38th Cyberspace Readiness Squadron Long Haul Communications Flight (38 CYRS/SCC) 203 West Losey Street
Scott AFB IL 62225-5222
b. Contracting Office
DISA/DITCO/PL8312
2300 East Drive
Scott AFB, IL 62225-5406
2. NATURE/DESCRIPTION OF ACTION(S):
a. The nature of this action is to extend the current firm-fixed price (FFP) GSA FSS task order (TO) HC1028-08-F-2101 awarded originally to MTC, Inc., and now (after purchase of MTC, Inc.) held by BAE Systems Technology Solutions and Services Inc. (BAE), a large business; the current task order is for 38 CYRS/SCC’s LHC Support Services and currently expires on June 30, 2013. These services include, but are not limited to, providing trained and experienced technicians with the ability to develop, operate, maintain, engineer and enhance the existing capabilities of the Air Force (AF) communications long haul infrastructure.
b. The recommendation is to extend the TO for a base period of July 01, 2013 through September 30, 2013, followed by three one-month option periods: October 1 through October 31, November 1 through November 30, and December 1 through December 31 of 2013. The estimated value for the six months of the extension is $4,351,046.94, increasing the life cycle value of the TO from $50,013,244.89 to $54,364,291.83.
3. DESCRIPTION OF SUPPLIES/SERVICES:
a. The contractor will continue to provide the required LHC Support Services and maintain required Department of Defense (DoD) 8570 certifications, as specified in the previous contract with the exception of the Facility Circuit Information Tracking (FaCIT) system, which will be eliminated as a task under this bridge action. The contracted support currently provides for continuing operation, maintenance, new development, and enhancement support by using Information Technology (IT) Professional Services for Air Force LHC Requirements Lead, Mobile Support Services (MSS), Teleport, AF Major Command (MAJCOM) Circuit Management Office (CMO), and Telecommunications Certification Office Support System (TCOSS). Contractor support for TCOSS is essential to enable the Department of the Air Force, Department of the Army, Department of the Navy, and Defense Logistics Agency to provide telecommunications acquisition and circuit management services for their use and use by their respective service management functions, DISA, and other DoD customers.
b. Additionally, the contractor currently provides support to transition TCOSS to a Web based system using Microsoft NET, Internet Information System (IIS), and Structured Query Language (SQL) technologies. The contractor assists in obtaining and maintaining TCOSS Network Processing Certification and functionality to program managers, MAJCOM Financial and provisioning communities, and base level users for the entire DoD while providing greater integration with other DISA provisioning automation systems. The contractor also provides for new or expanded interfaces between TCOSS, the DISA Provisioning Automated Workflow System (PAWS) to allow tracking data cross feed between the two systems, the DISA Direct Order Entry (DDOE) and Integrated Relational Databases (IRDB), and other existing and future systems. The contractor also currently provides communications provisioning and engineering support for the AF and MAJCOM CMO. The contractor ensures all development and communications support meet DoD communications and AF policies and standards as it pertains to LHC.
c. This is a request to modify the existing TO, with the exception of the FaCIT portion as discussed in paragraph 3.a above, to extend the period of performance in order to allow time for award of a follow-on contract.
These support services are required as follows:
Period of Performance
Total Labor
Base Period
July 1, 2013 through September 30, 2013
$2,175,523.47

$725,174.49
Option Period 2
November 1, 2013 through November 30, 2013
$725,174.49
Option Period 3
December 1, 2013 through December 30, 2013
$725,174.49
Total Increase
July 1, 2013 through December 30, 2013
$4,351,046.94
New Contract Total
January 1, 2008 through December 30, 2013
$54,364,291,83
4. IDENTIFICATION OF LIMITED SOURCE AUTHORITY:
a. Circumstances Justifying Limiting the Source: The authority for this action is FAR 8.405-6 (a)(1)(i)(C): In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided and the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order was not previously issued under sole-source or limited-sources procedures.
b. Description of the Justification:
(1) Minimum Government requirements. The Government requires highly specialized, multi-disciplinary knowledge and the need for staff to be available immediately to continue support operations. These support operations require the contractor’s staff to have Defense Information Systems Network (DISN) provisioning, CMO, MSS, Teleport, Network System Administration, and Software development experience.
(2) Proposed sole source contractor. The incumbent contractor, BAE, Inc., is the only contractor that can meet these requirements in the required timeframe, which will avert mission impact to the AF, Joint Tenants and five combatant command headquarters located at 137 world-wide bases and locations directly supported by the 38 CYRS’s DISN LHC mission. This extension will assure continuity of operations until the currently in-progress, competitive follow-on contract can be awarded.
