U.S. Marine Corps Forces Special Operations Command
For Role Player and Scripting exercise support for 2d Marine Special Operations Support
Battalion during Training Readiness Exercise for FY15
Statement of Work
29 April 2015
1. Scope: 2d Marine Special Operations Support Battalion (2d MSOSB) trains and prepares Direct
Support Teams (DST) for deployments with Marine Special Operations Command (MARSOC) companies and teams. Prior to a DST’s Change Operational Control (CHOP) from 2d MSOSB to 2d
Marine Special Operations Battalion (MSOB), the DSTs are required to perform multiple team level exercises during the Individual Training Phase (ITP). The purpose of these exercises is to increase the proficiency of the team members in their individual Military Occupational Specialty (MOS) as well as to evaluate their competency in fundamental requirements. These requirements are based solely on individual MOS Training and Readiness standards and core Mission Essential Tasks (MET). DSTs are required to participate in a 2d MSOSB led Training Readiness Exercise (TRX), which is the concluding event of a DST’s ITP and is the 2d MSOSB Commander’s opportunity to evaluate the team in their ability to provide fused, multi-disciplinary intelligence, communications, and logistics support to their future MSOC Commanders and MSOTs.
2. Purpose: The purpose of this SOW is to define the need for a reliable and flexible Human
Intelligence (HUMINT), Counterintelligence (CI), and Signals Intelligence (SIGINT) mentorship and role player support for evaluation and training during the DST’s TRX. Specific training is critical to prepare
CI/HUMINT and SIGINT Marines of the DST as they prepare to deploy and support full spectrum intelligence operations and special operations missions. The preparation for multi-discipline intelligence operations and fused integration between CI/HUMINT, SIGINT, All-Source, and GEOINT Marines is absolutely essential for preparing teams for real-world scenarios throughout the gamut of Special
Operation Force capabilities.
3. Applicable Documents: Intelligence Chapter (draft), MARSOF Training and Readiness Manual.
4. Requirements: This SOW establishes the requirements for CI, HUMINT, and SIGINT training and exercise support for DST Hotel during their TRX. It defines the material support, administrative, operational, and instructional tasks required under this SOW.
Capability:
The contractor will provide exercise design, scenario development, product development and exercise execution support for the 2d MSOSB, DST Hotel during the designated period of performance. The Contractor shall develop a scenario based on the operating environment designated by DST Hotel, create supporting scenario documentation, and facilitate exercise execution in order to support established training objectives and METs core tasks for the DST.
This shall include assisting in the development of the exercise framework, organizing and participating in conferences, creating scenario information to include role player scripts, and
Operations and Fragmentary Orders. The exercise shall have a fusion-centered mindset integrating HUMINT, CI and SIGINT intelligence functions in support of MSOC operations.
The exercise control group will oversee the construct and implementation of the exercise continuum in order to facilitate / evaluate each training units’ ability to train to designated METs.
In the performance of this task, the contractor shall provide Subject Matter Experts (SMEs) as exercise designers and scenario developers to manage all facets of the exercise life cycle, and write/adjust scenario scripting as required for the exercise. The exercise will be designed to train and provide a venue to evaluate the DST intelligence functions through reinforcement of their individual and collective skill sets in an operational environment similar to the ones they will experience on deployment.
CI/HUMINT role player scripting should be focused on support to MARSOC activities utilized by CI/HUMINT Marines. In order to mimic real world operations, Intelligence Marines are to be familiarized with the functions within a U.S. Embassy, other government agency offices, and the responsibilities of operating from locations outside of the normal tactical realm.
The exercise should require Intelligence Marines to provide information which feeds seamlessly into all intelligence functions within the DST, necessitating every member of the team to understand their role within the organization and how to properly manage all steps in the intelligence cycle. Intelligence injects and role-player scripting should be designed to fuse all levels of the DST, to include the All-Source Analysts and Geospatial Marines. Careful attention is to be taken to ensure the overall scenario will ensure a cohesive and logical endstate, which will allow senior members of the DST the opportunity to drive collection to the desired goal.
