Questions and Answers
Q1. Is this solicitation designed to replace all currently active contracts that were awarded in response to RFP # H98210-BPA2016-1? It was our understanding these existing contracts would go through February 2022.
A1: This solicitation does not replace any current BPAs. If you were awarded a BPA in the past, the award remains in effect through the terms of the BPA, unless otherwise notified.
Q2. Does the agency no longer desire the following items that are currently on contract?
We did not see them listed on the new solicitation.
A2: This solicitation does not replace any items on the current contract. The items that are on current BPAs are still required and will be ordered when requested. This BPA is for items not previously awarded or only awarded to one vendor.
Q3. Are the quantities on the bid over a 5 year span or annual?
A3: The quantities are estimates per year. However, this is only an estimate and actuals are determined by the request received from the government customers.
Q4. Where do we enter our vendor information?
A4: Quoters shall complete block 17a of the SF-1449 as well as follow directions per the
Addendum to 52.212-1 Instructions to Offerors in the Solicitation.
Q5. Are we to include freight and shipping costs on products?
A5: There will be a separate cost CLIN for shipping.
Q6. What is the preferred method of delivery for the bid?
A6: Please refer to the Addendum to 52.212-1. No electronic submissions will be accepted.
Q7. Clause 252.225-7021 – Trade Agreements – Basic (DEC 2016) states that TAA compliance DOES apply to this contract.
a. Do all items quoted need to be TAA Compliant?
b. Are we required to provide country of origin as a part of our submission?
A7: BAA and TAA do not apply to this solicitation since the items being procured are commercial off-the-shelf (COTS) products.
Q8. On page 7, Section 4.2.1.1 states “Within 7 days of the order, the contractor shall ship .
. .” Section 4.2.1.2 states, “Ensure delivery to the specified customer occurs no later than 20 business days after receipt of order.” This is conflicting information. Please clarify which one is accurate. Is the requirement to ship within 7 days or to deliver within 20 days?
A8: See amended SOW.
Q9. Section 4.2.2.3 on page 7 states, “Notify CAP’s Technical Representative within five business days if the deliverables have been returned as non-deliverable or not accepted by end user, are backordered and/or otherwise delayed, or are discontinued and cannot be provided.”
c. Please clarify, within 5 business days of what?
d. Can the this be changed to read, “. . . within 5 business days of the contractor being notified of the issue if the deliverables have been returned . . .”

Q10. Section 4.3.1 on page 7 states, “Non-conforming/defective devices or services shall be rejected within 45 business days of receipt. Deficiencies shall be corrected within 15 business days of the rejection notice.” The manufacturers and dealers generally require defective items be identified within 30 calendar days of delivery. Can this requirement be changed from 45 business days to 30 calendar days to conform to industry standards?

Q11. CLIN 0001AB 32GB Apple iPad Air 2WiFi + 4G PreLoaded with Applications
(Proloquo2Go) shows the Manufacturer Name of AssistiveWare. Shouldn’t this be Apple?
A11: The Manufacturer for the iPad is Apple. The Manufacturer for the Proloquo2Go is
AssistiveWare.
Q12. 168 of the items on the Product List do not reference a Manufacturer Part Number, please supply those to ensure the government is getting the correct product being requested.
A12: If part numbers are not listed, it is because they were not easily located from the manufacturer and the government will not use vendor SKU numbers. Please refer to the names and the descriptions of the items to ensure the government is getting the correct products being requested. At this time we cannot provide an updated list with the Manufacturer numbers for
ALL products.
Q13. 8 of the items on the Product List do not reference a Manufacturer Name, please supply those to ensure the government is getting the correct product being requested.
A13: See A12.
Q14. Many of the items on the Product List are also being provided on the active contract for CAP IT posted under RFQ H98210-BPA2016-1 and awarded to multiple contractor holders, with the contract period of Mar 1, 2017 through Feb 22, 2022.
How will these existing contracts be affected by the new one containing the same items?
What is the purpose of including the same items on 2 different contracts?
If a contractor is awarded the duplicate items on both contracts, how will the processing of orders be handled (i.e. how will CAP and/or the contractor know which contract the items is being sold under)?
