SOW - Classified Material Destruction System

1. INTRODUCTION

Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) Security Code 105 requires procurement of a new National Security Agency (NSA) approved complete classified material destruction system capable of destroying classified paper documents and optical media material.

The new destruction system will replace an existing, non-functional system located in Building

1462 on Naval Base Ventura County, Port Hueneme installation.

2. OBJECTIVE

The objective of this contract is to procure and install equipment to satisfy the requirement for a replacement heavy-duty, commercial destruction system located on-site that is capable of destroying large volumes of paper and optical media. To meet current and future NSWC PHD destruction demands, the new destruction system must have a throughput greater than 1000 lbs./hr. Current demand requires the average daily destruction of the contents of fourteen (14)

96-gal shred bins, each weighing approximately 350 lbs. for approximately 5-hours of personnel-supported, daily shred processing.

3. SCOPE OF WORK

The scope of work under this contract includes the following:

1. Dual Stage Disintegrator System

a. NSA Evaluated Products List (EPL) approved destruction device capable of destroying paper and optical material at a rate of no less than 1,000 pounds per hour.

b. Pre-shredder allowing for greater throughput.

c. Sound reduction for safety of personnel.

d. Size not to exceed 120” H x 80” W x 60” D.

2. Feed Conveyor

a. Configured to meet existing grey bin dump table and dual stage disintegrator system.

b. Programmed to feed dual stage disintegrator system at an effective and functional speed.

c. Cleated for material pick-up.

d. Emergency shut-off.

3. Waste Collection System

a. Air conveyed waste evacuation system capable of pulling disintegrator waste into compactor exterior to Building 1462.

b. Motorized cyclone with filter shaker.

c. Steel structure for access to exterior waste collection components including cyclone, air filter, and air lock.

4. Master Control Panel

a. Programmed for start, shutdown, and monitoring of all components, including disintegrator system, waste collection system, and feed conveyor.

5. Installation of all components

a. Engineered schematics for mechanical and electrical functionality.

b. Engineered design for existing facility size, power capability, and equipment access.

c. Delivery of all components and assembly of all components onsite.

e. Pre-testing of system.

f. De-installation of existing equipment for NSWC PHD retention. De-installed equipment to be left in the parking lot immediately outside Building 1462 for

NSWC PHD disposition.

g. On-site testing. Test must show destruction system is able to maintain a throughput greater than 1000 lbs./hr. for approximately 5-hours and successfully deposit shredded material into the compactor.

h. Provide system operation manuals, as-built drawings, and electrical schematics.

i. One year of preventative maintenance beginning on installation completion date.

j. One emergency service visit within a year of installation completion date.

k. Contractor must provide a part warranty covering, at a minimum, 5 years. 5 years or more - part warranty.

l. Contractor must provide a labor warranty covering, at a minimum, 90 days. 90 days or more - labor warranty.
