About this file
This is a Request for Information (RFI) document issued by the Connecticut Department of Transportation (CTDOT) seeking input from locomotive manufacturers and suppliers regarding dual-mode locomotive procurement and alternative propulsion technologies. CTDOT is developing technical specifications for dual-mode locomotives capable of operating on catenary AC and diesel power while also evaluating emerging propulsion alternatives. The RFI contains 36 questions addressing propulsion technologies, energy sources, emissions standards, safety features, regulatory compliance, manufacturing capabilities, and historical performance. Responses must be submitted via email to dot.trains@ct.gov by 5:00 P.M. EST on Tuesday, June 30, 2026. Process-related inquiries should be directed to Marci.Petterson@ct.gov with a copy to Ramzee.Beyah@ct.gov. No site visits or bidder's conferences are mentioned in the document. CTDOT reserves the right to revise the RFI through addenda posted to CTSource.
This RFI does not constitute pre-qualification for future contract bidding and is designed to inform technical specification development rather than solicit formal proposals or pricing. Respondents are instructed not to contact CTDOT personnel other than those designated for inquiries. Confidential information submitted will be treated as such if clearly marked. An RFP is anticipated for early 2027, with the document noting that responses will inform specifications for dual-mode locomotive procurement for the Northeast United States. No specific funding amounts, pricing terms, set-asides, or incumbent information are included in this RFI phase of the procurement process.
