3. DESCRIPTION OF SUPPLIES/SERVICES: A complete description of the supplies and/or services required to meet the agency’s needs, including the delivery schedule and/or the period of performance (inclusive of all option periods), and the estimated life-cycle costs of the procurement).
((FAR 8.405-6)(c)(2)(iii))
JPAC currently possesses forty Iridium Shout Tracking devices which track personnel with latitude and longitude coordinates with data streamed directly between devices and monitored on JPAC email system. JPAC requires an independently hosted server system, potentially sited on DISA DECC, to track deployed investigative and recovery teams, separate from JPAC’s existing enterprise. In, addition JPAC requires a web-based system, again potentially based on the DISA DECC, that is user friendly with point and click capability to view field deployed investigative and recovery teams from a Google map display. JPAC lacks these service capabilities and server equipment to effectively track deployed teams. This capability ensures seamless interoperability for JPAC within any AOR. This would increase our command and control capabilities well as enhance emergency response to our teams out on missions
(1) Failure to fund this urgent project will reduce JPAC capabilities to conduct and sustain effective C2 of assets and forces during worldwide Joint and Bilateral operations.

Vendor provides specific equipment to provide Data tracking, sensor tracking, messaging and notifications all converge and reside on the UniTrac server, linking with cellular and satellite partner Iridium. The system integrates into the DISA Enhanced Mobile Satellite Services (EMSS) for tracking purposes. The EMSS earth station transmit to their respective satellite locations around the globe, sending information down to earth bound devices located in trucks, cars, boats, planes and hand held devices. UniTrac allows any number of links to feed multiple displays simultaneously. Return communications such as, GPS locations, alerts, and boundary violations that reach UniTrac are instantly distributed to the computers, cell phones, or other hand held devices that the user designates

(3) State option quantities and/or performance periods: Period of Performance is: 15 Sep 2012 through 14 Sep 2013
4. IDENTIFICATION OF STATUTORY AUTHORITY and DEMONSTRATION OF CONTRACTOR’S UNIQUE QUALIFICATIONS: Identify the Justification rationale; this includes the statutory authority, FAR Citation and FAR Exception Description permitting other than full and open competition. (NOTE: Citations and Exception Descriptions are located below (select only one exception and delete all others, except for brand name procurements) (FAR 8.405-6 (c)(2)(iv))

The proposed sole source contractor is highly specialized in providing JPAC server, software and hardware to integrate our existing systems into a web-based format. JPAC has only found a single source to integrate our existing Iridium Shout systems into a server network which directly interfaces with DISA EMSS. Conducted market research online and in-person, finding other sources did not expand capabilities (Service and maintenance) into a web-based service at our host location in Hawaii, or capable of being hosted within the DISA DECC
Page 5 of 8 Pages
(i) A Justification for OTFAOC must include a full discussion of the events, history and circumstances which have led to the current situation that requires use of procedures for other than full and open competition.
JPAC attempted to use NAL Research to support server requirements NAL Research provides the Server with a Trackers software with the intent of allowing users to quickly install on their NOCs for command/control of and receiving GPS reports from remote trackers. However, JPAC does not possess the manpower and requires vendor intervention to support server hardware/software installation expertise. NAL Research could not support JPAC installation in Hawaii. We have not been able to find another vendor capable of interfacing the Iridium Shout device into a server system until JPAC found Corp Ten at a Communications Conference.
Justification:
(1) What are the verified minimum requirements of the Government? Include a discussion of the unique aspects of the supply/service that necessitate a noncompetitive action. Describe how the required delivery/performance date impacted the decision to restrict competition.
JPAC must integrate a minimum of 20 Iridium Shout systems for tracking purposes.
Market research was conducted; Corp Ten created their own proprietary data codes to support software coding and language to interface with the Iridium Shout devices. The coding helps translate position locations into a user friendly web-based system for easy tracking of deployed teams.
(2) Identify the proposed sole source contractor (if applicable) and discuss the unique capabilities, experience, expertise, etc. that the contractor has that makes the firm the only one capable of performing the required work. When FAR 8.405-6 (a)(1)(C) is cited for follow-on acquisitions as described in each applicable FAR citation provide an estimate of the cost to the Government that would be duplicative and how the estimate was derive, supply rationale for unacceptable delays, discuss why requirement continues, discuss why it would be of benefit to the Government for the specific contractor to continue work and specify how recent the previous competitive order was and the number of times this exception has been used.
Corp Ten Terms and Conditions will ensure DISA Gateway delivery: 12 week after all agreements are in place with DISA.
(3) If competition would have been feasible had more time been available, discuss other factors that had an impact on the decision to solicit only one source to satisfy the requirement (e.g., cost/time to conduct a competitive procurement; time available versus time required;
phase-in/phase-out time; complexity of requirement; etc.).
N/A
(4) Discuss why the other MAC holders could not meet the stated requirement.

(v) Identify the constraints of the procurement, such as schedule requirements, unique features and mandatory requirements, or the existence of proprietary data, copyrighted information or a patent which restrict competition.
Corp Ten created their own proprietary front and back end software and database, developing software code to support interface with the Iridium Shout devices and web based applications.
(vi) If the requirement is for a bridge contract (or contract extension) citing any exception to competition, or any contract citing the exception for (Urgency), include a complete justification for the minimum quantity or period of performance. If the action is a bridge requirement contingent upon some follow-on action, include a discussion of the basis for the milestones for that action. These milestones should be realistic, “firm" and proactive as possible.
(vii) Was the item or service previously acquired? No.
(viii) Impact: Fully describe the detrimental effects to the mission of the requiring activity or to the government that would result if this J&A was not approved and the services or supplies could not be provided.
Failure to fund this urgent project will reduce JPAC capabilities to conduct and sustain effective C2 of assets and forces during worldwide Joint and Bilateral operations
5. BEST VALUE DETERMINATION: (FAR 8.405-6)(c)(2)(v))
(a) When using GSA/MAS/MAC, a review of all the pricing options should be examined and a statement included in this paragraph that the order represents the best value to the government.
(See FAR 8.404(d)). By placing an order against a schedule contract using the procedures in 8.405, the ordering activity has concluded that the order represents the best value (as defined in FAR 2.101) and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government's needs.

7Jun2012/v1.3
(i) For orders place IAW GSA/MAS; GSA has already determined prices of supplies and fixed price services, and rates for services offered at hourly rates under their schedules are fair and reasonable therefore no fair and reasonable determination is required when using these schedules. However, GSA cannot determine the level of effort or the mix of labor categories for agency’s requirements.
6. MARKET RESEARCH: Describe the extent of the market research (FAR 10.002) conducted to identify all qualified sources and the results thereof. Research must have been meaningful and conducted within the previous 12 months. (FAR 8.405-6)(c)(2)(vi)), Market research should be thorough and should answer the questions to who, what, when, where, why, and state the outcome.
The forty Iridium Shout devices were purchased from Nan Corporation. Corp Ten is not affiliated with Nan Corporation. Corp Ten created their own proprietary front and back end software and database, developing software code to support interface with the Iridium Shout devices and web based applications.
Market research was conducted online, conferences and through telephone contacts.
