3. DESCRIPTION OF SUPPLIES/SERVICES:
DISA serves as the primary telecommunications service provider for the DoD. Included in these services are satellite communications offerings. EMSS utilizes Iridium’s Low Earth Orbit (LEO) satellite constellation to provide global secure voice, data, paging, Short Message Service (SMS), Short Burst Data, Deployed Tactical Communication System and Certus service for the DoD, United States Government (USG) agencies, and all other authorized and sponsored agencies.
To ensure that these services continue to satisfy the operational requirements of the DoD and other agencies utilizing EMSS, the EMSS PMO is initiating a five-year effort to modernize and enhance the EMSS DoD Gateway located in and the DISA Feeder Link Terminal located FAR 52.217-8 Option to Extend Services will be incorporated in the contract with a period not to exceed 6 months.
The contract shall have a base Period of Performance (PoP) of 12-months, plus four (4) 12-month option periods for a total of 60 months. All anticipated requirements shall be issued as orders under this IDIQ. The GEC effort will require engineering, implementation, and integration support to ensure the integrity of technically refreshed, modernized, and enhanced systems. The Performance Work Statement (PWS) provides a description of the scope of the Gateway Evolutions effort. The contractor shall be responsible for performing the tasks in accordance with the PWS incorporated in individual orders.
The contractor will complete orders issued within scope of the GEC to include, but not limited to modernization and enhancement efforts on the following EMSS Gateway enclaves:
the Access Network Controller/Gateway Location Server, the Auto Dialer, the Black Interworking Function, Call Detail Records, Certus, the common firewall, the Consolidated Demilitarized Zone, the DISA Feeder Link Terminal and Gateway Feeder Link Terminals, the DISA Multi-Service Provisioning Platform, the Feeder Link Terminal/Teleport Controller, the Gateway Infrastructure Equipment/Operations and Maintenance Center, the Iridium Equipment Identity Register/Iridium Notification Center, the Message Origination Center, the Multi-Protocol Label Switching, the Operational Data Network Firewall, the Operational Data Network Premise, the Operations and Maintenance Center-Gateway, the Out-of-Band Management, and the Satellite Timing & Location enclave.

5. DEMONSTRATION OF CONTRACTOR’S UNIQUE QUALIFICATIONS:
(a) Description: Iridium is a provider of mobile voice and data communication services via the Iridium constellation. The world's largest commercial satellite constellation, the Iridium constellation, consists of 66 LEO cross-linked satellites operating as a fully meshed network and supported by seven in-orbit spares, and related ground infrastructure, including a primary gateway in Modifications to the commercial system enable DoD to offer unique features such as end-to-end Type- I voice encryption and protection of sensitive user information. Moreover, the EMSS gateway provides remote access to the Defense Switched Network, Commercial Long Distance, Commercial International Long Distance, and the Defense Information Systems Network.
(b) Justification:
(1) Minimum Government Requirements: Minimum GEC requirements include gateway and feeder link terminal modernization and technical refresh and lifecycle upgrades to equipment, servers, and network infrastructure to maintain compatibility with the Iridium commercial architecture. The GEC is a follow-on contract to the Gateway Modernization Effort (GME) contract, a sole source, single award, IDIQ contract (HC1047-12-D-4015) awarded to Iridium with a five-year PoP (one-year base period plus four one-year option periods), and valued at $47M.
(2) Proposed Sole Source Contractor: Iridium
(3) Discussion Regarding Cause of the Sole Source Situation: No other contractor is capable of providing the level of secure global communications provided by the Iridium constellation. As a consequence of utilizing the Iridium constellation within the EMSS Gateway, DISA must rely on Iridium as the sole provider and engineer for Iridium components and systems present within the EMSS Gateway. Iridium's proprietary network does not allow the opportunity to introduce competition; no other contractor is permitted to access proprietary Iridium information necessary to perform the upgrades/modifications on Iridium gateway or feeder link terminal equipment.
(4) Demonstration of Unique Source/Procurement Discussion: Because of the proprietary nature of Iridium’s systems, equipment, and network, no other company other than Iridium can provide maintenance, or modify, enhance or otherwise perform work on Iridium's systems and components. Due to proprietary restrictions on Iridium’s systems, software, and hardware, all projects associated with the GEC require a certain degree of customization only Iridium can provide, as the upgrades, replacements, installations and integrations must be compatible with Iridium's networks and services.
No other contractor has been identified that can provide upgrades/modifications to the EMSS DoD Gateway and DISA Feeder Link Terminal. Thus, these unique and limiting factors restrict competition to the sole provider and owner of the constellation, Iridium.

