Requesting Agency:
Naval Oceanography Operations Command (NOOC) 1002 Balch Boulevard Stennis Space Center, MS 39522-5001
Contracting Activity:
Defense Information Systems Agency (DISA) Defense Information Technology Contracting Organization (DITCO) Scott Air Force Base, PL8321, 2300 East Drive, Building 3600, SAFB, IL 62225-5406
2. Procurement Title: SonarWiz Enterprise Annual Software Renewal
Funding Document/Purchase Request Number: N3032118MP009DS Contract Number: To Be Determined Estimated Value: XXXXXXXX NAICS: 541519, $27.5 million sales-size standard
3. Statutory Authority: This renewal is conducted under the regulatory authority of FAR 8.405- 6(b)(1) as an item peculiar to one manufacturer can be a particular brand name, product, or a feature of a product, peculiar to one manufacturer. A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer.
4. Description of Action: The NOOC requires a firm-fixed-price contract for the renewal of brand name proprietary, Chesapeake Technology, Inc.’s SonarWiz.Map software version 5 support for 10 licenses, including applicable software upgrades, unlimited 24 hours a day by 7 days a week preferred technical support; access to support site for tutorials, videos, and training documents; and access to upload site for depositing problem data files for review.
The software renewal support is associated with SonarWiz Extended Maintenance Agreement (EMA) and the EMA and serial numbers (SN), include EMA ID 2054 -Dongle sn2820, EMA ID 2055 - Dongle sn2821, EMA ID 2056 - Dongle sn2822, EMA ID 2057 - Dongle sn2823, EMA ID 2202 - Dongle sn2974, EMA ID 2203 - Dongle sn2975, EMA ID 2430 - Dongle sn3230, EMA ID 2431 - Dongle sn3231, EMA ID 2432 - Dongle sn3232, EMA ID 2433 - Dongle sn3233. The period of performance includes the one-year base period from August 15, 2018 through August 14, 2019, followed by 4 one-year options. The XXXXXXXX life cycle cost estimate XXXXXXXXXXXXXXXXXXXXXXXXXXXXX XXXXXXXXXXXXXXXXXXXXXXXXXXXX. This renewal will continue the software support for SonarWiz currently under contract SOE SPM8EJ14D0005 which expires on August 14, 2018. Fiscal year 2018 Operations and Maintenance, Navy (OMN) funds will be provided for the base year support.
SonarWiz is a Sidescan SONAR (SSS) post-processing software for two dimensional (2-D) and three dimensional (3-D) mosaic production, target capture, feature identification, and reporting for hydrography / bathymetry on mobile workstations. SonarWiz is the enterprise solution for Naval Oceanographic Special Warfare Center information technology infrastructure to meet mission critical operations. SonarWiz provides needed 2-D and 3-D reports. This procurement supports a system providing U.S. Fleet Forces with meteorology and oceanography (METOC) intelligence data for critical environment awareness, including during military operations. Failure to approve this renewal will compromise the fleet’s ability to obtain critical METOC data and meet the Naval Special Warfare (NSW) mission requirements. METOC products and services, in the form of analysis of Sidescan acoustic imagery from sensor data in support of NSW and Joint Forces operational missions is needed to obtain tactical, operational, and strategic advantages during mission planning and executions and impacts the safety of deployed forces. The METOC information technology (IT) infrastructure provides various Navy commands with ocean and atmospheric conditions in every theater and for every Navy operation. The METOC data produced is imperative for Navy flight and sea safety, resource protection, and cyber security. Failure to approve this IT procurement request will result in multiple Navy units and front line forces not having access to critical METOC data to develop and disseminate products and services critical to support sailors and marines in potential life-threatening scenarios. It will risk Fleet Commands and on scene warfighters not having awareness of the environment for military operations, including mission planning, tactical decisions, asset protection, and the safety of personnel.
5. Proposed Sole Source Contractor: Not applicable. Chesapeake Technology, Inc. sells the required items and authorizes resellers.
6. Market Research: Based on current market research conducted in March 2018, it has been determined that only the aforementioned SonarWiz EMA software support renewal meets Government needs. Market research was completed via internet searches and email and phone correspondence with vendor representatives and Government stakeholders. The brand-name software support was determined to be mission critical and no other products meet Agency needs. The requirement is not available through DoD Enterprise Software Initiative Blanket Purchase Agreement, General Services Administration, or National Aeronautics and Space Administration Solutions for Enterprise-Wide Procurement contract vehicles. The requirement can be fulfilled through a small business order to the software owner, Chesapeake Technology, Inc. or their authorized small business resellers XXXXXXXXXXXXXXXXXXXXXXXXXXX
XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX.
The recommendation is to procure the software support through an open-market order with 100% small business set-aside.
7. Upon the basis of the following justification, I, as the Contracting Officer, hereby approve this limited source/brand name justification for the proposed contract action pursuant to the authority cited above as the particular product and service is essential to the Government's requirements, and market research indicates other companies' products or services do not meet, or cannot be modified to meet, the agency's needs.
Based on the justification provided by the NOOC, a determination has been made to issue a solicitation with 100% small business set-aside for the above described brand-name requirement.
