AMENDMENT 0001 Q&A
K-5 Mathematics Curriculum Buy
QUESTION 1. Regarding Subfactor 1, Digital Access and Physical Printed Resources: Will you consider a primarily digital solution with supplementary printable practice materials (without the core content being in print format)?
A: No, students require print and digital textbooks.
QUESTION 2. Regarding Subfactor 2, Copyright Date: Does this mean that the materials must remain unchanged for the initial 6 years? If the program is primarily digital, does this mean that no changes can be made to the digital content for the 6-year period? Or is there an acceptable level of change that would be permissible?
A: Yes and No. The print materials are expected to remain available for the first six years of the contract. If consumable texts are selected, then they could have newer copyright materials. Digital materials can be updated as required.
QUESTION 3. Reference: Volume 2 – Technical Capability. “This quote volume shall: Not exceed 10 pages in length and Demonstrate the vendor’ s understanding of the requirement and ability to provide the supplies and services outlined in the Statement of Work”
Is there any possibility of increasing the page limitation for Volume 2? The Statement of Work section itself is over 10 pages in length, and addressing all of the items contained therein is nearly impossible within a 10-page limit. I understand the need for brevity, but am concerned that we will not be able to address all of the requirements. We are also responding to the RFQs for 6-8 and 9-12 ELA, and for those there is a 20-page limit, which seems more reasonable.
A: Yes, the page limitation can be increased from 10 pages to 20 pages.
QUESTION 4. According to Addendum to Paragraph (b) Multiple Awards, DoDEA intends to award up to two contracts for the stated Curriculum Program. Does this mean if multiple vendors are selected, will all schools receive both curriculums? Please clarify the structure of how the award will be separated if two vendors are selected.
A. DoDEA expects to make one award K-5. If DoDEA desires to make two awards, e.g., a K-2 award and a Grades 3-5 award, then schools would have both curriculum materials.
QUESTION 5. According to Subfactor 2, materials shall be available throughout the duration of the contract and their copyright dates shall remain unchanged for the entire contract period. If a program is delivered online and there are updates to the program or a new version is released during the contract period, are there provisions for publisher's to be able to edit online content or for schools to be able to utilize the newer version should they want?
A. See Q2.
QUESTION 6. We understand we need to submit representations to meet Volume 1 parts c) and
d) of the quote package. Are there specific forms which need to be completed and if so where would they be found or do we reproduce the wording from page 142 for part c) and also the wording from 52.212-3 in our cover letter?
A. Volume 1 (c) The full text of DFARS Clause 252.209-7991 is included in the solicitation.
Volume 1(d) The full text of FAR provision 52.212-3 is incorporated in Amendment 1 to the solicitation.
QUESTION 7. In the quote package Volume 6 a) states “Submit one set of all proposed student and teacher materials/resources.” and b) “Submit one set for each curriculum being proposed. “ Does this mean that 2 sets of materials must be submitted? For example if we were to submit a Student Textbook and a Teacher Textbook for each grade K-5 do we submit 1 of each book or 2 of each book?
A. Volume 6 should read: a) Submit one set of all proposed student and teacher materials/resources. B) Submit one set for each grade level being proposed.
QUESTION 8. If we would like to submit manipulative kits as part of the offer do we need to submit the kit itself or can we send pictures or a representation of the kits?
A. You must send the manipulatives themselves.
QUESTION 9. In relation to SOW “6.2.2 Print materials shall be shipped to commercial addresses, unless an APO address is specified, for materials described throughout the SOW, especially 4.1-4.4. “ is it possible to know of the overseas addresses how many will be commercial addresses and how many are APO addresses. Researching school and district addresses on the dodea.edu website shows only APO addresses. Can you confirm this is the case?
A. Addresses will be provided with a delivery order. That being said, only a handful of overseas schools require APO addresses to be used.
QUESTION 10. Regarding the materials set up on January 15 do we need to send IT equipment to allow review of online teacher and student materials?
A. No.
QUESTION 11. Assuming IT equipment is not part of the materials included in the submission does IT equipment need to be sent at any stage to facilitate review of the materials?
A. See Q10.
QUESTION 12. Regarding SF 1449 which is required in Volume 1 b), can I confirm that this form is found in the solicitation document on pages 1-114?
A. Yes, that is correct.
QUESTION 13. When will we know the location to which we should send samples and the complete quote package referenced on the bottom of page 135?
