Memo for Record: Justification and Approval Subject: Unitask Output software renewal and support for United States Navy Military Sealift

Command (MSC)

Funding: N6238716MP61037

In accordance with FAR 13.106-1(b)(1)(i), the following paragraphs are provided to support the limited source justification for brand name orders with an estimated value exceeding the micro-purchase threshold but not exceeding the simplified acquisition threshold..

MSC has a requirement for brand-name Unitask software and support. This procurement will include renewal of software support continuing the coverage provided under contract N00189-

14-P-Q102, which expires March 30, 2016. In addition, this procurement will include new

Unitask software licenses. Fiscal year 2016 operations and maintenance funds have been provided on Military Interdepartmental Purchase Request N6238716MP61037. The period of performance is date of award through 1-year with an estimated POP of March 31, 2016 through March 30, 2017. The North American Industrial Classification Code is 511210, Software Publishers, with a size standard of $38.5 million.

Unitask is a software product that is designed specifically to integrate with the Oracle E-

Business Suite. In particular, Unitask provides software to assist companies running Oracle

EBS with change management output management and non-production data security challenges. The software is used in conjunction with the printers. MSC uses the software to print the command financial statements. The impact of not having this capability in-house will impact the command’s ability to print financial statements and submit the required documents to the Pentagon.

MSC has been using Unitask software and support for 10 years and has invested time and funding to meet MSC’s requirements supporting the ability to print command financial statements. Failure to procure the required software and support would result in MSC being unable to print required documents. Use of any other product would be cost prohibitive in manpower, software development, training, knowledge management, and would negatively impact financial operations and business processes. Purchasing an alternative software solution would result in unacceptable delays in fulfilling the agency’s requirements. The users of the current software would have to be trained on the new software, which is estimated to take at least 12 months. The estimated cost of training users, purchasing, and installing an alternative software solution substantially higher than procuring the Unitask Software as well as the initial investment of time and money will be lost.
