Performance Work Statement (PWS) Naval Special Warfare Command San Clemente Commercial Satellite Internet Services
1. BACKGROUND
1.1 Naval Special Warfare Center requires training support services in order to support official business functions that currently overwhelm the SOCOM Enterprise Network capacity on San Clemente Island. Specifically in regards to student safety procedures and Command Critical Information Requirements, Third Phase current connectivity does not meet the support requirement. The current network infrastructure loses connectivity and is not 100% reliable. An increased capacity is required for student safety, CCIRs, and timely efficient communications. Contractor shall provide a Commercial Satellite Internet Access Service to support the San Clemente Island Range Training Complex.
2. OBJECTIVES
2.1 Naval Special Warfare Command intends to issue a firm-fixed price, 5 year Contract for the acquisition of Commercial Internet Services. This contract will consist of a 12 month period of performance for five years; base and four option years.
3. SCOPE
3.1 The Contractor shall provide the personnel, management, materials, and equipment necessary to provide remote satellite internet access services.
4. REQUIREMENTS
4.1 The contractor shall install a remote satellite terminal that will connect via satellite with a network operations facility in order to provide internet services capable of up to 1024kbps upload and 5120kbps download with a daily unlimited allowance with a static routable IP address.
4.2 The contractor shall ensure antennas and associated equipment are installed with all mounting hardware in a safe manner.
4.3 The contractor shall install high speed commercial satellite internet access in building 60066 and immediate outdoor areas with the BUD/S compound through secured wireless access points.
4.4 The contractor shall test and verify system is functioning properly prior to acceptance of services.
4.5 The contractor shall provide:
4.5.1 Post test review report.
4.5.2 User access instructions and documents.
4.5.3 Warranty support and procedures for outage resolution.
4.5.4 Service and support for the system for one year after installation and up to five option years.
5. DELIVERABLES

| 0700 to 1600. |
6. SPECIAL MATERIAL AND TECHNICAL PERSONNEL REQUIREMENTS
6.1 The contractor shall provide all special tools, materials, and test equipment required as well as the personnel required to install services.
7. CONTRACTOR TRAVEL
7.1 The Government anticipates travel the contractor to travel to San Clemente Island in connection with the performance of this PWS.
8. SECURITYhere are security requirements for performance. Edid to reflect only the security ire that apply to your requirement.
8.1 Contractor shall establish appropriate administrative, technical, and physical safeguards to protect any and all nonpublic Government data to ensure the confidentiality, integrity, and availability of Government data.
9. SAFETY
9.1 Nothing in the Performance Work Statement, nor any Government action or failure to act in performance of the contract shall relieve the contractor of its responsibility for the safety of the contractor’s personnel and property or the Government’s personnel and property. Furthermore, nothing inthis PWS shall relieve the contractor of its responsibility for complying with applicable Federal, State, and Local laws, ordinances, codes and regulation (including those requiring applicable licenses and permits) in connection with the performance of this contract.
10. PERIOD OF PERFORMANCE
10.1 Base period shall be twelve months from date of award.
