About this file
This is a Sole Source Justification form submitted by New Mexico State University (NMSU) Procurement Services for the acquisition of a HAAS Mini Mill vertical machining center from Productivity Inc. The requestor, Gabe V. Garcia from the AIS-Aggie Innovation Space department, submitted the justification on August 28, 2026, with final approval completed on September 4, 2026. The equipment is to be delivered within 6-7 weeks pending availability. The sole source justification was approved under NMSU Procurement Code 13-1-126 and the institution's Business Procedures Manual, as the purchase exceeds the $20,000 threshold requiring formal justification.
The dollar amount for this procurement is $61,552.83, exceeding the $60,000 threshold that requires posting on NMSU's public site for 30 days. The justification for sole sourcing is based on equipment compatibility, as NMSU currently operates five existing vertical CNC turning centers, seven additional HAAS CNC machines, and ten desktop mills—all manufactured by HAAS. Garcia's explanation emphasizes that standardizing on HAAS equipment is critical for operational efficiency and that NMSU functions as an authorized HAAS training center, making equipment compatibility and manufacturer continuity essential to the institution's mission. The vendor address is listed as 4925 South Santa Fe Drive, Littleton, Colorado 80120.

| topmostSubform.Page1.Explanation: The the HASS MiniMill Vertical Machining Center is identical to all the other 5 vertical CNC turning centers that we already have. This machine is also 100% compatible to the other Seven HAAS CNC machines ans 10 Desktop Mills that we have in the AIS. We only have HAAS CNC machines in the AIS. We are also a HAAS training center. This would not be possible if we were using equipment manufactured by a different company. | |
