STANDARD PROVISIONS (…CONTINUED) HC102117QA003

M. ADDITIONAL INFORMATION (CONTINUED):

EVALUATION CRITERIA:

After receipt of quotations, the Government will first evaluate the lowest price quotation. If the lowest price quotation is determined to be responsive and technically acceptable, no further evaluations will be conducted, and award will be made. If, however, the lowest price quotation is determined to be non-responsive and/or technically unacceptable, further evaluations will be conducted.

All Standard Provisions should be carefully reviewed for all mandated requirements outlined within that Standard Provision and documentation requested as found in Section M and its attachments. Quotations must include all required documents and responses indicated from these Standard Provisions and Section M to be considered eligible for award.

In response to this IQO Inquiry, no terms, conditions, or assumptions will be entertained. If terms, conditions, or assumptions are included in a quotation, the quotation may be excluded on grounds that it failed to comply with the IQO Inquiry’s instructions.

15. ADDITIONAL CONTRACT INFORMATION:

(a) NETWORK OPERATION CENTER:

TPs responding to this inquiry shall present evidence of an existing network operation center located in one of the countries on the proposed path of the circuit. The center must operate 24 hours a day/7 days a week to receive outage reports, dispatch restoral personnel, and provide restoral status. The TPs must provide a toll-free phone number with notice of completion for use by government to contact the network control center. Personnel manning the network center must understand, speak, and write English. Network centers located at sites in other countries around the world are not considered to be adequate to meet a determination of responsiveness. The TP NOC shall have circuit visibility to assist in any circuit outages; the TP may use the embedded operations channel of the network termination device.

(b) RESTORAL/MAINTENANCE:

1. Telecommunications provider (TP) shall provide 24 hour a day/7 DAY a week service restoral and maintenance. The TP restoral/maintenance response shall be initiated within one hour of receipt of government outage report, including after duty hours, weekends, and holidays.

Maximum time to repair is eight hours, including after duty hours, weekends, and holidays. TP installation and restoral/maintenance personnel that have direct interface with government personnel at service locations must understand, speak, and write English.

2. Outage credits shall be due the government as per terms in the current DITCO Basic

Agreement. If the contractor has not executed a current DITCO Basic Agreement, then provisions for outage credits must be in the contract or circuit order. Outage credit shall be due the Government for all outage time beyond 0.05% of the hours in any month (99.95% availability).

(d) PHYSICAL PLANT AND INFRASTRUCTURE:

TP shall leave one full set of documentation on the furnished and installed equipment, to include interface diagrams and system configurations, at each site. TP will also provide copies to DISA-

Europe and Central Region TNC Bahrain. The TP shall provide as-built drawings which will include:

i. Information showing the route that the circuit primary path or that an intended protect path traverses. Specific information that must be provided includes:

(1) International border crossings.

(2) Demarcation points between any contractors used to provide the service.

(3) Cable heads and cable stations for any undersea cable segments used to provide this service.

(4) Major multiplexing or switching nodes.

(5) Facilities (central office) locations.

(6) Origin and destination of the 622.08MB service between these two points per direction of this IQO (originating and terminating facilities).

ii. The TP shall provide documentation on the path layout and on furnished and full documentation of installed equipment, to include interface diagrams and system configurations.

Copies of the documentation shall be provided in electronic format to each endpoint site and also to DISA-Central at disa.macdill.cio.mbx.circuit-actions@mail.mil. This documentation must be provided in electronic form. Acceptable formats are Microsoft Office (PowerPoint, Word, and

Excel), Visio, AutoCAD and Adobe pdf. Documentation shall include path layout, at a sufficient level of detail to identify each central office or switching stations, cable heads, cable stations, and the approximate physical route for the terrestrial segments and the undersea cable segments.

Initial path documentation shall be submitted with the proposal for the government to complete the evaluation. Updated drawings may be provided within 30 days of award, and if the final path has deviations from the initial path documentation, then as-built documentation shall be provided within 15 days of circuit delivery.

iii. Preliminary path documentation must be provided to the government contracting officer with the TP’s quote. For infrastructure currently under development, projected completed dates must accompany the scaled drawings for those portions still under development.