A. Samples and the complete quote package shall be mailed to:
DDESS Area Service Center (ASC) ATTN: Debra Markart/Math K-5 Materials 700 Westpark Drive Peachtree City, GA 30269
QUESTION 14. For the IT response due on December 14 if we are only sending links to our website along with the forms required do we need to mail a hard copy or can it be emailed only?
A. The forms required need to be mailed.
QUESTION 15. Will the timeline for the receipt of RFQ Questions, Information Technology (IT) Components, and the Complete Quote Package be amended to allow vendors more time?
A. The IT Components due date is extended to December 17, 2015 10:00AM ET. The due date for questions and the complete package remain unchanged.
QUESTION 16. The numbers of students and teachers on which vendors are to quote prices in the RFQ are the same throughout the base year and all option years. In most RFQs, the base year has the highest numbers of students and teachers, and the option years have a fraction of these numbers. Is this intentional?
A. DoDEA expects that the number of students will remain fairly constant over the period of performance. If print texts are being purchased, then, as stated above, only a small number of replacements will be purchased in each option year—perhaps five percent of the base year amount. If consumable texts are being purchased, however, approximately the same number of texts will be purchased each year.
QUESTION 17. May the IT Components submission be emailed if the size of the file(s) is under 10MB?
A. DoDEA can accept emails up to 10MG. This includes the text message and any attachments.
QUESTION 18. With regard to assessments, will DoDEA be implementing PARCC, SBAC, or another standardized CCSS assessment?
A. PARCC
QUESTION 19. What is the DoDEA’s expectation around the availability of hard cover textbooks? At what grade levels is this a requirement?
A. DoDEA requires print editions for all K-5 students. It is anticipated that consumable texts will be softcover. For non-consumable texts, DoDEA prefers hardcover, especially for grades 3-5.
QUESTION 20. Reference: Statement of Work for the DoDEA Grades K-5 Mathematics Curricular Resources (Solicitation # HE1254-16-T-0006) and had a couple of questions regarding the following sections:
· 4.11.3 Provide technical support for digital tools/resources via phone or email. Phone or email responses shall occur within one business day.
· 4.10.1 Materials shall be available throughout the duration of the contract and their copyright dates shall remain unchanged for the entire contract period.
Although we try to respond to all of customer inquiries as soon as possible, we cannot guarantee to respond to all email responses within one day; especially with major differences in time zones between your schools and our office. However, I have no doubt that we would be able to respond to all inquiries in a reasonable amount of time. If this is not a hard-and-fast rule, then I believe we will be able to meet your schools' needs. Is this acceptable?
A. It is understood that solutions may take more than one business day to accomplish.
However, it is expected that at least an acknowledgment of the email will occur within one business day and that most solutions will be provided within one business day.
QUESTION 21. We update our copyrights every year because of minor editorial updates. These updates generally fix typos, grammatical errors, etc. Is this acceptable?
A. Yes.
QUESTION 22. Pg. 146, item 3.3 indicates materials quantities will be 5% of the base year quantities in the first 5 option years, yet the SF1449 indicates a full 100% quantity. Please clarify quantities for all grades and all materials in option years 1-5.
A. See Q16.
QUESTION 23. Pg 146, item 4.1.1 indicates http for DoDEA Standards (CCRSM) http://www.dodea.edu/collegeCareerReady/math-standards.cfm , but verbiage also indicates link is not valid and my testing indicates the same. Please provide valid link.
A. The link for DoDEA Standards (CCSRM) is http://www.dodea.edu/collegeCareerReady/math-standards.cfm If it continues to fail, please go to www.dodea.edu click the following : DoDEA HQ/Curriculum, Mathematics, Standards.
QUESTION 24. Reference Statement of Work Pg. 152, item 4.10.4 Additional Resource Teachers (School-level and Above-school)
Please be specific about your needs for additional resource teachers. You described (1) School-level as SPED, ESL, GTE, but did not indicate a qty per school. You indicated (2) Above-school subject matter experts, and indicated this group numbers approximately 15.
24a. How many (1) School-level teachers are there per school?
A. The number varies by school size.
24b. Did you account for these qtys within your Teacher Qtys, as indicated on page 46 and suggested CLIN structure example?
A. No.
24c. How many (2) Above-school teachers are there per school?
A. None.
24d. Does approximately 15 mean a qty of 15 total (2) Above-school teachers, throughout all DoDEA schools, or does this mean a qty of 15 (2) Above-school teachers within each DoDEA School?
A. There are approximately 15 per grade level systemwide.
24e. Did you account for these qtys within your Teacher Qtys, as indicated on page 46 and suggested CLIN structure example?
A. Only teacher numbers are included in the CLIN examples.
