Justification Limited Sources Rationale Subject: N4523A17MP00083

The following paragraphs, IAW Federal Acquisition Regulation Part 13.106-1(b)(1)(i), are provided to support sole source limited source justification for proposed orders exceeding the micro-purchase threshold, but not exceeding the simplified acquisition threshold.

Brand-name, proprietary, Automic Software Inc.’s software support renewal is required for the four U.S. Naval shipyards, including Norfolk (NNSY), Puget Sound (PSNS), Pearl Harbor (PHNSY) and Portsmouth (PNS). The period of performance is January 1, 2017 to December 31, 2017. The estimated contract cost is $135,075.00. This acquisition is to renew software and support previously provided under contract HC1028-16-P-0038 that expires December 31, 2016.

The applicable North American Industrial Classification System Code is 511210 Software Publishers, with a sales size standard of $38.5 million. Fiscal Year 2017 Funding is subject to availability of funds (SAF) in accordance with the clause 52.232-18 - Availability of Funds and the military interdepartmental purchase request documents N4523A17MP00083, N4215817MP70033, N3225317MP14061, andN3904017MP70051.

Automic application manager is used by the Information Assurance branches across the shipyards.

It is an Enterprise Job Scheduler, which is used to automate applications and balance workloads across platforms, reducing information technology operation expenses by improving application automation. The master and agent software takes the individual components of script-like programs, schedules, printers, and conditions and allows the user to define them as discrete objects.

The user can combine the objects in an unlimited number of combinations to handle various needs.

The object can be changed, and then rolled-out to every object user. If the required software and support is not procured, then NNSY, PSNS, PHNSY and PNS personnel will not have the availability of this required tool to complete mission tasks.

The government has invested over $2,435,000.00 in Automic licenses and support since 2012.

The application was specifically designed to utilize Automic functionality, which includes process automation, batch job scheduling, and other tasks. The Automic program is used by over 40,000 users and controls the Material Access Technology or MAT and cost software.

Without the Automic software support, the naval shipyards would not receive the upgrades, patches, and fixes to the Automic software, which could result in work stoppage and resulting detrimental impacts to the Navy.

The government estimates that researching, testing, training, approvals, and implementation for an alternative software tool and other required replacement software on the system, train would cost in excess of over $1 million. Procuring an alternative software would result in substantial duplication of cost to the government that is not expected to be recovered through competition and would require an extensive number of modifications and unacceptable delays in fulfilling the agency’s requirements.

Automic Software, Inc. is the sole provider of the requirement items. Government market research, in October through early December 2016, revealed the required items are not available through a Department of Defense Enterprise Services Initiative Blanket Purchase Agreement, the General Services Administration Federal Supply Schedule or the National Aeronautics Space and Administration contract vehicle. This procurement will be sole sourced to the large business, Automic Software, Inc. via the open market. The request for quote and government intent will be advertised on FedBizOpps.

Based on the documentation provided and to the best of my knowledge and belief, a determination is made that this justification is accurate and complete.
