REQUEST FOR INFORMATION (RFI’s): H92240-16-T-0066 (Satellite Internet Services)

Answers to all RFI’s

1. PWS 4.3: How many square feet of buildings and outdoor space need to be Wi-Fi accessible?

Estimated at 1000 SQ FT

2. PWS 4.2: Is there an existing cement pad available in close proximity to Building 60066 for the antenna install?

Yes

3. PWS 4.3: Will there be space reserved for network equipment associated with the sitcom terminal inside building 60066?

Yes

4. PWS 4.5: Is the Contractor expected to remove the equipment at the end of the contract?

Yes

5. PWS 4.1: The PWS requirements include unlimited data on a network capable of providing up to 5120 Kbps x 1024 Kbps. What is the government’s required MINIMUM throughput speeds? In order to properly engineer and price a network, Contractors will need the minimum speeds required by the government and will assume a maximum requirement of 5120 Kbps x 1024 Kbps based on the current PWS language.] Addressed in PWS 4.1

6. PWS 4.3: Does the gov’t require any specific wireless security standards?

Yes, WPA2 The requirements as written in the PWS are a little generic. The PWS states:

7. 4.1 The contractor shall install a remote satellite terminal that will connect via satellite with a network operations facility in order to provide internet services capable of up to 1024kbps upload and 5120kbps download with a daily unlimited allowance with a static routable IP address.

Address in PWS.

8. 4.2 The contractor shall ensure antennas and associated equipment are installed with all mounting hardware in a safe manner. Addressed in PWS.

9. 4.3 Would you be able to offer some more background information for clarification? Is this to be a primary or secondary connection?

Primary connection for this service

10. 4.4 Is this to be a VSAT satellite solution only? Does the Government have a preference for any antenna solution?

No preference. As long as services are provided via satellite

11. 4.5 Is this to be a non-penetrating or fixed mount solution?

Fixed mount

12. 4.6 Are there any required IFL cable runs? What is that distance?

Yes, no further than 100 meters

13. 4.7 Will the contractor be allowed to conduct any site surveys prior to installation?

Yes

14. 4.8 Will this be a satellite modem delivery or will there be back office integration?

Modem delivery

15. 4.9 In Section 4.1. of the PWS, the bandwidth requirements are listed as:

a) The contractor shall install a remote satellite terminal that will connect via satellite with a network operations facility in order to provide internet services capable of up to 1024kbps upload and 5120kbps download with a daily unlimited allowance with a static routable IP address. Addressed in PWS.

b) Do the upload and download rates of the internet services need to be dedicated to this effort, or can the resources be pooled, or shared with other customers?

Dedicated, not pooled

16. 4.10 In reference to section 4.3. The contractor shall install high speed commercial satellite internet access in building 60066 and immediate outdoor areas with the BUD/S compound through secured wireless access points, is the contractor to provide the hardware (access points), or is contractor simply providing the satellite internet access to those access points? If contractor is to provide the access point hardware, is contractor to configure and/or manage those access points and what is the intended coverage area dimensions?

17. Will Government provide transportation to the San Clemente Island from nearest Metropolitan area? Yes

18. Is there Civilian transport to the island? No

19. Is there an intended location of the satellite dish? Yes

a. Roof, ground, etc.? Ground, concrete pad.

20. SOW item 4.2: To comply with the requirement 4.2, a site survey is strongly recommended; will an opportunity to perform a site survey be granted? Yes

a. If a site survey is not available can you describe and define the area available of satellite dish installation? Will shore power be available? Yes

b. Will we need to dig and trench? No

c. Will permits be required? No

21. SOW item 4.3: Please confirm if the contractor is to interface with customer furnished wireless access points or is the contractor to supply the wireless access points? Contractor supply

a. If so what is the desired radial distance of wireless coverage from building 60666? 100 feet

22. SOW item 4.3: Please confirm the High-speed Commercial Internet solution desired is for access to the Public internet, and does not require a private IP network back-haul to an NSWC Point of Presence.

Confirmed. No back-haul

23. SOW item 5.1: As work will take place on the island are berthing facilities available for contractor personnel during installation and testing. No

24. SOW item 6.1: May we ship product, tools and equipment to the island Yes

25. SOW 7.1: Is commercial transportation available to the island? Or will the military provide transportation? No. Military transportation will have to be coordinated.

26. Can you please provide pictures and or drawings of the building and locations internal and external where antennas can be placed. Yes. Upon request.

27. Please specify how many simultaneous users the wireless access points should support?

Up to 30.

28. Is contractor responsible for the installation of all cabling or is there existing Ethernet cabling for wireless access point installation? Yes. No existing cabling

29. Can the satellite antenna be installed on the roof of the building using a non-penetrating mount? Yes, but prefer existing concrete pad.

30. How large is the area outdoors that will need wireless access points? 1000 square feet

31. Is there existing penetrations/access to allow for cable runs from the satellite antenna into the building? Yes

32 Does the site provide standard stable 110VAC Power? Yes

33. Is the building environmentally controlled such that indoor rated equipment can be utilized?

Yes

34. Will the Government provide transport of the installation team and equipment from Los Angeles to San Clemente Island? No

35. PWS Section 4.3 (page 1): Is the contractor required to provide the secured wireless access points? Yes,

a. If so, can the Government provide the coverage area dimensions of the wireless access points and the dimensions of Building 60066? Approximately 1000 square feet

36. Concerning the shipment of equipment to San Clemente. Are we to send all our materials, freight and supplies required to complete the PWS/ SoW to the 32nd street barge location in San Diego? If yes, will Government be responsible for shipping of equipment including cost to San Clemente and off-load equipment at the destination work site in San

Clemente? Coordination with the government will take place in order to barge equipment.

37. Is concrete available on-island for purposes of foundation installation? If yes, can

NAVSOC supply additional information on expected cost? Not necessary as a concrete pad exists for installation.

38. Will the winning contract be allowed to stay in Naval lodging during the installation phase? If yes, what is the cost for lodging? No

39. Will NAVSOC provide access to a telephone with long distance capability during the installation? Yes

40. Please provide additional information on how personnel will get to San Clemente. If this requires being transported on Government vehicle, please identify the government costs for this service. Coordination with government air.

41. Will the installation team have base privileges such as NEX, galley, MWR store while working in San Clemente? No

42. Is car rental available on San Clemente? If yes what are the rates? No

43. Is there a PWD contractor on island that could help if digging or trenching is required?

No

44 What type of AC power is going to be provided? 110V 60Hz

a. IS this power protected from outages? Yes

45. Is the indoor location for the satellite equipment climate controlled, Is the location in a controlled area? Yes

46. Is there a layout of Building 60066? Yes

47. What type building material are the interior walls of building 60066? Block, sheetrock…..Plan for all types.

48. What will be the most common Wi-Fi device used on the network? This answer will help determine best Access Point. Tablets, mini tablets

49. Are there any requirements for Ethernet access? Is yes how many devices? Yes, would like to have the option.

50. Can NAVSOC provide a google map or overhead picture be provide of the outside area wanted to be cover by the WI-FI? Yes

51. How many concurrent devices are required to be supported on the Wi-Fi? Up to 30
