Comparison of Munitions Sources

• NLAC

– Updated throughout the day with DoDIC/NALC data from each Service.

– A daily data subset is produced for GCSS-J consumption.

– Data is often a day or more old and does not appear to be updated on weekends.

– GCSS-J uses this data for Munitions Watchboard.

• DLA AV

– Updated throughout the day with DoDIC/NALC data from each Service.

– GCSS-J has live access to current AV munitions data.

– GCSS-J uses data for the Munitions Inventory query/report.

Data Scope

1 NLAC has additional data, but this analysis is only addresses the GCSS-J subset. Purpose codes 0 and 5 are excluded.

2 AV has many more records than NLAC subset for several reasons:

• Munitions are reported at a more detailed level (down to Lot and Serial number)

• Munitions are reported for more DODAACs and UICs.

• Some non-DoDIC records are reported.

3 AV has 476 DODAACs that aren’t in NLAC. This includes Air Force Logistics Readiness Squadrons, Marine Corps Material Distro Centers, many Navy ships, Army Property and Fiscal Offices, and DLA Disposition Services. NLAC has 6 DODAACs that aren’t in AV.

4 AV has munitions inventory for 3,502 units (UICs). All but 9 are Army.

5 NLAC has 658 DODICs not in AV. AV has 457 not in NLAC. The extra AV DODICs only account for 0.3% of the AV munitions records, and nearly all are Army.

6 80% of the AV munitions records without a DODIC are identified by NSN.

Onhand Quantity Comparison – Example 1

DODIC = 6201 – Guided Missile,Intercept-Aerial (SM3)

• NLAC and AV both show 16 DODAACs, all Navy.

• Quantities agree between NLAC and AV, both with 82.

Onhand Quantity Comparison – Example 2

DODIC = WF96 – Guided Missile,Suface Attack

• NLAC has 2,425 onhand, AV has 2,202 (but, 314 from UICs).

• AV is underreporting Army LIW quantities. Examples:

– DODAAC W31G1Z – NLAC (263), AV (7)

– DODAAC W81P6D – NLAC (340), AV (104)

– but DODAAC W9119Z – NLAC (6), AV (25)

– Overall for Army – NLAC (699), AV (258)

– The Army LIW portal shows numbers that are close to what is in NLAC.

– Deficiency report has been submitted to AV.

• NLAC’s extra DODAACs: CL0VEU, N21830, W90RPJ, W5J9CG

• AV’s extra DODAACs: W565XP, W81B38, W90BWX, W90ZRC

Onhand Quantity Comparison – Example 3 DODIC = G963 – Grenade,Hand

• NLAC has 487,102 onhand, AV has 367,193.

• NLAC vs. AV agree for Navy, Marine Corps, and Coast Guard

• AV has extra Air Force DODAACs: FV2067, FV4814, FV5221, FV5284, FV5294, FV6081.

• AV is underreporting Army LIW data. Examples:

– DODAAC W53SMC – NLAC (102,157), AV (38,984)

– DODAAC W44XMF – NLAC (24,630), AV (11,956)

– but DODAAC W22PVK – NLAC (3,258), AV (5,250)

– but DODAAC W33FRU – NLAC (0), AV (2,835)

– Overall for Army – NLAC (375,879), AV (234,838)

– The Army LIW portal shows numbers that are close to what is in NLAC.

• AV has many DODAACs not in NLAC; e.g., W25RAY, W26HBU, W33FRU, etc.

Summary of Comparison NLAV Subset vs. AV

1. GCSS-J gets munitions watchboard data from NLAC; munitions inventory report data from DLA AV.

2. NLAC is less timely than AV in updating data.

3. AV reports at a more detailed level than NLAC.

4. AV has many DODAACs and UICs not available from NLAC.

5. AV has many data fields not available from the NLAC subset.

6. AV appears to have a serious problem in underreporting LIW

Army data.

OIS Data Feed Issue (Navy, Coast Guard, and Marine Corps Air Data)

1. The OIS data feed to AV may be discontinued when AV transitions to IGC-AV (April to May 2013).

2. If that happens, the GCSS-J Munitions Inventory query will no longer return data for Navy , Coast Guard, and Marine Corps Air.

3. Ultimate solution is to have all of GCSS-J munitions data come from a single source, either NLAC or AV.

– If NLAC, need to obtain additional data fields, receive more timely data, and possibly expand the scope of data received.

– If AV, need to fix the LIW data problem, fix OIS feed, and have

Service concurrence that AV is an authoritative source.

OIS Issue – Short Term Options

1. Do nothing until long-term solution is implemented (i.e., no

OIS data in the Munitions Inventory report prior to then).

2. Create a separate, temporary query that only pulls OIS data from NLAC, using the eight data fields provide to GCSS-J. Add lookups in the report to return code definitions.

3. Option 2, plus additional reference output fields from AV, such as the DODAAC addresses, DODIC description, and other code descriptions. Query performance would be a major concern.

4. Option 2, plus have NLAC provide additional data fields in the GCSS-J subset:

• Would need Joint Staff guidance on which are needed.

• Need to determine how this will impact the Munitions WB.

5. Replace the current Munitions Inventory query with Option 2 for all Services, and upgrade later with additional fields/scope.