In order to further mimic a real-world operational environment, the contractor shall provide surveillance support. These surveillance members will be required to provide surveillance for
DST Marines located at element sites for a three (3) day period. Surveillance teams are to monitor daily activity within each site and provide surveillance during operations throughout the specified period. The surveillance controller will work closely with the DST in order to ensure proper scheduling in coordination with operational activities. Contractor shall have the flexibility to support two sites.
Exercise Execution: The Contractor shall support 2d MSOSB exercises during exercise execution by:
Assisting 2d MSOSB Exercise Control Group (ECG) in briefing and implementing the scenario, general situation and exercise intelligence summaries as necessary.
Filling Exercise Control billets within their areas of expertise.
Filling billets in Exercise Control; the Contractor shall support the implementation of exercise storylines and/or vignettes and also all exercise Master Storyline Events.
Contractor shall assist the ECG in providing “dynamic scripting” during the exercise to ensure that all training goals and objectives are achieved.
Contractor shall participate as needed in the capture of lessons learned and at any post exercise after action review boards conducted by 2d MSOSB.
Contractor shall provide scenario-driven communications over diverse real-world non-simulated means. Provide a realistic and tailored RF environment utilizing authentic devices in the target language encountered in the desired area of responsibility.
Provide a full spectrum RF signals environment for SIGINT training and operations to include communication networks commonly used in 2d MSOSB’s Regional Area of Interest. Signals environment should replicate forms of technology commonly found in 2d MSOSB’s Regional
Area of Interest.
Provide a scenario that allows for at least twelve (12) hours of signals activity per day for six to eight days.
Provide historical and technical data to allow for realistic SIGINT Geospatial Analysis.
Provide (1) Exercise Controller (EXCON) to liaison with the ECG and to provide oversight on all contracted personnel to ensure the training timeline is adhered to. EXCON must have a TS/SCI clearance and be knowledgeable in CI/HUMINT and SI operations. EXCON must have prior
EXCON experience supporting USSOCOM elements.
Provide (2) SI SMEs who possess active and sponsored TS/SCI clearances. SI SMEs shall be intimately familiar with MARSOC SI operations, minimum of 10 years of SI experience in a
SOF, permissive or semi-permissive environment.
Provide (1) CI/HUMINT SME who possesses at a minimum SECRET clearance. HUMINT
SME must be Defense Advanced Tradecraft Course (DATC) schoolhouse certified or equivalent with at least 15 years’ experience operating in semi-permissive environments.
Provide a surveillance cadre of five (5) personnel with a minimum SECRET clearance.
Surveillance team members must have real world surveillance operating in a permissive and semi-permissive environment with a minimum of 5 years operational experience. One of the surveillance cadre shall serve as the surveillance controller. The surveillance controller shall have a minimum of 10 years’ experience conducting the full range of surveillance operations, and must have at least 5 years’ experience as a surveillance controller. Surveillance will be conducted over a period of three (3) days.
Conduct required surveys and provide needed equipment to contracted support personnel for the exercise area in order to support a “warm start.”
Assist the ECG in providing situations/scenarios for various forms of collection to include active
SIGINT de-confliction using techniques that accurately reflect MARSOC’s current TTPs. Prior coordination with 2d MSOSB required.
Assist the ECG in providing scenario scripting which incorporates ISR operations to allow analysis to conduct HVI targeting, pattern of life, vehicle follows, cache site detection, counter
IED, route reconnaissance, and Blue Force over watch.
Assist the ECG in providing a scenario with tactical to strategic level all-source analysis threads that require use of advanced structured analytical techniques against target
(enemy/friendly/neutral) networks to include, but not limited to: social, information, infrastructure, economic and political networks. Require the development of “true pattern of life” utilizing human factors and other analytical techniques.
Contractor shall provide a rental home for the duration of the exercise.
Scripting should include a broad range of information sources which are relevant to the scenario.
Information should come from the different intelligence disciplines participating in the exercise through standard reporting in addition to detailed historical reporting, include non-standard reporting such as: open source information, SITREPs, Civil Affairs, Adjacent Units, Key Leader
Engagements, etc.
SIGINT scenario scripting should incorporate interaction with other intelligence disciplines
(CI/HUMINT, GEOINT, and All Source).
