The DoD must comply with 5 USC 3396, 4103 and 4121, and DoD Directive 1403.03, which require agencies to provide programs for SES Executive Development. DoD is required to provide continuous collaborative learning opportunities for SES members per 5 USC 3396, 4103 and 4121. DoD Directive 1403.03 stipulates that SES members must have the background, ability, and skill to lead effectively within and across organizational and functional boundaries, as well as, the broad national security spectrum.

2.0 BACKGROUND

2.1 Established in 2011, Vanguard is DoD’s premier executive development program designed specifically to equip SES members with tools to more effectively expand collaboration among Components, Federal agency partners and mutual stakeholders toward successful mission accomplishment. It is a dynamic six-day/five-night program that focuses on enhancing the ability of SES members to serve as enterprise leaders in a joint and interagency environment. Through Vanguard, SES members are offered the unique opportunity to form strategic partnerships with top-level executives and build upon their leadership capability to meet the evolving challenges facing the Department. Participants will gain applicable knowledge through unprecedented access to public and private industry leaders and top-level executives to increase awareness and strategic focus.

2.2 Guestrooms and meals used by non-DoD attendees (up to 13) will be paid directly to the venue by those individuals, therefore the contractor shall only charge for the actual number of guestrooms and meals used by DoD attendees (up to 27). Moreover, the contractor must comply with the DoD Joint Travel Regulations, only charging DCPAS in accordance with the applicable per diem rates authorized for lodging, meals, and incidental expenses.