A14: This solicitation does not replace any items on the current contract. The items that are on current BPAs are still required and will be ordered when requested. This BPA is for items not previously awarded or only awarded to one vendor. If you are a vendor is who has the product on an existing BPA, you should not bid on this item again. The item will continued to be ordered under the existing BPA.
Q15. With respect to all Tobii Dynavox systems specified in the CLINs, there are multiple configurations/options available that have not been included in the product list. More specifically, each Tobii Dynavox Speech Generating Device (such as the Tobii Dynavox 1-
12+) is available with the following four software/hardware options:
1. Communicator AAC program (without EyeGaze interaction)
2. Gaze interaction with Communicator AAC program
3. Compass AAC Program (without EyeGaze interaction)
4. Gaze interaction with Compass AAC program
A15: If the prices are different, please provide information for each configuration. If this is only a configuration situation, the individual Call Orders will identify the required configuration at the time of order.
Q16. The Unit price will be your cost…..so not sure what this means?
Do you mean, the range discount off normal cost for the items (i.e. 10% to 20% off regular price)?
A16: You will provide the costs you plan to charge the government for the products you intend to bid.
Q17. I have a question regarding page 23 - Page 23 - contracting officer did not check the boxes so we don't have to fill those out? (seems to run through page 24)
A17: Correct. Quoters who have completed the annual representations and certification electronically via the System for Award Management (SAM) shall complete only paragraph (b) of the provision at 52.212-3.
Q18. In reviewing the list of required products, we have determined that the following items are either outdated (have replaced by newer models, for example with different memory or screen sizes in for the Apple products), discontinued (are no longer offered by the manufacturer), or otherwise no longer available (that is, we cannot locate any current supplier):

Would you please confirm whether updates to the specifications for these CLINs will be provided by DHRA or whether bidders should propose alternatives (where available)?
A18: Quoters should propose the direct replacement alternatives to the items. Please refer to the
Page 42 - 43 of the solicitation regarding the requirements for alternate or equal products.
Q19. Is it mandatory that all listed products be from the specified manufacturers or is it acceptable to provide equivalent alternatives from other manufacturers? One example is the Sip & Puff Switch with Gooseneck. This type of product, providing the same or more functionality, is available from at least three reputable Assistive Technology product manufacturers. Please confirm.
A19: If there are alternate products from manufacturers or because of discontinuations, you can provide alternate solutions. Please refer to the Page 42 - 43 of the solicitation regarding alternate or equal products.
Q20. Would the following be an acceptable completed submission?
a. Cover page that includes requested information about the Quoter
b. A completed 44 page FBO solicitation
c. Attachment 2 – page 9 only (where products quoted are listed)
A20: No. Please follow directions per the Addendum to 52.212-1 Instructions to Offerors in the
Solicitation.
Q21. What is the definition of “Volume”?
A21: Quoters shall submit two separate hardcopy “Volumes” – one for Price and one for
Technical Capability. Please refer to the Addendum to 52.212-1 for additional information.
Q22. As a follow on question: what is meant by supplying “redacted copies of Volumes I and II”?
A22: Redacted copies of Volumes I and II should remove all references to company names and all other identifying markings (i.e., logos, slogans, individual’s names, phone numbers, addresses, emails, CAGE and DUNS codes, etc.).
Q23. On page 41, #12, a CD of Volume I and II is requested. We are a small company and no longer have the capability of creating a CD. Is there a recommended alternative method to providing you our completed files electronically?
A23: The Government is requesting electronic copies of Volumes I and II in the form of a CD.
Q24. I still have questions on the required boxes for pages 1 and 2 of the Solicitation?
Which part of the submission needs to mailed or can it all be sent electronically (page 41 says to send pricing in Excel format…that’s electronic)?
A24: No electronic submissions will be accepted. Quoters shall submit hardcopies and CDs of each Volume in accordance with Addendum to 52.212-1 of the Solicitation.
Q25. I read the list of Assistive Technologies, and I do not believe that the produce we sell, the TAPit® (Touch Accessible Platform/Interactive Technology, photos and FAQ's at
Caution-www.teachsmart.org < Caution-http://www.teachsmart.org > ) is included in the list of required technologies on this solicitation. Is that correct?