Assist the ECG in the development of a counterintelligence scripted event (insider threat) which must be developed within the scenario. The insider threat will be identified via a comprehensive all-source, multi-discipline approach.
Attend all exercise planning conferences and assist in providing associated due-outs based on established guidelines and milestones identified by the TRX OIC and ECG.
Cover all internal coordination and movement of contract personnel and equipment to/from the exercise locations.
Provide feedback and participate in a detailed after-action review following completion of the exercise.
Dates: The TRX requires intelligence support for an iteration of TRX between the time frame outlined below and in the period of performance section of this SOW. Tentatively, DST H will perform their TRX in Virginia Beach, VA. However, due to unforeseen circumstances, training locations may be subject to change to other sites within CONUS. During the exercise, 10 days of intelligence support is or required. The current TRX windows are:
8 - 11 May 2015 Scripting Period 12 - 21 May 2015 for TRX 15-02 (DST H)
5. Specific training events. The contractor is required to work closely with 2d MSOSB and members of the Intelligence Company during the execution of these training events to include:
Leading, conducting, and supervising all coordination, scripting and role player support to intelligence operations.
6. Deliverables. The following deliverables are required:
Personnel:
All participating personnel clearances must be submitted via JPAS submitted to SMO Code
209001MR NLT 4 May 2015.
All personnel must comply with guidance for a contracted workforce on US installations, bases, stations around Virginia Beach, VA, to include Fort Story or other training areas as directed.
Assist in the development of the Master Scenario Event List.
Assist in the development of the Initial Terms of Reference (ITOR) / Operational Order
(OPORD).
Assist in the development of the Intelligence Preparation of the Battlefield (IPB).
Assist in the development of the utilizing real world intelligence and locations with synthetic geography overlaid on the training area.
Assist the ECG to ensure the exercise is based on current events in the target country.
Support the conduct of advanced techniques for HUMINT/CI collections and operations in a rural and urban environment.
Assist in the development of previous 30 and 60 day SIGACT reporting from the exercise target country.
Assist in the development of the scenario support for SIGINT collections.
Assist in the development of the scenario support for SIGINT analysis and pattern of life studies.
Targeting/HVI tracking. The contractor shall complete independent work outside of scheduled meetings to produce product support for the conduct of the course that is relative to the scenario
(examples: initial intelligence situational brief; personnel biographies; message traffic depicting reporting from other units, TACREPS; open-source reporting, etc)
Supporting Fragmentary Orders (FRAGO), Intel Summaries, Situation Reports, and other materials based upon the Base Order and scenario storylines.
Assist in the development of the detailed Role Player Scripts.
CI/HUMINT personnel and SI mentors must submit daily evaluation reports to the ECG detailing the day’s activities of their respective disciplines.
Surveillance cadre must submit surveillance logs to the ECG at the conclusion of every day.
Individual logs must be compiled for each section of coverage.
Travel:
The contractor will travel in support of the 2d MSOSB to Camp Lejeune, NC and Virginia Beach, VA as required to support the TRX and TRX planning. Locations subject to change.
The contractor will make all travel reservations and not be reimbursed for travel expenses prior to the period of performance.
Lodging, meals, and incidentals:
Lodging and meals will not be provided and must be coordinated by the contractor.
Government furnished equipment, material, and work space: The government will provide a work space for required pre-exercise meetings and conferences.
Specific requirements: The Contractor shall ensure personnel assigned to perform the tasks in this contract are qualified subject matter experts ready to immediately begin support.
7. Acceptance. Acceptance of the contractor’s work under this order shall be at the sole discretion of the Performance Monitor appointed from the 2d MSOSB, who will evaluate the deliverables for completeness, correctness, and operations sufficiency of content. Acceptance will be documented using the Wide Area Workflow – Receipt & Acceptance (WAWF-RA). If a deliverable is unacceptable, the Government will notify the Contractor Program Manager (PM), who shall coordinate with the Government Representative (GR) to determine the resubmission time.
8. Period of performance. The period of performance for this effort is from 8 - 21 May 2015 to support all planning and coordination requirements.
9. Place of performance. The place of performance for this effort is Virginia Beach, VA and surrounding areas to include Fort Story and Little Creek, VA.
10. Point of contact. The point of contact shall be provided after contract award.
