achievement scores on standardized assessments compare favorably to high-performing US public schools.
DoDEA is divided into three regions. DoDEA Americas covers seven states, Puerto Rico, and Cuba; DoDEA Europe consists of England, Germany, Italy, Belgium, Netherlands, Spain, Turkey, and Bahrain; and DoDEA Pacific consists of Korea, Japan, and Guam.
2.0 BACKGROUND
2.1 DoDEA Information Technology (IT) is the central organization for IT resources, and provides guidance and directives to the world- wide DoDEA organization. DoDEA provides Wide Area Network (WAN) connectivity in every school to support education and administrative requirements.
2.2 As a result of hurricane damage to the optical fiber infrastructure of Puerto Rico, Ramey school has lost all connectivity with the internet and the DoDEA WAN. Island optical fiber infrastructure repair and restoration is expected to take several months to complete, so an interim connectivity solution is critical for Ramey school to continue to function.
3.0 SCOPE
3.1 This scope of work is the procurement of all equipment and services necessary to install and maintain a turnkey satellite internet system for Ramey school.
3.2 DoDEA expects to award one contract for 3 months with two additional 3 month option periods.
4.0 REQUIRED SERVICES
4.1 The Contractor shall provide the following Services and deliverables.
· A Ffixed 2.4 M KU Band satellite internet system including all tools, mounting equipment, electronic equipment, and cabling required to setup, install, provision, configure, and maintain the satellite system.
· All shipping, labor, and technical expertise required to deliver, setup, install, provision and configure the satellite system.
· 24 X 7 technical support with next business day parts replacement
· System to be installed and fully operational within 14 days of contract award
5.0 TECHNICAL REQUIREMENTS
5.1 Satellite system will meet or exceed the following technical requirements
· KU band fixed 2.4M SFixed satellite system with antenna not to exceed 3 meters in diameter
· Dedicated bandwidth of 30 mb download and 10 mb upload with unlimited use per month
· End-to-end VPN capable of sustaining a dedicated IPSEC tunnel between CE endpoints with no customer equipment required at vendor teleport facility.
· Ground mounted with all necessary cabling to server room in Media Center D wing of Ramey school.
6.0 DELIVERABLES
6.1 The Contractor shall deliver a complete and fully functional Fixed 2.4 M KU Band satellite internet system as described in this PWS and the bill of materials.
6.2 The Contractor shall provide all documentation and technical support necessary to sustain a fully functional satellite system as described in in this PWS.
