Questions and Answers

1. Will you be providing a current Collective Bargaining Agreement since the one provided has expired?

Answer: A later version of the CBA, dated March 16, 2010, is attached to Amendment 0001 and is made a part of the subject solicitation.

2. Since there is shared equipment that requires preventive maintenance, will there be an in-house sign out log in case of damage?

Answer: There is no sign out log for the equipment, but the operator is required to fill out an inspection sheet prior to using the power equipment. Information for PIT (Powered Industrial Trucks) can be found in DeCA Directive 30-17, which was replaced (Feb 2010) with DeCA Directive 30-17 and DeCA Manual 30-17.1 Chapter 11, Safety and Occupational Health Program. Both are available on www.commissaries.com. See Section C-5, Reference Documents; page C5-1 of the Performance Work Statement.

3. Reference Paragraph 2.3.1.2, Page C2-2--- Will there be initial training after contract award for shared equipment?

Answer: In accordance with paragraph 1.3.1.2 1.Training. The Contractor shall provide training to personnel who operate Government-furnished vehicles or material handling equipment (MHE). The Contractor shall ensure that his/her personnel, who operate power industrial trucks, are trained, qualified, and certified IAW Occupational Safety and Health Administration (OSHA) requirements. The Contractor shall maintain a record of this training and provide a roster of trained personnel to the Store Director. The Government will provide orientation training on new equipment furnished by the Government.

4. Exhibit 3-1, A. 4 refers to the current DoD index level for action. What document or specification under the solicitation contains the DoD index level of action requirements?

Answer: Your question refers to paragraph 4, which states "A. Provide equipment which: 4. Will not generate noise levels at the operator position, that exceeds the current DoD index level for action of 8-hour time-weighted noise level of 85 A-weighted decibels (dBA)." The documents or specifications under the solicitation that contains the index level for action is DeCA Directive 30-17, which was replaced (Feb 2010) with DeCA Directive 30-17 and DeCA Manual 30-17.1, Chapter 8, Safety and Occupational Health Program. Both are available on www.commissaries.com. See Section C-5, Reference Documents; page C5-1 of the Performance Work Statement.

5. Will you provide historical data about the amount of light bulbs used?

Answer: No historical data is available regarding the amount of light bulbs used; however, it should be noted that the government provides the light bulbs for the contractor to replace in the restrooms only.

6. Exhibit 4-6-3 Refrigerators and microwaves were observed in both break rooms during the site visit March 4, 2010. Exhibit 4-6-3 states there are only 1of each but there are physically 2 of each. Please clarify which refrigerators and microwaves are to be cleaned under the contract.

Answer: The refrigerator and microwave, which are located in the Produce/Meat department break room, is cleaned by DeCA employees; therefore, not a contractor responsibility for cleaning.

7. Exhibit 4-6-5 states the floor type in the Meat room is SMAP, but the floor type observed during the site visit was grouted quarry/ ceramic tile. Please clarify.

Answer: The Performance Work Statement has been revised in the following areas, to reflect quarry tile vs. SMAP: Exhibit 4-5, paragraph 2.2., page C4-18; sub-paragraph 2.2.3, page C4-19; Exhibit 4-6-5, Night Custodial Surveillance Frequencies and Quality Standards, PRS (8), page C4-29. Exhibit 4-5, subparagraph 2.2.4 is now shown as Reserved.
