Secondary Mathematics (Grade 6-Algebra 2) Digital Assessment Resources

Notice to Offerors

The Department of Defense Education Activity (DoDEA) serves the dependents of military and civilian employees by providing PK-12 instruction to approximately 72,000 students. DoDEA is divided into eight districts that administer 167 brick-and-mortar schools. The Americas’ Southeast and Mid-Atlantic districts have 54 schools in seven states and Puerto Rico, and for administrative purposes, Cuba. Europe’s South, East, and West districts have 65 schools in England, Germany, Italy, Belgium, Netherlands, Spain, Turkey, and Bahrain. The Pacific’s West, East, and South districts have 48 schools in Korea, Japan (mainland and Okinawa), and for administrative purposes, Guam. DoDEA also operates a Virtual High School with its main office in Virginia and teaching hubs in Germany and Okinawa.

DoDEA requires digital formative assessment resources for students and teachers in middle school mathematics (Grade 6, Grade 7, Grade 8, Accelerated 7/8, 8th Grade Algebra 1) and high school mathematics (Algebra I, Geometry, and Algebra 2). These digital supplements should provide teachers with an array of supporting assessment options to inform daily instruction and features that help students practice with content aligned to the rigor of the Common Core State Standards for Mathematics (CCSSM). Attachment One “Pricing Schedule Digital Math” outlines the complete anticipated requirement in a Contract Line Item Number (CLIN) format. The schedule shows the required mathematics courses and the estimated quantities over the anticipated ordering period.

From this solicitation the Government intends to award a single Firm-Fixed-Price Requirements (i.e. a type of contract that allows for placing orders against it) contract for the entire effort. This solicitation anticipates a contract that will result in a five-year initial base ordering period;

followed by five one-year option ordering periods, for a total potential ordering period of ten years. After award delivery orders (DOs) will be issued for all actual requirements.

Please note that some documents must be submitted by non-electronic means by the time and date set for receipt of proposals, as detailed in the Addendum to FAR 52.212-1, Para (III)(B)(2).

SPECIFICATIONS AND STATEMENT OF WORK

1.0 BACKGROUND

DoDEA has adopted the Common Core State Standards in ELA/Literacy and Mathematics, which DoDEA refers to as College and Career Ready Standards (CCRS) for English Literacy and Mathematics. These standards reflect the knowledge and skills students need for success in 21st century colleges and careers and can be viewed at http://www.dodea.edu/collegeCareerReady/math-standards.cfm .

DoDEA has identified two priorities related to its Community Strategic Plan (CSP) goals:

Priority 1 addresses the adoption of the College and Career Ready Standards (CCRS), which are rigorous, research-based, and reflect the knowledge and skills our students need for success in college and careers.

Priority 2 requires the establishment of an organizational structure with the capacity to effectively manage, operate, and sustain a high-quality, worldwide, unified PK-12 school system to ensure our students achieve the CCRS.

DoDEA has obtained student textbooks and teacher editions for the mathematics courses identified below from EngageNY.

2.0 SCOPE

DoDEA requires supplemental digital formative assessment resources for students and teachers systemwide that are aligned to the CCRS for Mathematics (CCRSM) for the following five middle school courses—Grade 6, Grade 7, Grade 8, Accelerated 7th Grade, 8th Grade Algebra 1—and the following three high school courses—Algebra I, Geometry, and Algebra 2.

3.0 REQUIREMENTS

3.1 Digital Assessment Suite (CLINs 0001 – 07XX): The contractor shall provide a web-based digital assessment suite that meets the following requirements:

3.1.1 General Features of the Suite – Contractor’s materials shall:

3.1.1.1 Include a variety of curriculum-embedded assessments with next-generation item types, such as multi-select, drag-and-drop, etc. Examples include pre-, formative, cluster, unit, and self-assessment resources.

3.1.1.2 Allow for custom creation of duplicate/parallel assessment items and original items within the assessment suite.

3.1.1.3 Provide intuitive navigation through the digital materials to allow students to engage with mathematics concepts.

3.1.1.4 Provide resources that are free of racial, color, national origin, age, disabling conditions, sexual, religious, and ethnic bias, and shall present a balanced coverage of multi-cultural contributions and representation, where appropriate.

3.1.1.5 Virtual manipulatives, when provided, are faithful representations of the mathematical objects they represent and are connected to written methods.

3.1.1.6 Be free from mathematical errors.

3.1.1.7 Are age- grade- and developmentally appropriate.

3.1.1.8 Provide accommodations/supports for English language learners and other special populations while maintaining the same level of rigor for those students.

3.1.2 Alignment of Assessments and Bank Items – The Contractor shall provide digital formative assessment resources that exhibit alignment to the full intent of the CCSSM for that grade level or course. Accordingly, the resources shall elicit direct, observable evidence of the degree to which a student can independently demonstrate targeted standard(s) with at least 90% of items, whether in item banks or on test forms/sets of items.1

3.1.2.1 Items and/or sets of items directly reflect the language of individual standards (see standards referenced above). For example, G-CO.B.8 asks students not to simply prove triangle congruence but explain how criteria for triangle congruence follow from the definition of congruence in terms of rigid motions. Most items aligned to a single standard shall assess the central concern of the standard in question.

