Lightweight: Each individual component must be able to be lifted and positioned by one individual of average height and strength.

C.3. Shipping Cases.

1. All exhibit components shall be stored in cases.

2. Partial exhibit shall be capable of being transported in commercial standard 10-foot van. Full exhibit shall be capable of being shipped in a standard 14-foot van/truck or smaller.

If modifications are made, the contractor will be given the opportunity to re-submit their quote based on any Government requested modification. It is desired but not required that designs incorporate oversized LCD or Plasma displays with computer- or DVD-generated graphics instead of mounted or back-light photographs.

CLAUSES INCORPORATED BY FULL TEXT

52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

The successful offeror shall conform to the Request for Quotation and is the “Best Value” to the Government with appropriate consideration given to the three (3) evaluation factors: (1) Technical, (2) Past Performance, and (3)

Price which are listed in descending order of importance.

1. Technical Acceptability.

Technically Acceptable. Technical acceptability is defined as an offer that supports the requirements in the statement of work. The Contractor shall submit drawings, specifications, and all other submittals identified in the statement of work(Paragraph C.5). Insufficient data will be reason to determine the offeror non-responsive and not eligible for award. The following areas will be evaluated to determine the offeror to be technically acceptable:

Graphic Displays: Does the exhibit use state of the art technology to display graphics? How hard/easy is it for the Government to change graphic displays?

Statement of Work: Does design conform to all elements in the Statement of Work? Does the proposal meet the requested requirements especially in regards to material, size, weight, and configuration?

Visual Appeal: Is the exhibit visually appealing? Do different elements blend together in a pleasing manner?

Exhibit Set-up: Are instructions for exhibit easy to follow? Will any soldier be able to put up the exhibit without formal training?

Shipping Containers: Total cubic feet of all cases? Case Construction and case security measures? Do cases protect exhibit from environment and what are the dimensions of the case/containers?

Storage Space: Amount of storage space. Secure/Nonsecure space.

Use of Color: Are command colors represented? Is the use of color pleasing or random?

Power Requirements: Total wattage and placement of wiring.

2. Past Performance. Past performance is a measure to which an offeror satisfied its customers in the past and complied with Federal, state, and local laws and regulations. The Government will contact some of each offeror's customers to ask whether or not they believe: (1) that the offeror was capable, efficient, and effective; (2) that the offeror's performance conformed to the terms and conditions of its contract; (3) that the offeror was reasonable and cooperative during performance; and (4) that the offeror was committed to customer satisfaction. In evaluating past performance the Government will contact some of the references provided by the offeror and other sources of information, including, but not limited to: Federal, state and local government agencies, better business bureaus, published media, and electronic data bases. Offerors shall provide name, title & telephone number of principal on no less than two contacts for similar services performed during the previous three (3) years.

3. Price-Overall total price will be evaluated based on adequate price competition for fairness and reasonableness. Price shall be offered/quoted in accordance with the schedule of supplies and services to be incorporated in the award as is dictated by the offered labor mix and/or supply items. The offer shall be submitted separately and the total price shall be provided on a stand-alone page at the end of the offer. Prices shown therein shall be net, discount deducted, if any.

No alternate offers are authorized. The Government intends to award without discussions. Therefore, offerors are warned to consult with the Contracting Officer before submitting an offer that takes exception to any term or condition of this RFQ. However, the Government reserves the right to conduct discussions and to permit offerors to revise their offers.

Relative Importance of the Evaluation Factors. Nonprice evaluation factors, when combined, are significantly more important than price. The Government intends to make award of a task order to the offeror whose offer conforming to this Notice represents the best value to the Government. Technical is more important than past performance, and technical when combined with past performance is significantly more important than price. However, the

Government will not select an offeror for award on the basis of a superior acceptability without consideration of the price proposed. The relative influence that Nonprice factors and price will have on the source selection will depend on the marginal differences among the offerors (see Source Selection Decision below).

Source Selection Decision. In evaluating offers, the Government will make appropriate tradeoffs when required and select the offer that is most advantageous to the Government. Offerors are cautioned that an award may not necessarily be made to the lowest priced offeror. For example, if one offeror has the better technical score and past performance and the lower price, then that offeror will be the best value. If one offeror has the better technical score and lower price but past performance is rated low, the source selection authority will decide whether the lower price is worth the low past performance. If one offeror has the better technical score and past performance and the higher price, then the source selection authority will decide whether the difference in the technical score and past performance is worth the difference in price. If the source selection authority considers the better technical score and past performance to be worth the higher price, then the more capable, higher-priced offeror will be the better value.

If not, then the less capable, lower-priced offeror will be the better value. The Source Selection Authority will continue to make paired comparisons until the best value offeror has been selected.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.

Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(End of provision)
