Question # Contractor Question Government Response

1 Are the current staff union employees? No 2 How many square feet have the warehouse? 16,570

What is the cost for the proposal for the actual incumbent for last year. Not allowed to disclosed.

follow-up to question 21, QA Round 1. Could you further explain what transactions are made using the Microsoft Office Tools? Are these same transactions made within the DPAS system as well and captured in the data provided in the Q&A responses for #40?

An excel spreadsheet is utilized to track incoming shipments, excess receipts, (maintained on share point) and consolidated activity report. Personnel status is an email.

follow-up to question 32, QA Round 1. Are the contents of those 110 monthly shipments represented in the 7000 annual receipts and/ or the 4000 DPAS transactions noted in the answer to question #40?

Yes, the 7000 items only represent the accountable items being entered within DPAS. The 110 average monthly shipment represent all items which may include office supplies which doesn’t have to be entered within DPAS. The 4000 transactions is the property management support.

follow-up to question 32, QA Round 1. Is the 1500 (18000 annually) a sub-set of the 7000 receipts and/or the 4000 DPAS transactions?

This number is only an estimate of shipment pieces within the 110 shipments, some items may not get entered into DPAS. The 7000 receipts was generated from DPAS annual report which only calculate accountable items within the warehouse. Not to mention, shared responsibility of a gov't staff of 7 in the warehouse and 8 gov’t employees within property management.

follow-up to question 33, QA Round 1. Are the 5,000 pieces part numbers or the number of pieces for a (units/each) of the NSN's or part numbers the Inventory Manager is responsible for overseeing?

5000 is the minimum number of pieces being managed by each inventory manager within DPAS. DISA does not manage inventory by line item. DISA currently has over 92,000 different manufacturer items and over 4500 stock numbered items. Yes, the Inventory Manager is responsible for managing customer accounts.

HC1028-17-R-0021

Question & Answer, round 2 follow-up to question 33, QA Round 1. From an inventory size/ quantities perspective can you break this down into a Range (number of specific part numbers or NSN's items managed) and Depth (total number of pieces for each part number or NSN). This data will provide some insight to the number of items that need to be counted each month.

The items within the warehouse are not counted every month, this is only for the monitoring of property accounts within the property management (no physical inventory). The warehouse only conducts physical inventories upon receipt and issue of shipments. An annual inventory of floor to book once a year. DISA warehouse is not long-term storage. Items are only stored up to a year at a time by customers. We do not maintain a stock of supplies, only storage space for customers. The warehouse storage space consist of (380 rack space/ 760 pallets/16,720 Sq Ft).

follow-up to question 33, QA Round 1. Twenty (20) daily transactions equates to an average of 5000 (50 weeks X 100) annually. Are these represented in the answer to question #40? If so, which function?

This amount is the property management function which is currently being performed by 3 contractors. Again this is a customer based contract and only estimates. Please use the answer within question #32. Annual transactions from 2/1/2016 thru 2/1/2017 equates to over 20,000 transactions.

Is there a desired post-award transition schedule?

Traditionally, this designated period would include time to audit the inventory, both GFM and GFE, for inventory accuracy and location validity and familiarize our team with warehouse layout and customer locations.

As well as transition new and existing staff, to include badging, base access, passwords, meeting government counterparts, etc.

This will be done with the government staff. Training requirements for the Inventory Managers normally takes a 1-2 week period (Complete DPAS training, DISA mandatory security training, unclassified system account, badging/CAC card complete upon receipt of VAR (1 day).

DPAS has only become available to DoD contractors in recent years and on a very limited basis. However, the data elements, records, cataloging features, and the accountability and management features, along with Property Accountability, Warehouse Management, and Maintenance and Utilization modules closely resemble various DoD and commercial Inventory Management Systems in use today. Therefore, with regards to past performance, does the lack of experience in DPAS prevent an opportunity to bid for this program?

DPAS is the Agency authorized system for accounting for property, new contractors would be required to complete a 40 hour training requirement to gain access only which is available at no cost to the contractor post award;

government employees will not be training contractors as long as you're able to maintain current operations utilizing the authorized DPAS system. Note: DPAS has been around many years within DoD.

In view of the opportunity to submit additional questions, and potentially performing further analysis after receiving the pending answers, may we recommend extending the due date until 1600 (EST) 28 February, 2017?

The Government does not anticipate extension of the current RFP response date.

13 Can a subcontractor submit the DD 254, and is it sufficient that it's an interim facility security clearance as long as the clearance is approved by day one of the contract?

No. The DD254 must be submitted by the Prime Contractor.

Given that the walkthrough occurred yesterday, may we respectfully request that the due date be extended for another full week?

The Government does not anticipate extension of the current RFP response date.

15 Can the government please provide a description of responsibilities for each of the 14 contracted staff members?

Note, these are anticipated descriptions; the contractor shall propose their staffing plan based on their proposed approach. 6- material handlers/laborers (labor support for event set-up, office moves, equipment pick-up & delivery (on/off site); paper distribution, DLA Disposition (DRMO/NSA runs), warehouse clean-up, reports (Weekly activity report). 8- Inventory Managers/Supply technicians- Conduct inventories, process shipments, catalog management, excess management, storage management, updates within DPAS (customer service actions); Customer response, file management, reports (Shipment daily log, Equipment aging report, Weekly Activity report at a minimum). These actions will depend on the contractor plan to support warehouse operations.

Can other inventory tracking systems utilized at federal government agencies be considered as equivalent experience for the DPAS requirements?

DPAS is the Agency authorized system for accounting for property, new contractors would be required to complete a 40 hour training requirement to gain access only which is available at no cost to the contractor post award;

government employees will not be training contractors. As long as you're able to maintain current operations utilizing the authorized DPAS system. DPAS has been around many years within DoD.

Security Question/Responses 34,35, 38, 39 & 57 appear to conflict. As the prime contractor, can we utilize our subcontractor’s Security Facilities Clearance to meet the requirements? If so, can we utilize their clearance until we as the prime obtain ours?

No. The Prime Contractor must have a Facility Clearance.

Based on upon question response #49, is a truck driver included as part of the existing 14 team members? Yes.

Is the truck and related costs included as ODC’s? Yes. If the contractor chooses to use it for that. The current contract uses a rental vehicle for off-site deliveries.

Based upon information provided at the site visit, please clarify that the Warehouse manager is a government employee or part of the prosed contractor team?

The Warehouse manager is a government employee but will only monitor contractors.

Will the successful awardee be entitled to utilize the incumbent staff, if available?

contractors shall propose the staffing plan as they see fit to fulfill this contract without break in operation

22 Can DISA provide a copy of the site visit attendees list? see attached.
