DEPARTMENT OF HEALTH & HUMAN SERVICES Office of the Secretary Office of the National Coordinator for Health Information Technology Washington, D.C. 20201
To: Stephen Crooks, Contracting Officer
From: Michael Morrison, ONC Procurement Analyst (on behalf of COR, Peter Keesey)
Date: June 11, 2015
Subject: Option 1 – Acumen HHSP233201300377G – Contract Modification Request
This transmittal memo is to request additional work to be added to the current Option Year 1 period of contract HHSP233201300377G with Acumen Solutions. ONC requires increased CRM System customization in line with the Section 2.2 Purpose and Objectives section of the contract. Specifically, ONC has a need to increase the customization for work that is within the scope of Task 2.4.1 of the contract – that the vendor deliver an updated tracking module for the grants programs within the specified period of performance and estimated funding within the CRM system. In FY15, ONC leadership decided to increase ongoing ONC grant activity and, as a result, there is a need for increased CRM customization to “develop[] functionalit[y] that will to support ongoing operations” (see Contract Section 2.2.2 Objectives) – specifically grantee reporting requirements.
The entirety of the underestimated work falls under TASK 2.4.1 – Project Support > Subtask Task
2.4.1.3 - Implement Development and Configuration Changes in the System. The required work of the sub-task includes:
• The contractor shall design system changes and workflows to meet the requests;
• The contractor shall communicate designed changes to change advisory board for approval;
• The contractor shall make system configuration and development changes as needed;
• The contractor shall perform quality assurance testing of new updates;
• The contractor shall deploy change set;
• The contractor shall conduct User training; and
• The contractor shall address any bugs or defects that are found in relation to the system functionality.
The contractor will need additional funding to complete the requirements in alignment with ONC’s Option Year 1 period needs. Outside of the addition of funds, all terms and conditions of the existing contract are to remain unchanged. Execution of this modification will permit ONC to receive the full value of the CRM system development and configuration task.