(5) Impact: Failure to upgrade/modify the EMSS DoD Gateway and DISA Feeder Link Terminal could lead to mission failure or worse, loss of life, for those classified missions that utilize the EMSS DoD Gateway as their primary/sole means of communications.
Lack of this capability to utilize the EMSS DoD Gateway may result in the non-delivery of information critical to National Security and military operations worldwide. Either result is unacceptable to DISA’s commitment to deliver communication capability to the Warfighter. The EMSS DoD Gateway and DISA Feeder Link Terminal are designed to be solely compatible with the Iridium commercial baseline. In addition, the use of non- Iridium software on the Iridium network is not possible due to the proprietary nature of the Iridium systems. There are no commercial-off-the shelf applications to resolve this issue.
6. FEDBIZOPPS ANNOUNCEMENT/POTENTIAL SOURCES:
Potential sources were sought via a Sources Sought (SS) announcement posted to FedBizOpps (FBO) on May 15, 2017 and produced a total of three responses. Small businesses were located via the Small Business Administration Dynamic Small Business search under the North American Industry Classification System (NAICS) code, but none of the small businesses is able to work on the Iridium commercial baseline due to the proprietary nature of the Iridium satellite network. This J&A shall be posted on FBO in accordance with FAR 5.2.
7. DETERMINATION OF FAIR AND REASONABLE COST:
In coordination with the DITCO’s Cost and Pricing Branch and the Technical Evaluation team, the contracting officer will determine whether the cost/price is fair and reasonable.
In order to do so, price analysis to include comparison with prices obtained through market research, historical data, and comparison with Independent Government Cost Estimates will be utilized. Cost analysis will also be used and technical evaluations will be conducted. The contracting officer and contracting specialist (in conjunction with the cost/price analyst) will ensure that the resulting negotiated price is fair and reasonable to the government.
8. MARKET RESEARCH:
A Small Business Administration Dynamic Small Business search conducted on April 3, 2018 using the widest search filters that included the 517410 NAICS code, small businesses from any state, and all the Ownership and Self-Certifications (e.g., any minority, Service Disabled Veteran Owned Small Business, Veteran Owned, Economically Disadvantaged Woman Owned Small Business, etc.) resulted in 1294 small business concerns. There are small businesses identified via the Small Business Administration Dynamic Small Business search that could potentially supply the minor, non-unique, EMSS items provided within the

11. ACTIONS THE AGENCY MAY TAKE TO REMOVE OR OVERCOME
BARRIERS THAT LED TO THE EXCEPTION TO FULL AND OPEN
COMPETITION:
(a) Procurement History:
GME (HC1047-12-D-4015) was awarded as a sole source, single-award IDIQ to Iridium with a PoP of October 1, 2012 through September 30, 2017 with a total contract value of $47M. The GEC will be a follow-on to the GME contract.
(b) The government will post this J&A on FBO. Should the government become aware of any other contractor in the future who could demonstrate the ability to accomplish requirements outlined in the proposed contract, the government would, at that time, evaluate further action.
12. REFERENCE TO THE APPROVED ACQUISITION PLAN (AP): A Combined
Acquisition Strategy/Acquisition Plan (AS/AP) is required and will be executed prior to solicitation.
