Quadcopters Solicitation
Q&A Set 1

Q1: Can the quadcopters (4 motors) be a Hex (6 motors)?
A1: Quad or hex motor systems are acceptable as long as they meet the specifications as listed in the solicitation.
Q2: Does the video need to be recorded onboard the aircraft AND at the ground control station (GCS), or just the GCS?
A2: GCS only. The Government does not desire video recorded onboard the UAV. Attachment 01
Performance Specification has been modified within Amendment 01 of the solicitation to identify this information.
Q3: Are you looking for a hard shell case or cardboard box with foam for transport?
A3: Hard shell packaging is required. Attachment 01 Performance Specification has been modified within Amendment 01 of the solicitation to identify this information.
Q4: In "Attachment A", one of the deliverables states charging adaptors. Could you elaborate a little more on the exact charging adapters that are required (i.e. European charging adaptors, car charging adaptors, etc.)?
A4: The Government requires an all‐in‐one power adaptor. Attachment 01 Performance Specification has been modified within Amendment 01 of the solicitation to identify this information.
Q5: In Attachment A under section "2.4 Maintainability", it states that the quadcopters should be maintainable by SOCOM users. I was wondering if you could also better define the level at which the users are expected to be performing maintenance. Are we talking normal O‐Level (Operator) maintenance where they can fix simple things out in the field and for which doesn't violate the manufacturer's warranty, or more extensive actions (D‐Level (Depot)) to where they might be required to be able to change out entire electronic components (i.e. motors, the integrated camera system, flight controller or navigation systems)?
A5: The Government requires operator‐level maintainability. Attachment 01 Performance Specification has been modified within Amendment 01 of the solicitation to identify this information.
Q6: Section 52.211‐8 states “The Government will evaluate equally, as regards time of delivery, offers that propose delivery of each quantity within the applicable delivery period specified above. Offers that propose delivery that will not clearly fall within the applicable required delivery period specified above will be considered nonresponsive and rejected.”
Does this mean if we cannot provide the full requested amount of Quadcopters within this timeframe (45 Days), our bid would be rejected? Would there be possibility for “Partial Delivery” within 45 Days, and then continual delivery thereafter until the required amount is fulfilled?
A6: As identified in clause FAR 52.211‐8, delivery of all systems is required 45 days ADC. CLIN 0002 is an Option CLIN; therefore, delivery of these systems shall be 45 days after exercise of the option, in a quantity not to exceed 300 each.
