General Services Administration (GSA) Federal Systems Integration and Management Center (FEDSIM)

JUSTIFICATION AND APPROVAL

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

FOR BRIDGE CONTRACT

SOLICITATION# GSC-QF0B-18-33196

TASK ORDER# 47QFCA18C0007

The General Services Administration (GSA) makes this Justification and Approval (J&A) for Other Than Full and Open Competition orders pursuant to Federal Acquisition Regulation (FAR) 6.302.

1) Identification of Agency and Contracting Activity:

Agency:

General Services Administration (GSA) Federal Systems Integration and Management Center (FEDSIM) Acting in support of: General Services Administration (GSA) IT

Contracting Activity:

GSA FEDSIM Contracting Office (QF0B) 1800 F Street, NW Washington, D.C. 20405

2) Nature and/or Description of Action Being Approved:

GSAIT requires a sole source bridge to support the Database and Middleware Applications. The purpose of this sole source is due to a pre-award protest preventing a competitive action from being awarded.

The original period of performance was for a Cost-Plus-Award Fee contract with a one-year base period, and four one-year option periods for five-year period of performance with a total contract value of . In addition, the Government utilized FAR 52.217-8 for a six-month extension which is valued at approximately

The sole source bridge will have two three-month option periods, with six one-month option periods for a one-year period of performance. The estimated value of the bridge contract is .

The contract type shall be Labor Hour using Alliant Large Business for this sole source bridge. The GSA IT database infrastructure must be available and operational to the maximum extent possible, as it supports many of the core, mission-critical applications GSA uses on a daily basis. The contractor will provide expertise in the strategic, tactical, and operational management of the infrastructure to ensure high quality of the database within the infrastructure.

3) A Description of Supplies/Services Required to Meet Agency’s Need:

General Services Administration’s Office of the Chief Information Office (GSA IT) is responsible for the management of a secure Information Technology (IT) infrastructure, and ensures this infrastructure provides GSA with the IT solutions which ensure mission success across GSA.

The GSA Office of the Chief Information Officer (GSA IT), Database and Middleware Services (DMS) support most GSA applications. This support extends to approximately 1350 Oracle, Sybase, Microsoft SQL (MSSQL), and MySQL databases; as well as 365 middleware instances consisting of JBoss, Apache, and ColdFusion application server software. DMS patches, upgrades, and maintains enterprise databases, monitors database performance, and manages ITIL processes supporting capacity and configuration management.

The services provided will be as follows:

1. Provide Program Management: This includes the management and oversight of all activities performed by contractor personnel to satisfy the requirements identified in the Performance Work Statement (PWS).

2. Provide Transition Management Services: This includes the transition activities by the contractor and ensuring that they do not disrupt FAS services to stakeholders. Transition management services primarily include FAS databases, related database tools and middleware components.

3. Database Support: This includes the daily operations and maintenance of the database infrastructure, middleware/application servers, and cross-functional services. Sub-tasks performed under this task would include database and middleware patching, database backups, restoration, and management of storage devices as detailed in the PWS.

4. Middleware Support: This includes operation and maintenance of application servers, web servers, file transfer services, batch/job automation, and content management systems as described in the PWS.

4) Identification of the Statutory Authority Permitting Other Than Full and Open Competition:

The authority under which this J&A is made is pursuant to FAR 6.302.

a. FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

This Sole Source Contract will be awarded pursuant to the authority of 41 United States Code (U.S.C.) 253(c)(1) as implemented by FAR 6.302-1.

5) Demonstration that the Proposed Contractor’s Unique Qualifications or the Nature of the Acquisition Requires Use of the Authority Cited The nature of this acquisition requires the use of the same contractor as part of a logical follow-on due to the urgent and compelling need of the existing contract expiring on January 11, 2018.

The nature of the urgency results directly from a pre-award protest on the competitively sourced acquisition. The re-compete of the existing contract was conducted in accordance with FAR 8.004, “Use of Other Sources,” internal GSA guidance, and market research performed. FEDSIM selected the Alliant Small Business GWAC in accordance with (IAW) FAR 16.505 as the source for this effort, which was also the vehicle selected for the current task order. It presented low risk by providing access to contractors who possess the capacity, expertise, and corporate certifications.

GSA FEDSIM expects this protest to be resolved within the next few months, although there is potential for a post-award protest and need for Transition-Out services as well.

