2. Title. DISA Narrowband Project Office Test Support for Ultra High Frequency (UHF) SATCOM Integrated Waveform and Common Interactive Broadcast Service.
3. Background. The Ultra High Frequency Satellite Communications (SATCOM) system provides the United States (U.S.) Department of Defense (DoD) and other U.S. Government departments and agencies critical beyond line-of-sight communications for tactical operations. However, the present UHF SATCOM is aging and the replacement system will not be fully operational until 2014 at the earliest. To allow for an increase of capacity over the aging system, DISA has developed improvements to the UHF SATCOM standards (MIL-STD-188-181C, -182B and -183B). These improvements are known as the Integrated Waveform (IW). These IW standards are structured to accommodate a variety of DoD unique requirements and systems, such as the Integrated Broadcast Service (IBS). The IW, with the addition of an IBS control layer, is known as the Common Interactive Broadcast (CIB) waveform.
IW implementation into the fielded programmable terminals more than doubles the UHF SATCOM capacity that can be immediately available to the warfighter. The interoperability and military standards which define IW have been specifically structured to implement this capability in two Phases. The two Phase implementation provided a greater benefit to the warfighter since it allowed for the introduction of the IW core capabilities to the warfighters sooner. These capabilities were augmented by implementation of additional capabilities being deployed in Phase II.
Phase-I. Only pre-assigned services are supported. Preassigned services means the user networks are preplanned, assigned a service number, activated and deactivated by the control system and not by the user terminals via orderwire messages.
Phase-II. Demand assignment capability is implemented and any requirement not covered under Phase-I, as defined in the IW MIL-STDs. The demand assignment capability means that preplanned or ad-hoc services can be activated and deactivated by user terminals using orderwire messages. The IW improves the demand assigned service by permitting the assignment across a larger pool of resources.
4. Objectives. The primary objective of this effort is providing Sustainment of Phased technical services for verification and validation test & evaluation for the IW System to maintain a minimum system performance level of 96%. This sustainment effort includes some unique software engineering support, integration, test, verification, and certification for Sustainment of the IW Phase I, Phase II, the Common Interactive Broadcast (CIB) capability, and planning for the transfer of system management to the Navy via the development of a Transition Plan. The test support shall be provided to the DISA Narrowband Project Office during the sustainment of the deployed software-programmable SATCOM Integrated Waveform Channel Controller (IWCC), Planning Tool and associated Government Furnished Equipment, which together form the integrated IW System and IW/CIB capability deployed at four ground sites.
5. Scope. Work performed by the contractor under this task order provides Information Technology (IT) services supporting the government in the test and evaluation, upgrade deployment, operations and sustainment phases. Unique technical engineering software development, integration and test functions are required to deploy upgrades to and support certified software and firmware for a number of reprogrammable UHF SATCOM combat radios.

Timely contract closeout is a priority under this contract/order. The Contractor shall submit a final invoice within ninety (90) calendar days after the expiration of this contract/order, unless the Contractor requests and is granted an extension by the Contracting Officer, in writing. In addition, and concurrent with the submission of the final invoice, the Contractor shall notify the Contracting Officer of the amount of excess funds that can be deobligated from this contract/order so the closeout process can begin as soon as possible upon expiration of this contract/order. A bilateral contract/order closeout modification will be forwarded to the Contractor by the Contracting Officer and must be signed by the Contractor and returned to the Contracting Officer within thirty (30) calendar days of issuance of the modification. A Contractor’s failure to respond and/or sign the bilateral closeout modification within thirty (30) calendar days of receipt will constitute approval of the terms of the modification and the modification will subsequently be processed unilaterally by the Contracting Officer to deobligate excess funds and close this contract/order.
If this contract/order contains option periods, the Contractor is required to submit an invoice within ninety (90) calendar days after expiration of the base period of performance and the expiration of each exercised option period of performance to allow for deobligation of excess funds that were obligated in those respective periods of performance.
