Q1: Is this a follow-on requirement?

If so, could you please provide the incumbent contract number for this opportunity?

Is this a new requirement?

A1: This is a new requirement

Q2: Is there an incumbent supporting the FAO program today? If so, will the government please provide the incumbent and length of time the incumbent has been supporting the program?

A2: See Q1 above.

Q3: Has the government considered this requirement for a Service Disabled Veteran Owned Small

Business set-aside? Or other small business set-aside? Will the government so consider?

A3: As indicated in Block 10 of the SF1449, page 1 of the solicitation, this is a 100% Service

Disable Veteran Owned Small Business set-aside

Q4: Will contractor personnel require access to classified Government information systems, such as the SIPRNET, and, if so, will the Government issue SIPRNET Tokens and authorize the use of a computer terminal for SIPRNET system access?

A4: The Government does not anticipate that Contractor personnel will need access to classified Government information. However, if needed, the Government organization will issue the Tokens and authorize a computer terminal for system access.

Q5: Paragraph 4.4 requires periodic support of FAO Council activities. Will the Government provide the current schedule or established periodicity of FAO council meetings so that offerors may calculate the extent of support required and incorporate the level of support into their Project

Management Plan?

A5: The FAO Council meets approximately 1x per month; however, there are other meetings that the contractor may need to attend that coincide with FAO activities. The contractor should consider approximately 24 – 30 meetings per year in their Project Management Plan.

Q6: Paragraph 4.6.1 requires "documented FAO experience." Is any special documentation, other than a resume of experience, required to verify or delineate FAO qualification and experience?

A6: See Attachment A to the solicitation “Evaluation Factors, Criteria, and Rating Methods

“page 43, paragraph 2.1; The staffing plan should reflect the FAO qualification and experience of the personnel being proposed.

Q7: How soon after contract award does the Government require the Post-Award Conference to be coordinated and conducted?

A7: The Government requires a Post-Award Conference within 10-days of the Contract

Award. PWS has been amended at section 6.0 “Deliverables”. See amendment one.

Q8: Paragraph 5.0 details a number of meetings both planned and ad hoc. Will Pentagon access be required and, if so, will building badges be provided by DLNSEO?

A8: If Pentagon access is required, DLNSEO will provide an escort.

Q9: Are any FAO council meetings scheduled within 60 days following contract award/start date, which may impede timely analysis, preparation, coordination and delivery of the combined

2012-2013 annual report only 60 days after contract award?

A9: The Government anticipates that there will be two FAO Council meetings scheduled within 60 days of contract award date; however it should not impede the timely analysis, preparation, coordination and delivery of the 2012 – 2013 annual report.

Q10: Will contractor personnel be required to perform any official travel in the performance of this contract outside the Washington, DC area?

A10: No.

Q11: Is there any page limitation on Volume I-Business and Pricing?

A11: No.

Q12: Does the page limitation of 35 pages for the Technical Volume II include the title page, table of contents, glossary of abbreviations and acronyms, assumptions/exceptions, past performance and resumes?

A12: Yes. Each page in Technical Volume II applies to 35-page limit, regardless of the information contained on the page.

Q13: Will the Government provide use of Government phone, teleconference and video teleconference (VTC) services, at Government expense, to communicate/coordinate with DOD

Components, commands and other agencies, if necessary, in regard to their input to the annual reports or the revision of DoD issuances?

A13: Should the contractor need to communicate/coordinate with DoD Components, command, and other agencies, that can be done at the DLNSEO offices. There should be no outside communications expenses.

Q14: What, if any, DoD training requirements must contractor personnel complete in support of this contract and by what dates?

A14: There may be some DoD Training requirements with regard to working on DoD systems.

DLNSEO will identify these to the awardee at the time of the Post Award Conference.

Q15: The scope of work in the PWS indicates that the contractor will work off-sight. Does that mean we would need to provide an office/work space for the contractor?

A15: Yes

Q16: PWS paragraph 7 specifies that "Contractor costs for travel are not included in this contract”.

Will this contractor have travel requirements that I must estimate and budget for separately? If so, what is the nature and frequency of the travel requirement?

A16: Yes. See Q5 above

Q17: Are there samples of Quality Control Plans (QCP) that DHRA prefers that we can use as a reference?

A17: No, there is no preferred sample.

Q18: I would like to bid a contractor that has a Top Secret clearance. His clearance was last adjudicated and confirmed in OCT 2013 and is valid until OCT 2018. He has not used the clearance since he retired from the US Army in August 2014, so I am guessing that it is considered inactive but can easily be reactivated. Will that be acceptable for the purpose of the security clearance requirement?

A18: Yes, if reactivated to current status.

Q19: Is this a new requirement or a recompete?

A19: See Q1 above.

Q20: If it is a recompete, what is the name of the incumbent contractor?

A20: See Q1 above.
