Foreign Area Officer Program Writing and Publishing Support
1.0 INTRODUCTION
The Defense Language and National Security Education Office (DLNSEO) requires support to the Foreign Area Officer (FAO) Program for preparation of written and graphic reports, coordination of pre-publishing reviews, participation in policy reviews and updates, preparation of detailed FAO related correspondence, and serve as a subject matter expert and content advisor.
First-hand experience as a FAO is a prerequisite capability.
2.0 BACKGROUND
DLNSEO provides policy oversight and program management for the Department of Defense
(DoD) FAO Program. It issues guidance to the DoD in DoD Directive 1315.17, “Military
Department Foreign Area Officer (FAO) Programs,” and DoD Instruction 1315.20, “Management of the Department of Defense (DoD) Foreign Area Officer (FAO) Programs.” These issuances require preparation of annual reports to inform the DoD of the status and health of the FAO program. DLNSEO also has programmatic responsibilities for language and regional skill sustainment programs for FAOs who have completed their initial utilization assignments or are serving in utilization assignments. DLNSEO requires expert advice based on first-hand FAO experience to coordinate the activities of the FAO council to ensure policies and skill sustainment programs are adequately focused to address the highly specialized DoD FAO community needs.
Work experience as a Defense or Military Attaché or Security Assistance Officer on an embassy country team is foundational to understanding, analyzing, and assessing this community of interest and assisting in formulating policy recommendations. This effort will support the alignment of FAO capabilities for the Department with the strategic goals and objectives of the
“Department of Defense Strategic Plan for Language Skills, Regional Expertise, and Cultural
Capabilities: 2011 – 2016.”
3.0 SCOPE
The contractor will make available a subject matter expert with first-hand experience as a Foreign
Area Officer (FAO) or Regional Area Strategist ((RAO) for former Air Force personnel) to work off-sight in support of the DLNSEO-administered DoD FAO program. Work will include data analysis and compilation of various inputs to prepare written or graphical reports concerning the
FAO program as well as coordination of activities in support of the FAO Council, a policy advisory group to the DLNSEO. Experience as a Defense or Military Attaché or Security
Assistance Officer on an embassy country team is foundational to understanding, analyzing, and assessing the FAO community of interest and assisting in formulating policy recommendations.
4.0 REQUIREMENTS. The Contractor shall:
4.1. Provide Program Management Support. Provide report writing support; ensure coordinating, staffing and tracking processes specified by the COR are applied and followed; and keep the
COR informed of progress on delverables.
4.2. Solicit input, analyze and assess data, prepare recommendations to Federal staff members of
DLNSEO, draft official reports, coordinate pre-publication requirements for reports and issuances, summarize activities of the FAO Council, and provide content recommendations on policy topics.
4.3. Support issuance of annual reports
4.3.1. Review; analyze assembled data and draft a combined FY 2012 and FY 2013 FAO report.
4.3.2. Assemble and analyze FY 14 data and draft the FY 14 report
4.3.3. Assemble and analyze FY 15 data and draft the FY 15 report
4.4. Support activities of the FAO Council
4.4.1. Assist DLNSEO federal personnel in scheduling meetings and assembling and distributing read-ahead material
4.4.2. Prepare summaries of FAO Council meetings
4.5. Support coordination of DoD FAO program issuances
4.5.1. Assemble coordination responses, prepare coordination response matrices, recommend appropriate responses, and annotate the issuance draft documents using Microsoft Word track changes for
DoD Directive 1315.17, “Military Department Foreign Area Officer (FAO) Programs.”

4.6. Provide personnel with the following qualifications:
4.6.1. Documented FAO experience with duties on Defense Agency or Combatant Command staffs or duties within U.S. Embassies or on country teams as Military Attachés, Defense Attachés, Senior Defense
Officials, or Security Cooperation Officers is required. Strong background in the field of FAO management to include accession, education, training, distribution, utilization, and career progression both in general and with respect to FAO programs of the Military Departments is highly desired.
4.6.2. Documented professional experience in quantitative and qualitative analysis.
4.6.3. Strong writing skills and professional experience in drafting policy and guidance documents and preparing reports (i.e. published articles or written policy documents as part of regular duties).
4.7. Utilize Microsoft Office software (i.e., Word, Excel, and PowerPoint for completion of reports, spreadsheets, and presentation materials), unless otherwise specified.
4.8. Participate in a Post-Award Conference. This meeting provides an introduction between the
Contractor personnel and Government personnel who will be involved with the contract, and will aid both parties in achieving a clear and mutual understanding of all requirements and in identifying and resolving any potential issues. However, this meeting is not a substitute for the contractor fully understanding the work requirements at the time offers are submitted, nor is it to be used to alter the final agreement arrived at in any negotiations leading to contract award. The Contractor shall be prepared to discuss any items requiring clarification and gather information as necessary to support each deliverable and shall submit a written summary of the Post-Award Conference to the COR.
4.9. Contractor Manpower Reporting
4.9.1. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for DLNSEO via secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http;//www.ecmra.mil/. Reporting input will be the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30.
While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk at: http;//www.ecmra.mil/.
5.0. The contractor shall participate in meetings (18-24 estimated) at DLNSEO in Rosslyn, Virginia, and other DoD and U.S. Government Organization Offices located within the Washington, DC area. This includes monthly FAO Council meetings, and other ad hoc meetings, as requested.

7.0. CONTRACTOR TRAVEL. Contractor costs for travel are not included in this contract.
8.0. SECURITY ISSUES
8.1. Contractor personnel working on this contract must have a current security clearance at the
SECRET level.
8.2. Contractor must be authorized to develop, deliver, receive, courier, and store classified information.
9.0. GOVERNMENT FURNISHED INFORMATION
9.1. DLNSEO will provide previous Foreign Area Officer annual reports, DoD Component input for reports to be prepared under this contract for FY 2012 and FY 2013 and for FY 2014 and FY 2015 when input is submitted.
10.0. QUALITY CONTROL
10.1. The contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this PWS. The QCP shall, at a minimum provide a method for performing inspections; identifying, correcting and preventing problems/defective service; addressing customer complaints, and improving the quality of services over the life of the contract. Representatives of DLNSEO will oversee generation of all reports and review all documents and summaries prepared by the contractor for accuracy and compliance with DoD security review and correspondence standards.
11.0 QUALITY ASSURANCE
11.1. The Government reserves the right to perform inspections and surveillance to evaluate the
Contractor’s compliance to the contract terms and performance of the requirements in the PWS. The
Government will make every effort to ensure that the surveillance methods described below are conducted in an objective, fair, and consistent manner.
11.1.1. Periodic Surveillance. This action occurs when the COR or other Government official observes a deficiency. Examples include evidence from accidents, incidents, or delays. Regardless of where in the line-of-duty the COR observes contractual procedures not being followed, he/she has an obligation to document and report the deficiency to the Contracting Officer.
11.1.2. Customer Complaint Surveillance. This action is instituted when the COR receives a complaint from a stakeholder regarding contractor service. The COR will obtain the complaint in writing and then conduct an investigation to determine its validity. If the complaint is deemed valid, the COR will immediately notify the contracting Officer for action. The COR will notify both the Contract Manager and the complainant of the Government’s response to their complaint.
11.2. Contract Discrepancy Report (CDR). In the event of unsatisfactory contractor performance, the
COR or CO will issue a CDR (Attachment C) that will explain the circumstances and findings concerning the incomplete or unsatisfactory service. The contractor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and avoid a recurrence.
The Government will review the contractor's corrective action response to determine acceptability and will use any completed CDR as part of an overall evaluation of Contractor performance when determining present or future contractual actions.
