Memo for Record Justification Subject: N0002417MP00894
In accordance with FAR 13.106-1(b)(1)(i), for purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).
Procure Automic software support renewals for Naval Sea Systems Command (NAVSEA) 04I Program Management Office-Information Technology (PMO-IT). The period of performance is May 1, 2017 through April 30, 2018. The total estimated amount of this procurement is
This procurement will be funded by Operations and Maintenance funds under a military interdepartmental purchase request number N0002417MP00894. The North American Industrial Classification Code is 511210 with a size standard of $38.5 million.
The PMO-IT has invested in excess of in Automic licenses and maintenance since 2012. Automic application manager is used by the Information Assurance branches within NAVSEA PMO-IT. It is an enterprise job scheduler which is used to automate applications and balance workloads across platforms. It reduces IT operations expenses by improving application automation and efficient workload balancing. The master and agent software takes the individual components of a script like programs, schedules, printers and conditions and allows the user to define them as discrete objects. The user can combine the objects in an unlimited number of combinations to handle every use of the object. This is essential to be able to only change the object in one place and be able to roll that change out to every user of the object.
An existing Information Technology Systems Engineering Plan (SEP) was established to document, standardize, and continuously improve systems engineering for NAVSEA program management and software development lifecycle management. The SEP identifies the Engineering Tool Suites that are authorized for use and Automic UC4 Application Manager is one of the identified suites. The Information Technology SEP was approved October 18, 2013 and is the required guidance document for any NAVSEA project or Acquisition Category program.
Not renewing the software support would cause substantial negative impact to PMO-IT.
Procuring an alternative source would result in substantial duplication of cost to the government that is not expected to be recovered through competition and would require an extensive number of modifications and unacceptable delays in fulfilling the agency’s requirements. Without the Automic software support, NAVSEA PMO-IT would not receive the upgrades, patches, and fixes to the Automic software, which could result in work stoppage and resulting detrimental impacts to the Navy. Also the invested into the current software baseline would be lost if support is not renewed.
Market research conducted in April 2017 revealed that Automic software support is not available on a Department of Defense Enterprise Software Initiative, General Services Administration or National Aeronautics and Space Administration Solutions for Enterprise-Wide Procurement but only via the open market from Automic, which is a large business. At this time, there are no resellers. Therefore, a small business set-aside is not applicable to this requirement. Therefore the manufacturer will be solicited through Federal Business Opportunities with the Government’s notice of intent to award a purchase order to Automic Software Inc.
Based on the documentation provided a determination is made that this justification is accurate and complete to the best of my knowledge and belief.
