WRITTEN COMMUNICATIONS
Review and Release of Information to the Media, General Public, and Foreign Audiences
1. Purpose. This Instruction prescribes policy and procedures for the release of information to the media, general public, and foreign audiences that is related to the Joint Interoperability Test Command’s (JITC) programs, activities, and personnel.
2. Applicability. This Instruction applies to all JITC military, civilian, and contractor personnel.
3. Authority. This Instruction is published in accordance with the authority in Department of Defense (DoD) Instruction 5230.9, Clearance of DoD Information for Public Release, dated 22 August 2008.
4. Definitions. Information in this Instruction is defined as unclassified data, imagery, abstracts, briefings, articles, brochures, information papers, speeches, text, etc., intended for release to the media, general public, and foreign audiences by JITC personnel. The general public is defined as persons not employed by DoD and the executive branch of the U.S. government -- usually industry and media, and not contract employees of DoD.
5. Policy.
5.1 Information for the media, general public, and foreign
audiences must be cleared for release through the JITC Public Affairs Office, Commander, DISA Public Affairs Office (PAO), DISA Operations Security (OPSEC) Office, and DISA Foreign Disclosure Office (FDO) before releasing the information.
5.2 JITC information not intended for release outside of DoD
and the Federal executive branch only needs to be reviewed if it includes information on other DoD organizations, for coordination with those organizations.
5.3 Information to be reviewed for release under the Freedom of Information Act (FOIA) will be reviewed by the DISA FOIA Officer IAW DoDD 5400.7, DOD Freedom of Information Act (FOIA) Program and DISAI 630-225-8, Freedom of Information Act (FOIA) Program for DISA, and is not subject to review under this Instruction.
5.4 DISA FDO approval is required before presenting/providing information to foreign audiences. Contractors briefing foreign nationals (without Government personnel at the presentation), must be covered by a legal transfer method (e.g., Technical Assistance Agreement (TAA) or some other export license, or an International Traffic in Arms Regulations (ITAR) exemption).
Contractors should consult with their export compliance branch to understand their company’s export laws. It is not the government's responsibility to ensure contractors are legally covered.
5.5 To ensure a climate of academic freedom and to encourage
intellectual expression, students and faculty members of an academy, college, university, or DoD school are not required to submit papers or materials prepared in response to academic requirements for review when they are not intended for release outside the academic institution. Information intended for public release or made available in libraries to which the public has access shall be submitted for review. Clearance shall be granted if classified information is not disclosed, DoD interests are not jeopardized, and the author accurately portrays official policy, even if the author takes issue with that policy.
6. Responsibilities.
6.1 PAO is the JITC public release coordination office and is the point of contact for all releasability and staffing status questions.
6.2 PAO will coordinate review and approval of information for the media, general public, and foreign audiences, and provide tracking/approval status to JITC personnel.
6.3 JITC personnel are responsible for ensuring all information submitted for review has been approved by their chain of command before submitting to JITC PAO (JITCPAO@disa.mil).

7. Procedures.
7.1 Action Officer will:
7.1.1 Submit Division/Portfolio Chief approved information
three weeks (15 workdays) in advance to the e-mail group JITC PAO (JITCPAO@disa.mil) so that the information can be appropriately staffed and approved.
7.1.2 Attach Division/Portfolio Chief approval (via DISA Form 9 or approval email) when sending information to PAO for release approval.
7.1.3 Ensure the briefing is created using the current
unclassified DISA template located on Workspaces at:
https://workspaces.disa.mil/gm/folder-1.11.634459
7.1.4 Provide the following background information when
submitting the information to PAO.
• Audience (who are you briefing, are foreign nationals in attendance?)
• Location
• Date(s)
• Purpose/Subject
• Publication source (name of magazine, journal, newspaper, etc.,)
• Role of briefer (panel member, keynote speaker, etc.,)
Note: Approval is required to formally speak in public forums (e.g., guest speaker for AFCEA, ITEA, etc.,) o Coordinate approval through JITC PAO o Must obtain approval through your chain of command, JITC Commander, and DISA PAO before speaking o DISA PAO ensures the coordination and reviews necessary, including approval by the General Counsel, if required.
7.1.5 Include the following disclaimer on the second slide if a briefing is being presented to a foreign audience: "The information provided in this briefing is for general information purposes only. It does not constitute a commitment on behalf of the United States Government to provide any of the capabilities, systems or equipment presented and in no way obligates the United States Government to enter into any future agreements mailto:JITCPAO@disa.mil� https://workspaces.disa.mil/gm/folder-1.11.634459� with regard to the same. The information presented is for the purposes of briefing the _______ and may not be disseminated without the express consent of the United States Government.”
7.1.6 Refrain from providing quotes for all vendor press
releases. It is DISA's policy to refrain from providing quotes to avoid the appearance of implied endorsement to them versus their competitors.
7.1.7 Provide PAO the reporter's name, topic, publication date of story, and what is being reported before providing interviews to the media.
• Talk as if everything will be quoted
• Stay in your lane
• Do not assume you can separate personal opinion from your role as a DISA/JITC spokesperson – do not say “That's only my opinion" and then assume you won't be portrayed as an official spokesperson.
7.1.8 Ensure the information is not classified or for official use only.

7.2 Public Affairs Office (PAO) will:
7.2.1 Review Division/Portfolio approved information and
provide comments to the presenter and others, as necessary, for situational awareness. PAO reviews information (template, grammar, spelling, etc.,) as well as for content and accuracy of information.
7.2.2 Forward the information to the Commander for
review/approval.
7.2.3 Submit the information to the DISA PAO, DISA OPSEC, and DISA FDO as applicable.
7.2.4 Copy all JITC personnel involved in obtaining release
approval of the information for situational awareness.
7.2.5 Track the information throughout the entire review and
approval process.
7.2.6 Send consolidated comments and approval status from DISA PAO, DISA OPSEC, and DISA FDO and current briefing (if changes were made) to the Action Officer.
