Further information on submission of technical and price proposals is provided throughout this document.

a. IAW with DISA Acquisition Regulation Supplement (DARS) 52.209-9000, each offeror shall specifically identify in its proposal, whether or not any potential or actual Organizational and Consultant Conflicts of Interest (OCCI) as described in Federal Acquisition Regulation (FAR) Subpart 9.5 exists for this procurement. If the offeror believes that no OCCI exists, the OCCI response shall set forth sufficient details to support such a position. If an offeror believes that an actual or perceived OCCI does exist on this procurement, the offeror shall submit an OCCI plan with the proposal, explaining in detail how the OCCI will be mitigated and/or avoided.

b. Offerors must complete Blocks 6, 7, and 8 of the DD Form 254 with the appropriate information for their companies and any subcontractors (when applicable) (Attachment 2). Completed DD Forms 254 must be submitted with proposals.

c. Section 508 Accessibility Standards do not apply to this requirement.

d. The following administrative requirements apply to the offerors’ proposals in response to the RFP. The technical portion of the proposal shall include information regarding the offeror’s ability to conform to all required terms and conditions in the solicitation. The offerors’ proposals shall address all aspects of the PWS. Page limitations are identified below under each evaluation factor and will be treated as maximums. If exceeded, excess pages will not be read or considered in evaluation of the proposal. The following items will not be considered when calculating page limits: cover page, table of contents, glossary, executive summary, generic resumes, and OCCI mitigation plans. In the event any evaluation notices are issued, page limitations may also be placed on those. The technical portion of the proposal is to be submitted as a Microsoft (MS) Word 2007 or PDF document. The page format shall have a 1 inch margin using no smaller than an 11 point Ariel, Times New Roman, or Courier New font for all text to include any text contained in a table. The price proposal spreadsheet shall be a separate document from the technical proposal and shall be submitted in MSExcel 2007 format. All formulas shall remain present in the spreadsheet for verification. The total size of each email (including all attachments) shall not exceed 20MB. Email attachments shall not be submitted in a .zip file format. Page limitations shall not be circumvented by including inserted text boxes/pop-ups or internet links to additional information; such inclusions are not acceptable and will not be considered as part of a proposal. The Government reserves the right not to consider for award any proposal that does not adhere to the administrative requirements of this RFP.

e. This requirement is being solicited as a 100% set-aside to eligible 8(a) contractors. Upon identification of a successful offeror, the representing Small Business Administration (SBA) district office will be notified. If the SBA declines acceptance of the apparent LPTA contractor, their proposal will be deemed unawardable/ unacceptable and the next lowest technically acceptable offeror will be sent for SBA acceptance. This will continue until the Government offered contractor is deemed acceptable by the SBA.

3. Evaluation Factors and Basis for Award Determination:

a. Award will be made to the offeror whose proposal is determined to represent the overall best value to the Government using an LPTA evaluation process with acceptable past performance. The evaluation factors and subfactors identified in paragraph 3c(1) and paragraph 3c(2) below will be used in the determination of technical acceptability.

b. After receipt of proposals, the Government will first evaluate the lowest price proposal. If the lowest price proposal is determined to be technically acceptable and otherwise properly awardable, no further evaluations will be conducted, and award will be made. If, however, the lowest price proposal is determined to be technically unacceptable and/or otherwise not properly awardable, further evaluations will be conducted.

c. The standards for determining technical acceptability are below, as well as information concerning price proposals.

(1) Technical/Management Approach Factor: The Technical/Management Subfactors will be evaluated and rated either Acceptable or Unacceptable. In order for a proposal to be rated overall Technically Acceptable, each of the following subfactors must be rated Acceptable. Technical/ management proposals should not exceed 20 pages.

a. Subfactor 1: Staffing Plan The contractor shall propose a staffing plan which outlines the contractor’s ability to execute the requirements of the PWS, section 6. The staffing plan shall include narrative on the staffing approach, to include all labor categories and hours proposed, for each of the outlined PWS section 6.0 tasks. The staffing plan shall clearly outline the contractor’s staffing abilities in relation to the scope of the contract. The Government anticipates that approximately 14 full time equivalent (FTE) personnel (1 FTE = 2000 hours) will be necessary to perform the tasks in the PWS. This estimate is for information purposes only, and in order for this subfactor to be rated Acceptable, the proposed staffing plan shall clearly outline and define a staffing approach that demonstrates a labor mix sufficient to perform the tasks in the PWS in accordance with the contractor’s technical approach. Failure to outline the full staffing of this contract, per task, will result in an Unacceptable rating.

b. Subfactor 2: Technical/ Management Approach The contractor shall provide specific details on their proposed approach to completing the requirements outlined within sections 6.1 and 6.2 of the PWS. The proposed technical/ management plan shall include any innovations in process that will benefit the Government. In order for this subfactor to be rated Acceptable, the contractor’s proposal must demonstrate a technical and management approach to successfully perform the requirements of PWS, sections 6.1 and 6.2. The contractor shall not simply restate the requirements of the PWS, but shall clearly outline and define their technical and management approach.

c. Subfactor 3: Defense Property Accountability System (DPAS) The contractor shall include information that will allow the Government to verify a working knowledge of the DPAS system as outlined by section 6.5 of the PWS.

