ASBCA solicitation HC102818R0055
Responses to Vendor questions
May 17, 2018
1. What is the Expected Award Date? Does the ASBCA have an anticipated Project start date?
At this time, we cannot project the award date due to the uncertain procurement lead time. The period of performance will be the date of award through 12 months with option periods. Performance will start at contract award.
2. Does the ASBCA have a Projected budget for the CMS implementation?
We will not disclose budgetary amounts to the offerors.
3. Attachment_2_Appendix_1_of_PWS.docx refers to external and internal sites. Is it expected that these must be two separate sites/databases, or just different roles/public portal in a single site?
Solution shall be proposed by to the offeror.
4. Attahcment1PWS says “…maintain compatibility and integration with all software patches, updates, service packs, and future versions of Microsoft Office”. Does this imply some additional integration with office beyond allowing users to upload/download files to and from the system?
Yes, PWS paragraph 6.2.3 is revised. See revised PWS paragraph 6.2.3.
5. Could you please clarify what surge involves?
As defined in the RFP, " The Government may require surge support during the base or any option period and surge modifications will be in-scope to provide increased support for the defined task areas of the PWS. Surge support is OPTIONAL and is not a guarantee. If the Government determines that an increased quantity of support is required for the task areas defined in the PWS, the Government reserves the right to exercise the surge option unilaterally." Note:
PWS sections 6.4 and 6.5 work is for option years, not work performed in the initial configuration.
6. In order to ensure we provide the best proposal to meet the ASBCA’s needs, we respectfully request a two-week extension on the proposal due date.
Quote due date has been extended to June 6, 2018 10:00am Central Standard Time.
7. Hardware was mentioned in the RFI and is mentioned in the RFP, but there is no spot for hardware pricing in the price worksheet. Please clarify if you intend hardware to be part of the scope of work?
The software will reside on government-owned servers. See CLIN 0001 revision.
8. From page 42, item (g) Contract award. After receipt of quotations, the Government will first evaluate the lowest price quotation. If the lowest price quotation is determined to be technically acceptable and otherwise properly awardable, no further evaluations will be conducted, and award will be made. If, however, the lowest price quotation is determined to be technically unacceptable and/or otherwise not properly awardable, further evaluations will be conducted. “Does the ASBCA intend to use this form of award? Please clarify.
Per the RFQ, page 44, 52.212-2 “The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is determined to represent the overall best value to the Government using a Lowest Price Technically Acceptable (LPTA) source selection process, with Acceptable Past Performance.”
File details come from the government source that posted it.
