STATEMENT OF WORK (SOW)

MARSOC (G7), RAVEN MISSION REHEARSAL EXERCISE (MRX) PROGRAM

1. DESCRIPTION OF ORGANIZATION REQUIRING SUPPORT The Government, U.S. Marine Corps Forces Special Operations Command (MARSOC) requires Contractor support for its efforts to conduct the RAVEN series Mission Rehearsal Exercise (MRX) Program. MARSOC G7, specifically the Exercise Branch (EB); develops, coordinates and executes the Component RAVEN series MRX Program in order to certify MARSOC forces for operational deployment. The key tasks for the MARSOC G7 EB certification process within the execution of the MARSOC Raven MRX program include:

1.1 Overall management, planning, support, and execution of the MARSOC MRX.

1.2 Coordinate participation of MARSOC, Joint, Service, and Interagency units, and other Non-Governmental Organizations (NGOs) in the MRX exercise.

1.3 Execute staff cognizance for MARSOC doctrine development.

1.4 Observe, train and assess exercise forces during performance and execution of MRX.

1.5 Collect data against training standards and assess achievement of those standards.

1.6 Incorporate Facilitated After Action Reviews (FAAR) and lessons learned to identify Tactics, Techniques and Procedures (TTPs), and promulgate best practices into the MRX.

1.7 Establish feedback process which translates FAARs, lessons learned and TTPs into best practices; which in turn generate requirements, refined doctrine and improved capabilities.

1.8 Develop an academic capability as part of RAVEN series mission rehearsal exercises.

2. TASK PURPOSE AND OBJECTIVE

2.1 The U.S. Marine Corps Forces Special Operations Command (MARSOC) G7 requires contracted support for exercise design, development and management, scenario construction and tailored training support for the RAVEN series MRX program. MARSOC has a requirement to conduct precise and effective special operations that are fully coordinated and synchronized among all components of USSOCOM and key interagency organizations, and an ongoing imperative to swiftly evaluate emerging TTPs, and subsequently integrate proven methodologies. MARSOC is responsible for planning and managing an exercise program involving participation from MARSOC Special Operations Battalions (MSOB), MARSOC Companies (MSOC) and MARSOC Teams (MSOT). The MSOCs are comprised of MARSOC operators with a variety of skill levels and a diverse collection of enablers that will be engaged in the full spectrum of Joint Special Operations. The RAVEN MRX program is designed to exercise, evaluate and certify the MSOCs in the collective tasks needed to conduct Special Operations during Overseas Contingency Operations (OCO). MARSOC trains and certifies the MSOCs of 1st, 2d, and 3d MSOBs for worldwide deployment in support of USSOCOM missions. This requires individual and unit level training in the Core/Core-Plus Tasks and Core Capabilities required of a certified MSOC/MSOT. MARSOC requires "train the trainer" support, individual training packages, exercise planning, and exercise control group support to facilitate its ability to train, exercise and certify the MSOC/MSOTs properly. The intent of this SOO is to provide MARSOC with recurring exercise support for the period of performance described below in order to build training expertise, institutional knowledge in education methodologies, and to provide continuity to the MRX program.

2.2 The RAVEN MRX is typically executed four times per calendar year with the actual exercise executed in a 14-day period, and is normally conducted at the National Training Center (NTC), Fort Irwin, CA or Fort Polk, LA. Locations and frequencies are subject to change. If the MRX (or portions of the scenario) is executed aboard a USMC installation (e.g., Twentynine Palms, CA), then the Contractor shall coordinate closely with the G7 COR and PM TRASYS for Marine Corps provided Role Player support, as mandated by Marine Corps policy. The requirements contained within this SOO represent one Raven Series MRX with one MSOC comprised of 4 MSOTs.