And I will also make sure that the manufacturer of the TAPit, Stampede Global, is aware of this requirement, if it does include the TAPit, since I'm sure they may want to offer a response as well. Thank you very much for your time. (I will try to call you shortly, to see if I can reach you.)
A25: The list is developed based on the scope of products the Computer/Electronic
Accommodations Program provides. If you believe your item is comparable to another item on the list, you may submit it as an alternative. Please be sure to follow the instructions on what is required with submitting an alternate product solution. Please refer to the Page 42 - 43 of the solicitation regarding alternate or equal products.
Q26. Will only 1 vendor be approved for the BPA for a specific product?
A26: Please refer to page 44 of solicitation. The Government intends to award to the 3 lowest quoters per product on a lowest priced, technically acceptable (LPTA) basis.
Q27. Will the winning bids be selected on price alone or service and support for the product(s) as well?
A27: See A26.
Q28. Is there any preference to purchasing direct from a manufacturer as opposed to a reseller?
A28: No preference.
Q29. Specifically if the manufacturer bids at MSRP and the vendor bids below MSRP?
A29: See A26.
Q30. As the manufacturer we would like to clarify that all products with the trademark
“MagniLink” are manufactured by the company LVI Low Vision International.
In this solicitation these items are numbered as 0001HJ to 0001HR in the “Attachment_1_-
_Product_List”.
In the attachment the manufacturer for these items is incorrectly specified as Eschenbach instead of LVI Low Vision International.
MagniLink is a registered trademark of LVI Low Vision International and all items in this solicitation (position 0001HJ to 0001HR) with the trademark MagniLink are manufactured by LVI Low Vision International.
A30: Noted. At the time of the market research, it was believed the Eschenbach was a reseller since LVI did not have offices within the U.S.
Q31. I want to make sure I fill out the Standard Form correctly. The top says to only fill in
Blocks 12, 17, 23, 24 and 30…..is this accurate?

Statement of Work
For
Computer/Electronic Accommodations Program (CAP)
1.0. INTRODUCTION.
The Computer/Electronic Accommodations Program (CAP) Office requires Assistive
Technology (AT) products. The products will be provided to Federal Employees with disabilities and wounded, ill, and injured Service members.
2.0. BACKGROUND.
2.1. The Department of Defense (DoD) established the CAP in 1990 to improve accessibility for people with disabilities throughout the DoD and remove the cost of accommodations. CAP's mission is to provide assistive technology and accommodations to support individuals with disabilities and wounded, ill and injured Service members throughout the Federal Government in accessing information and communication technology.
2.2. In October 2000, the National Defense Authorization Act granted CAP the authority to provide assistive technology to any department or agency in the Federal Government upon the request of the head of the agency. Via this authority, CAP is the Federal Government's centrally funded accommodations program, providing assistive technology solutions at no cost to the requesting agency. On October 17, 2006, the National Defense Authorization Act granted CAP the authority to provide assistive technology to wounded/injured service members allowing them to retain the equipment upon separation. CAP provides the assistive technology to the service members and coordinates the service as outlined in the Department of Defense Instruction
(DoDI) 6025.22.
2.3. The Rehabilitation Act Amendments of 1973, as amended, Title VI – Employment
Opportunities for Individuals with Disabilities requires assisting employers in understanding and meeting the requirements of the Americans with Disabilities Act of 1990 (42 U.S.C. 21101 et seq.) as the Act relates to employment of individuals with disabilities. The required products will enable the CAP customers to fully perform their job duties.
3.0. SCOPE of WORK.
The contractor shall provide AT products to Federal employees and wounded, ill, and injured service members with dexterity, vision, hearing, cognitive, and communication impairments.
4.0. REQUIREMENTS. The Contractor shall:
4.1. Provide the AT products listed in Attachment 1 - as follows:
4.1.1. Provide products that are new. Government will not accept used/refurbished items.
4.1.2. Be an authorized reseller of products and provide an authorization letter to the COR at the time of quote submittal.
4.1.3. Products shall be shipped to any CAP customer within the Department of Defense or one of their partner agencies worldwide.
4.1.4. Ensure customer / Agency POC information, including name, address, phone number and product supplied are not used for reseller marketing or related purposes.
