Memo for Record Justification
Subject: N0002416MP00824
The following paragraphs, in accordance with Federal Acquisition Regulation Part 13.106-1(b)(1)(i), are provided to support sole source limited source justification for proposed orders exceeding the micro-purchase threshold, but not exceeding the simplified acquisition threshold.
Brand-name, proprietary Automic software support renewal is required for the Naval Sea
Systems Command (NAVSEA) Program Management Office-Information Technology (PMO-
IT) at Norfolk Virginia. The period of performance is date of award through April 30, 2017.
The procurement will bring current the support of HC1028-15-P-0266 and renew the support of
HC1028-16-P-003 beginning on August 1, 2016. Fiscal Year 2016 defense working capital funds were provided under military interdepartmental purchase request N0002416MP00824.
The North American industrial classification code is 511210, other computer related services,
38.5 million sales size standard.
PMO-IT has invested over in Automic licenses and support since 2011. Automic application manager is used for information assurance as an enterprise job scheduler to automate applications, efficiently balance workloads across platforms, and reduce IT operating expenses.
The master and agent software takes the individual components of script-like programs, schedules, printers, and conditions and allows the user to define them as discrete objects. The user can combine the objects in an unlimited number of combinations to handle various needs.
The object can be changed, and then rolled-out to every object user. If the required software and support is not procured PMO-IT will not be able to successfully do their jobs.
An IT Systems Engineering Plan (SEP) was established to document, standardize, and continuously improve systems engineering for NAVSEA 04 Navy-Maritime-Maintenance-
Enterprise-Solution or NMMES IT program and software development lifecycle management. It identifies the authorized engineering tool suite, and Automic UC4 Application Manager is among the authorized tool suites authorized by IT SEP. The plan was signed on October 18, 2013 and remains the required guidance document for any NAVSEA 04 IT project or
Acquisition Category or ACAT program.
June 2016 government market research revealed the required items are not available through a
Department of Defense Enterprise Software Initiative Blanket Purchase Agreement, General
Services Administration, National Aeronautics Space, and Administration order, or any reseller.
The items are only available through an open-market purchase order with the large-business, manufacturer, Automic Software, Inc. A small-business set-aside is not applicable.
Based on documentation provided and to the best of my knowledge and belief, a determination is made that this justification is accurate and complete.