In order for this subfactor to be rated Acceptable the contractor shall clearly outline and define its ability to perform the DPAS requirements of section 6.5.

(2) Past Performance Factor:

Offerors will be evaluated on performance under existing and prior contracts for similar products or services with the past performance being rated as "Acceptable" or "Unacceptable." In order to be rated Acceptable, the Government must determine that based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or that the offeror’s performance record is unknown. This factor will be rated Unacceptable if, based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

Past performance efforts cited must be for similar services as outlined in the PWS, with satisfactory performance, and must have occurred within the last 3 years. No more than 3 past performance efforts may be submitted, and each past performance effort submitted shall not exceed 2 pages. The Government reserves the right to obtain information relative to present and past performance on its own, in addition to that provided by the offeror. Past performance information may be obtained through the Past Performance Information Retrieval System, through interviews with program managers on past efforts, or any other sources known to the Government.

(3) Price Factor:

a. The price proposal will be evaluated using one or more of the techniques defined in FAR Part 15.404 in order to determine if they are reasonable and complete. The Government will determine completeness of the offeror’s proposal by verifying that all solicitation requirements have been priced, figures are correctly calculated, and costs are presented in a clear and useful format. The offeror shall submit pricing for the base period and all option periods, including option pricing for an additional 6-month period that may be authorized IAW FAR 52.217-8. See FAR 52.217-8 which authorizes the Government to require continued performance of any services within the limits and at the rates specified in the contract. The pricing proposal should include a separate line item for the additional 6-month period IAW FAR 52.217-8. These prices shall be identical to the quoted pricing in the 6 months prior to expiration of the base period, or the final option period, if option periods are present. The total evaluated price will consist of the contractor’s proposed price for the base period, all option periods, the option pricing for the additional 6-month period, and plug number pricing as requested below.

b. Offerors should ensure price proposals include detailed information regarding the resources required to accomplish the task (e.g., labor categories, labor hours, number of employees for each labor category, rates, travel, incidental equipment, contract access fees, etc.). Again, the price proposal spreadsheet shall be a separate document from the technical/management proposal. The offeror shall submit their price proposal utilizing the Government provided CLIN worksheet (Attachment 3). The spreadsheet shall include all formulas. See attached pricing worksheet, tab “Pricing Instructions” for more information.

c. Due to the likely inability of any offeror to accurately estimate travel and material/equipment purchases associated with this requirement, the Government is providing plug numbers to be used by all offerors when proposing ODCs for travel/material/equipment. Offerors are instructed to propose plug numbers for ODCs in the following EXACT amounts. However, note that actual incurrence of the costs shall be authorized by the COR in writing prior to incurrence and travel and will be paid IAW FAR Part 31.205-46.

Travel and ODCs Base Year: $25,427.20 Option Year 1: $25,427.20 Option Year 2: $25,427.20 Option Year 3: $25,427.20 Option Year 4: $25,427.20 6-Month Option (if exercised): $12,713.60

The proposed ODC amounts for travel/material/equipment shall be the EXACT amounts listed above. Any indirect costs associated with travel/material/equipment shall not be added to the plug numbers as they are already included. A proposal that fails to bid the plug numbers EXACTLY as provided may be excluded from further consideration.

4. The Government intends to evaluate proposals and award a contract without discussions with offerors. However, the Government reserves the right to conduct discussions or seek clarifications if the Contracting Officer (KO) determines they are necessary. In the event issues pertaining to a proposed task cannot be resolved to the KO’s satisfaction, the Government reserves the right to withdraw and cancel the proposed contract. In such an event, offerors will be notified in writing. In the event a competitive range is established and the KO determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the KO may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition.

5. In response to this RFP, no terms, conditions, or assumptions will be entertained. If terms, conditions, or assumptions are included in a proposal, the proposal may be excluded on grounds that it failed to comply with the RFP’s instructions.

6. An offeror agrees that if its offer is accepted within 60 calendar days from the date of receipt of proposals (unless a different period is stated in the proposal), it will furnish the items and/or services identified in its proposal at the price offered to the designated point(s) within the time specified in the contract.

7. Portions of the successful offeror’s proposal may be incorporated into the contract.

8. Questions should be addressed to kali.r.clement.civ@mail.mil. The phone number is 618.229.9705. Please provide any questions, in writing, no later than February 2, 2017 at 1000 (CST). The Government reserves the right to not answer questions submitted after this time.

9. Proposals are due no later than February 21, 2017 at 1300 (CST) and should be submitted electronically to kali.r.clement.civ@mail.mil. The Government will not accept proposals that are not submitted electronically (i.e., through e-mail).
