CONTINUATION OF RFQ AMENDMENT
This amendment is hereby issue to post the answers to industry questions:
1. The requirement states: "Automation capability to separate the user from computer by use of a mere code" - Can you elaborate on the meaning of this phrase and the use case?
A) ACL has (1) pre-programmed modules/functions that the user can invoke, click on which minimizes error on the user part. The user does not need to have programming experience or be an expert in using the pre-programmed code.
2. Is there a requirement for authoring of analyses via a web client? If yes, what is the quantity?
A) Setting up a web client is not needed.
3. If web authoring is a requirement, does this reduce the number of desktop clients that are required from 220?
A) Web authoring is not a requirement.
4. Is there a requirement for web viewing of analyses only, i.e., without authoring?
A) Web viewing of analysis in not anticipated as a need, hence authoring or not authoring is not relevant.
5. What is the minimum number of students expected in a class?
A) We expect the minimum and maximum of students to be 12 per class. (Please see answer #23 below for class break out)
6. What is the maximum number of students expected in a class?
A) See #5 above.
7. What is the size of your classroom environment?
A) See #5 above.
8. Is there a requirement as to the duration of the classes?
A) No, there is no requirement for the length of the classes, but they should be long enough that the students receive relative, informative, and value added instruction in accordance with the specification sheet.
9. What are the various types of data sources that require connections?
A) There are no data sources that we require connection. Assuming “connections” means joining software to data, such as SQL or ODBS, with continuous connectivity.
10. How many data sources are required across the agency?
A) Many various file formats are accessed. It is based on the particular project. Generally the teams specify several common types. Several specific financial statement audits in progress, the auditee uses ACL and this allows for seamless connectivity. ACL is not used to support internal operations per se, rather it is used to support the many various projects/audits OIG performs in carrying out its mission. For example, Army uses ACL and transmits its data to OIG in ACL format on the on-going Army financial Statement of Budgetary Activities. These are very large files consisting of many millions of records. Having the data in the same format maximizes data quality.
11. Do you require the ability to import PDF documents and extract the text and images from the files for analysis?
A) Yes, the Government requires the ability to import PDF documents and extract the text and images from the files for analysis. This requirement has been added to the salient characteristics of the specification sheet.
12. What types of unstructured data should the system support?
A) Unstructured data is not used much in audit but occasionally needed to import certain data from pdfs. Generally projects/audits work with structured data. Such as in contract audits reviewing and justifying task orders and mods to contracts. This data is usually in a database or in Excel. There are times documentation may need to be scanned to search for key words. This is the way OIG would use unstructured data. Using ACL the pdf or text file key words would be highlighted and the data in all documents would be imported and become a structured database.
13. Is there a current requirement or potential future requirement to visualize location data, i.e., geospatial data?
A) No, there is not a current requirement or potential future requirement to visualize location data, i.e., geospatial data.
14. Is there a current requirement or potential future requirement to analyze data as it is created and moves across the organization in order to detect anomalies, fraud, etc., in real-time?
A) No, there is not a current requirement or potential future requirement to analyze data as it is created and moves across the organization in order to detect anomalies, fraud, etc., in real-time.
15. Is there a current requirement or potential future requirement to detect transactions that match specific criteria within a specified time window, i.e., last five minutes, last 24 hours?
A) Yes, that is almost always a requirement but not time it is usually fiscal year or quarterly data. Data for the last hour or day is not needed for Office of Inspector General (OIG) projects.
16. Is there a current requirement or potential future requirement to perform text analytics?
A) No, there is not a current requirement or potential future requirement to perform text analytics.
17. Is there a current requirement or potential future requirement to perform search and/or text analytics across documents stored throughout the enterprise?
A) No, searches would be confined to the scope of the audit/project and contained within the dataset that frames the audit/project.
18. Is there a current requirement or potential future requirement to perform predictive analytics?
A) No, there is not a current requirement or potential future requirement to perform predictive analytics.
19. Is there a current requirement or potential future requirement to perform complex event processing?
A) No, there is not a current requirement or potential future requirement to perform complex event processing.
20. Is the use case for the audit trail requirement the ability for one to share their constructed analysis with other analysts without any loss of the steps taken to build the analysis?
A) Yes, the Government requires the audit trail requirement the ability for one to share their constructed analysis with other analysts without any loss of the steps taken to build the analysis.
21. Is the solicitation to replace a ACL or a competing software in place at DoDIG.
A) This RFQ is to procure ACL or an Audit Analytic software licenses equal to ACL (Brand name or Equal.)
22. What is the difference between Line Items: 2001 through 2002; 3001 through 3002? Are these Option Years for maintenance and support?
A) Yes, the line items 2001 through 2002, 3001 through 3002 and 4001 through 4002 are option periods for maintenance and support.
23. How many participants should be in each of the On-site training classes?
a. (5) Beginner Classes
A) 5 classes (12 per class) total = 60
b. (6) Intermediate Classes
A) 6 classes (12 per class) total = 72
c. (3) Advanced Classes
A) 3 classes (12 per class) total = 36
24. Where is the location of the training?
A) 4800 Mark Center Drive, Alexandria, VA 22350-1400, in the OIG’s training room.
25. Section (3) refers to monthly unit price for each license. When quoting prices for perpetual licenses do you want the one-time purchase price allocated quoted as a monthly price?
A) OIG owns the licenses, 220 desktop and 2 server. We prefer an annual quote for software support.
26. Is the one week response time due September 14, 2015 1:00pm EDT from date of solicitation a firm deadline. Is there a reason for the short turnaround?
A) No, the RFQ closing was changed to September 17, 2015, 1:00pm EDT; this is a commercial off the shelf software requirement.