3.1.2.2 Items and/or sets of items align with the Partnership for Assessment of Readiness for College and Careers (PARCC) evidence tables for grades 6-

1 Sections 3.1.2 – 3.1.5 are based on specifications from the Assessment Evaluation Tool found at this site:

http://www.louisianabelieves.com/docs/default-source/curricular-resources/2015-2016-imr-rubric---math-assessments-k-12.pdf?sfvrsn=2.

8 and adhere to content limitations outlined in that document (http://www.parcconline.org/assessments/test-design/mathematics/math-test-specifications-documents). All limitations for the Grade 6-high school provided in the footnotes of the CCSSM are also followed (http://www.corestandards.org/Math/). For example, in Grade 6 expectations for unit rates are limited to non-complex fractions.

3.1.2.3 The overall set of items reflects the progressions in the CCSSM. For example, ratio and rate reasoning are applied with whole number measurements in Grade 6 before recognizing proportional relationships, including those that use rational number measurements, in Grade 7.

3.1.2.4 Within the complete set of items, there are items that assess all levels of the content hierarchy, including cluster headings.

3.1.2.5 Each grade/course uses the number system appropriately. For example, grades 6-8 use the rational number system, not just the integers.

3.1.3 Focus in Assessment Items – The Contractor’s digital formative assessment suite shall assign the large majority of points (or items) towards the major work of the grade (grades 6-8) or Widely Applicable Prerequisites (HS), both across entire banks of items and on individual test forms as follows:

3.1.3.1 For Grades 6-8, each grade/course’s assessments assign at least 75% of total points exclusively to the major work of each course.

3.1.3.2 For HS, each course’s assessments assign at least 65% of total points exclusively to the major work of each course.

3.1.3.3 For all grade/course levels, each test form offered focuses at least 90% of items to address concepts on grade/course level as specified by the CCSSM (refer to the course-specific standards in CCSSM’s Appendix A.

3.1.4 Assessment Rigor & Balance – The Contractor’s digital formative assessment suite, both across entire banks of items and on individual test forms, shall (1) reflect the balances in the standards and (2) help students meet the standards’ rigorous expectations by helping students develop conceptual understanding, procedural skill and fluency, and application.

3.1.4.1 For all grade/course levels at least 20% of the total score-points on assessments for each grade or course explicitly require students to demonstrate conceptual understanding of key mathematical concepts, especially where called for in specific content standards or cluster headings.

3.1.4.2 For all grades/course levels at least 20% of the score-points on assessments for each grade or course explicitly assess procedural skill and fluency requirements in the Standards, and/or the following culminating standards in specific grades:

Grade 6: 6.NS.B.2, 6.NS.B.3 Grade 7: 7.EE.B.3, 7.EE.B.4, 7.NS.A.1 Grade 8: 8.EE.C.7, 8.G.C.9

HS: See pages 46, 49, 53, 54 of PARCC Model Content Frameworks, which may be found at http://www.parcconline.org/resources/educator-resources/model-content-frameworks/mathematics-model-content-framework

3.1.4.3 At least 25% (Grades 6-8) and 30% (HS) of the total score-points on summative assessment test forms explicitly assess single- and multi-step word problems, simple models, and substantial modeling/application problems.

3.1.5 Item Bank Quality – The Contractor’s digital assessment materials shall align to the following indicators of quality:

3.1.5.1 Each grade/course’s item banks include items that meaningfully connect the Standards for Mathematical Content to the Standards for Mathematical Practice.

All eight of the Standard for Mathematical Practice shall be included in the item bank for each course.

There is no requirement to have an equal balance among the Standards for Mathematical Practice in any set of items or test forms.

3.1.5.2 Assessment of supporting content enhances focus and coherence simultaneously by engaging students in the major work of the grade or course.

3.1.5.3 There are sufficient points on the test forms and item banks for each grade or course to explicitly assess expressing and/or communicating mathematical reasoning.

3.1.5.4 Item sequences on test forms do not cue the student to use a certain solution process during problem solving and include problems requiring different types of solution processes within the same section.

3.2 Professional Development and Content Support (CLIN 0900): The Contractor shall:

3.2.1 Provide a professional learning solution to familiarize users with the digital formative assessment suite that leads to proficiency in using and understanding the suite.

3.2.1.1 This professional learning solution shall be differentiated to meet the needs of a wide range of users, from those who are technologically proficient self-learners to those who need more intensive support to navigate the suite.

3.2.1.2 An initial training session, whether as a self-guided module or a live-webinar that can be recorded and stored in DoDEA’s learning management system. The training session must last no longer than an estimated three hours.

3.2.2 Additional content support must be integrated into the suite that continues to assist teachers’ proficient use of the suite towards formative assessment.

3.3 Technical Support (CLIN 0800): Provide industry-standard technical support for its digital resources, at the option of the user seeking such support, via telephone or at a minimum by email within one business day or less from the initial contact throughout the life of the contract to include but not limited to providing assistance with service problems, product setup, upgrades, and troubleshooting.

3.4 Post-award conference with the Contractor’s point of contact and the DoDEA Contracting Officer’s Representative (COR) will occur after contract award (virtual/telephone conference is acceptable at the discretion of the COR).