Until a decision is made on the protest by GAO, GSA will experience a lapse in service unless a sole source bridge is awarded to Unisys.

6) Description of Efforts Made to Ensure that Offers are Solicited From as Many Potential Sources as Practicable Due to the nature of the bridge, no efforts were made to ensure offers from outside sources. The competitive acquisition is on hold due to a pre-award protest, and the bridge is required to ensure continuity of services.

This order will not be synopsized in accordance with (IAW) FAR 5.202(6), which provides an exception to synopsis when a task order is placed under FAR 16.5.

7) A Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable Based on the data gathered, the Contracting Officer has determined that the anticipated cost to the Government will be fair and reasonable. The expectation of reaching a fair and reasonable price was determined through market research in order to determine best value for GSA. The total amount of funding required for the total estimated period of a one year period of performance is approximately . (b) (4)

8) A Description of the Market Research Conducted and the Results or a Statement of the Reason Market Research was not Conducted

Market research was not conducted for this sole source acquisition, due to the urgent and compelling award date to continue all services. Market research was conducted for the competitive acquisition that is currently being held up from award by a protest.

The objective of the market research was to determine if small business had the capabilities to perform this TO, and whether there would be sufficient competition between small businesses.

This market research was conducted during April and May 2017.

An RFI, RFQ1192709, was issued to 68 small business vendors on May 11, 2017 using eBuy. The due date for responses was May 17, 2017. Interested respondents were requested to complete a company profile questionnaire (attached), and provide corporate capabilities (suggested topics attached). FEDSIM received nine responses to the RFI, all of which indicated the companies had sufficient capabilities to meet the requirements of the TO. The results of the market research determined that small business has the capability to meet the requirements of the TO, and sufficient competition can be expected.

Consideration was given to the contract vehicles listed in the Interagency Contract Directory (ICD); however, it did not return any contract vehicles, other than those already considered, that would match the scope and complexity of the DMS requirement.

Furthermore, Acquisition Letter MV-12-07 reiterates the preference to use GSA contract vehicles. As a result, the Government turned its market research to GSA contract vehicles. The Government determined that the Alliant Small Business GWAC would be the best contract vehicle for this scope of work.

9) Any Other Facts Supporting the Use of Other Than Full and Open Competition There are no other considerations for the use of other than full and open competition, other than the support will lapse if a bridge contract is not awarded during the pre-award protest period.

10) A Listing of the Sources, if any, That Expressed, In Writing, An Interest in the Acquisition To date, the Contracting Officer has not received any statements of interest regarding the proposed Sole Source effort, with the exception of the incumbent provided, Unisys.

11) A Statement of the Actions, if Any, the Agency May Take to Remove or Overcome Any Barriers to Competition Before Any Subsequent Acquisition for the Supplies or Services Required There is a competitive acquisition that is currently under a pre-award protest. The purpose of this bridge is to provide continuity of services during the protest period. Once resolved, a competitive acquisition utilizing the Alliant Small Business GWAC shall be awarded.

The competitive acquisition is being conducted on behalf of the The GSA Office of the Chief Information Officer (GSA IT). The FEDSIM Contracting Office proposes to issue a Cost-Plus-Award-Fee (CPAF) Task Order under Alliant Small Business to provide the Database and Middleware Services (DMS) support for most GSA applications. This support extends to approximately 1,350 Oracle, Sybase, Microsoft SQL (MSSQL), and MySQL database; as well as 365 middleware instances consisting of JBoss, Apache, and ColdFusion application server software. DMS patches, upgrades, and maintains enterprise databases, monitors database performance, and manages ITIL processes supporting capacity and configuration management.

The purpose of this acquisition is to provide Information Technology (IT) services to manage, support, and modernize its database and application middleware server support.

The objective of this Task Order (TO) is to allow the DMS group to keep pace with advancements in the IT industry, maintain the steady state of the database infrastructure, and to position DMS to take on additional work as part of the Federal Government restructuring.

12) Contracting Officer Certification that the Justification is Accurate and Complete to the Best of the Contracting Officer’s Knowledge and Belief I certify that this justification is accurate and complete to the best of my knowledge and belief, and determine on the basis of the findings above that an other than full and open competition approach is in accordance with the requirements and is in the best interest of the Government.