4.2. AT Products
4.2.1. Shipping:
4.2.1.1. Within seven business days of the order, unless a later time is specified in the individual order, the contractor shall ship to multiple addresses worldwide using a method that can be tracked. Email the tracking number for each shipment to: CAP.acquisitions@mail.mil and
“Reply All” to the call email upon shipping the products. When providing the tracking numbers, provide Customer #, Customer Name, Product Name, Carrier, and tracking number.
4.2.1.2. Shipping addresses shall not be altered. Ship directly as specified in each individual order.
4.2.2. Packaging and Delivery:
4.2.2.1. Products shall be preserved, packaged, packed, and marked in accordance with best commercial practices to meet the packing requirements of the carrier used and to ensure safe delivery to destination.
4.2.2.2. All packages shall contain shipping address information as specified in the orders issued under this agreement.

4.2.2.3. Notify CAP’s Technical Representative within five business days of the return, if the deliverables have been returned as non-deliverable or not accepted by the end user.
4.2.2.4. Notify CAP’s Technical Representative within five business days of the order, if the deliverables are backordered and/or otherwise delayed, or are discontinued and cannot be provided.
4.3. Non-Conforming Products or Services
4.3.1. Non-conforming/defective devices or services shall be rejected within 45 calendar days of receipt. Deficiencies shall be corrected within 15 business days of the rejection notice.
4.3.2. If the deficiencies cannot be corrected within 15 business days, immediately notify the technical representative of the reason for the delay and provide proposed corrective action plan within five business days.
4.3.3. Provide Return Merchandise Authorizations (RMAs) with pre-paid return mailing labels within three business days when a non-conforming/defective product has been identified.
4.3.4. Correct and resubmit any deliverable that does not meet the requirements stated in the
Statement of Work, or otherwise does not conform to the requirements stated within this
Agreement or within the order within five business days.
4.3.5. If the Contractor requires additional Government guidance to produce an acceptable deliverable, the Contractor shall arrange a meeting with the technical representative immediate after receipt of the rejection to discuss corrective plan that will be acceptable.
4.4. Point of Contact (POC). Upon award of an order, the contractor shall provide a point of contact for each order under this Agreement including: name, phone, and email. The POC shall assure that all aspects of this Agreement and any agreement are satisfied in the areas of direction, deliverables, and administration.
4.5. The contractor shall ensure that all deliverables, reports, invoices, and correspondence contain the BPA and Order numbers for each individual order.

7.0. GENERAL INFORMATION.
7.1. Annual Reviews.
7.1.1. The Government will review the Agreements on an annual basis. The Government will consider modifying the existing Agreement if changes are necessary. A written modification request must be submitted to the contracting officer representative (COR) 30 days prior to the annual renewal date. Any requests for changes received after the 30 days may not be considered.
7.1.2. Given the nature of this requirement, the Government will consider change requests prior to the renewal date under certain circumstances, such as:
Contractor Company Changes (i.e., company takeover, name change, new address, etc.) –
These changes must be submitted to the COR immediately. The request will be reviewed for appropriate action.
New Products or Discontinued Items – Submit to the COR at anytime as applicable.
Changes will be made to the BPA annually.
Product Changes/Version Upgrades with No Price Change –Submit to COR at anytime as applicable. Changes to the BPA will be made at the annual modification.
Product Changes/Version Upgrades with Price Change – Submit to COR at anytime as applicable. These changes will be made every six months.
7.2. Government Remedies. The contracting officer shall follow FAR 52.212-4, Contract Terms and Conditions-Commercial Items, for contractor’s failure to perform satisfactory services or failure to correct non-conformance.
7.3. Section 508 Accessibility Standard(s) Requirements. For this BPA, Section 508
Accessibility Standard(s) required and the contractor shall fully comply. In 1998, Congress amended the Rehabilitation Act to require Federal agencies to make their electronic and information technology accessible to people with disabilities. Inaccessible technology interferes with an individual’s ability to obtain and use information quickly and easily. Section 508 was enacted to eliminate barriers in information technology, to make available new opportunities for people with disabilities, and to encourage development of technologies that will help achieve these goals. The following Section 508 Accessibility Standard(s) are applicable to this requirement.
