Reason for Authority Cited – Contract HDEC0816C0036 expires on October 31, 2021, and the initial solicitation was issued on June 1, 2021, for a base year period of performance November 1, 2021–October 31, 2022. Five amendments have been issued, with Amendment 0005 being issued August 18, 2021, to revise solicitation documents for a new holiday schedule and update periods of performance on the conformed schedule B (Base Year May 1, 2022–April 30, 2023). As such, the closing date for receipt of proposals was revised to September 2, 2021. Efforts to Obtain Competition – The justification in support of the agency’s request not to issue a sources sought notice is predicated upon the fact that the required services are deemed to be available only from the incumbent contractor. Commissary Services Corporation has been performing the services as a satisfactory level for the past year.
7. Fair and Reasonable Cost Determination – A modification will be done for 6 months. A proposal will be requested from the contractor for the 6 month J&A period of performance. In accordance with FAR Part 15, the following techniques will be used to determine fair and reasonableness: FAR 15.404-1 (b) (2) (v), Comparison of proposed prices with independent Government cost and FAR 15.404-1(b) (2) (vii), Analysis of data other than certified cost or pricing data provided by the offeror.