(3) Discussion regarding cause of the limited source situation. The existing contract period of performance ends June 30, 2013. Despite best efforts, the follow-on competitive contract is not expected to be complete until approximately November 2013. Sequestration-driven cost reductions and subsequent re-scoping of the current contract SOW resulted in a schedule delay.
(4) Demonstration of limited source. This effort requires highly specialized, multi-disciplinary knowledge and the need for staff to be available immediately to continue support operations. Due to the mission impact described below, a lapse in service is not an option for the Government. The use of any other contractor other than the incumbent, BAE, would result in significant delays in filling positions and threaten the ability to provide an acceptable level of support. While other contractors may have similar skill sets, no other contractor’s staff could immediately take-over/continue the services to meet the current and ongoing efforts without a major risk and impact to the supporting organizations’ missions. The transition period must account for the 3-5 months it takes to replace CAC cards, re-issue workstations, system access and network account set-ups, security training, and to overcome the learning curve. In addition, the contracting process must be taken into account. The estimated lead time for the HUBZone set-aside, open market formal source selection is 6-8 months. If this extension is not approved, the supported organization will have mission failure. For these reasons, the work is a logical follow-on in the interests of economy and efficiency.
(5) Procurement discussion. This extension is required and intended only to span the time between the expiration of the current contract and the beginning of the new, competitively-award contract. The new contract is expected to begin January 1, 2014, or earlier.
(6) Impact. Failure to obtain this TO extension would result in mission failure with impacts across the AF and CC headquarters. Delays in service would result in significantly delayed service activations for DISN circuits and MSS required to support Contiguous United States (CONUS) and Outside the Contiguous United States (OCONUS) peacetime, contingency operations and combat operations. Missions directly impacted include, but are not limited to: Air and Space Superiority; Global Attack; Rapid Global Air Mobility; Precision Engagement; Information Superiority; Agile Combat Support; Combat Search and Rescue; and Intelligence, Surveillance and Reconnaissance. Such delays have potential negative effects impairing mission completion including significant loss of air and space assets/resources, degradation of safety of flight and loss of life.
5. BEST VALUE DETERMINATION: This will be a modification in accordance with the existing terms of a GSA Schedule order, using the procedures at 8.405. DITCO concluded at the time of award that the TO represents the best value (as defined in FAR 2.101) and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government's needs. Labor rates and other direct costs included are comparable with those offered and already deemed fair and reasonable under BAE’s GSA schedule.
6. MARKET RESEARCH:
a. In accordance with FAR Part 10, market research has been conducted for this acquisition. The 38 CYRS/SCC Contracting Officer’s Representative (COR) performed a formal analysis of the market through GSA Advantage, and historical contract cost in April 2013. It has been determined through market research and market analysis that the follow-on effort can be obtained for the above requirement using a competitive set-aside to Historically Under-Utilized Business Zone (HUBZone) businesses on the open market. However, the only way to avoid a lapse in service while a competitive contract is being completed is to bridge the current contract with BAE.
b. This effort requires highly specialized, multi-disciplinary knowledge and the need for staff to be available immediately to continue support operations. These support operations require the contractor’s staff to have DISN provisioning, CMO, MSS, Teleport, Network System Administration, and Software development experience. The use of any other contractor other than the incumbent, BAE, would result in significant delays in filling positions and threaten the ability to provide an acceptable level of support. The current contractor has been performing the contracted duties at an acceptable level for five years. Staffing is already in place to continue this effort for the duration of the extension without any delay in service. This method represents the best value to the Government in order to allow sufficient time for a competitive follow-on.
7. ANY OTHER SUPPORTING FACTS: In addition to the unacceptable lapse in service, the AF and DoD would suffer a significant financial impact as contracted circuits, and services could not be deactivated in a timely manner when no longer needed, resulting in unnecessary bills. It’s difficult to quantify this amount as some months are better than others for identifying costs to avoid, and sometimes savings are more than just a one-month benefit. Such deactivations, along with equipment re-use actions and circuit sharing arrangements, have in a recent two month period alone (February and March 2013), resulted in cost avoidance of over $600,000.00. Also, the in-house government staff level is insufficient to continue a necessary level of support during any break in service. This extension is required simply to span the time between the end of the present contract and the start of the follow-on contract.
8. ACTIONS THE AGENCY MAY TAKE TO REMOVE BARRIERS THAT LED TO THE RESTRICTED CONSIDERATION:

b. This action is for an extension to the current TO only. The Government is preparing for a new competitive acquisition as a follow-on to this TO. Actions are being taken to increase competition via use of a competitive HUBZone set-aside contract, estimated to be awarded by the end of 2013. Delays in the re-compete process have been incurred due to multiple issues, to include funds sequestration in the AFSPC/CC, directing the de-scoping and restructuring of this effort to meet current and future fiscal constraints. Market research was conducted at the time of the initial award and has also been conducted in support of the anticipated new contract as described above.
