LIMITED SOURCE JUSTIFICATION

1. Nature and/or Description of Action

The Defense Threat Reduction Agency contracting activity proposes to restrict consideration to an item peculiar to one manufacturer, Lenel Access Control System. Market research indicates other companies’ similar products do not meet or cannot be modified to meet the Agency’s need.

2. Description of the supplies/services required

The Security and Counterintelligence Office (PP-SCA), Kirkland AFB has a requirement to purchase a follow-on maintenance support for the current, Lenel Access Control System. The Lenel system maintenance contract will cover preventive maintenance performed in accordance with the manufacturer’s recommendations. Preventive maintenance will include a visual inspection and functional test of security components as listed in the equipment specification list.

The total estimated cost for FY19 is $119,556.00. PP-SC will use O&M funding for this five-year effort (base plus four option years) totaling $673,948.29. It is requested this action be completed by 29 September 2019 with the period of performance starting 30 September 2019.

3. Statutory Authority This acquisition is conducted under the authority of Title III of the Federal Property and Administrative Services Act of 1949 (41 U.S.C. 251, et seq.) and title 40 U.S.C. 501, Services for Executive Agencies.

4. Justification Rationale

The Lenel Access Control System was installed in FY18 using Lenel equipment therefore Lenel resellers are needed to provide maintenance services. According to Lenel, there are only two resellers in the Albuquerque area available to provide maintenance services. DTRA PP-SCA requires Lenel certified personnel to ensure the maintenance services are compatible with lenel equipment standards.

5. Market Research

A search of historical acquisition information was performed based on the information provided by DTRA personnel at Kirkland, AFB and the review of historical contracts. Previous contracts for the Access Control System were for a DMX system and not a lenel system. PP-SC changed Access Control Systems from the DSX to Lenel in FY18. Also, a search of GSA and the internet for other resellers was conducted. One quote was provided to PP-SC meeting the maintenance requirements.

6. Other Supporting Facts

On the basis of the above information, the basic clauses and provisions prescribed in FAR Part 12 are sufficient for use in this acquisition and do not require any substantial tailoring to be consistent with industry’s commercial practices.

7. Subsequent Actions If Lenel allows other vendors to provide maintenance services for their equipment, market research can be completed in the future to determine whether any additional sources would be capable of providing the necessary services to fulfill this requirement. However, based on our research, Lenel only allows its resellers to provide maintenance services to their Lenel equipment.
