8Contract # GS-21F-0094V

Since 2017, the KFI building performance group has been working closely with the U.S. General Services Administration (GSA) Region 6 Energy program team. Region 6 covers Iowa, Kansas, Missouri, and Nebraska. In these states, GSA has ownership responsibility of many courthouses and federal buildings, and since 2017 has been pursuing consistent reduction in energy usage using a variety of different methods. These methods include:

• Building retro-commissioning projects (RCx)
• Developing targeted E4 (energy efficiency expert evaluation) building assessments
• Analyzing and monitoring regional buildings using monitoring based

commissioning (MBCx)

• Commissioning contractor led controls upgrades (Cx)
• Tracking and reporting monthly energy and water usage by building
• Designing, programming and validating building automation system control

improvements through our controls services

GSA selected buildings for RCx and MBCx projects, with buildings prioritizes based on size, energy consumption, and other factors. In addition to providing standard commissioning deliverables, KFI’s Niagara-certified controls team has implemented fixes to many issues that were found, generally by modifying equipment programming. This approach has allowed KFI and the building operators to quickly implement significant energy reduction measures, with minimal to no capital cost, so that energy savings can be realized immediately.

The efforts are working. Region 6 led the nation in energy reduction for the fiscal year ending September 30, 2019, with an overall energy use reduction of 6.23% and overall water use reduction of 5.03% compared to 2018 usage. This has resulted in nearly $575,000 in savings, year-over-year.

To date, KFI has completed three major RCx projects, and has completed a larger number of MBCx projects. In early 2020, KFI kicked off two additional major RCx projects. The table below summarizes the work performed at each building.

RUSH H. LIMBAUGH SR. U.S. COURTHOUSE

Retro-Commissioning and Energy Audits

The Rush H. Limbaugh Sr. U.S. Courthouse is a 175,000 square foot facility located in Cape Girardeau, MO. The courthouse contains three federal courtrooms, GSA, U.S. Marshals, and Homeland Security, as well as other government support offices. The courthouse had been experiencing higher than expected energy use, which increased after a recent building automation system (BAS) upgrade. Operational issues, and the higher than expected energy use, made this building a prime candidate for a customized retro-commissioning (RCx) project.

The HVAC system is mainly comprised of four variable air volume (VAV) handling units, a dedicated VAV outside air unit, and associated centralized chiller and boiler plants. Airstreams are routed to dual-duct and VAV boxes that provide both temperature and ventilation control.

The original Johnson Metasys BAS control system was upgraded in 2016 with Lynxspring JENEsys controls for the majority of the HVAC equipment and was integrated into the Tridium Niagara-based graphical user front end, but underlying issues remained.

KFI was contracted to perform the RCx and energy audit to improve energy efficiency and environmental conditions. Our team quickly identified a number of opportunities to improve operation while simultaneously saving energy. We developed a RCx plan, executed technical functional testing, and self-performed TAB. We analyzed the findings and developed recommendations to improve energy efficiency and overall building operations. The final report included recommendations for changes to the sequence of operation (SOO) and/or modifications to the BAS and HVAC systems that would improve operations and/or the building energy efficiency.

During functional testing, KFI implemented low cost/no cost improvements, including pump lead/lag sequencing reprogramming, set point adjustments, adjusted damper actuations and valve/fan signal rescaling to match true actuator positions. This provided immediate realization of improvements.

The project included utility hours, which allowed us to implement recommendations, which included energy conservation measures (ECMs), facility improvement measures (FIMs) and capital improvement recommendations (CIRs).Upon authorization from the GSA, our Niagara certified staff reprogrammed the existing JACE controllers to improve energy use and indoor environmental quality (IEQ). Controls FIM and CIR opportunities implemented by KFI include:

• Hard-wired safety circuits were reviewed, modified, and tested first to support planned software changes, and maintain occupant safety throughout the project.

• Rewrote Niagara wiresheet programming and graphic updates.

• Relocated and replaced critical sensors like building humidity, air handling unit (AHU) discharge humidity, space static pressure, and supply duct static pressure.

• Rewired and reconfigured humidification units.

• Checkout, adjust, and repair of hardware input/output devices.

A complete project schedule was created and executed on-time. All modifications were completed without a single disruption to building occupants, executed as live cutovers. By reusing the existing components, all the controls modifications were completed without changing a single controller. At closeout, KFI provided customized training to the on‑site staff to better educate them on system operations and how to leverage the capabilities of the BAS system.

RICHARD BOLLING FEDERAL COURTHOUSE

Retro-Commissioning and Controls Services

Built in 1964, the Bolling Federal Building is a 20-story structure located in downtown Kansas City that provides functional office space for various federal agencies. It has a central cooling plant consisting of four 830-ton water-cooled chillers. Heat is provided by steam supplied by a local utility and utilized by eight large air handlers to distribute warm air throughout the building.

Various other equipment, including small air handlers, snowmelt, and terminal equipment, also use steam coils to provide heat to various building areas.

KFI was contracted to perform RCx and an EISA audit for the GSA. KFI created test forms based upon documents provided by the GSA, which included all HVAC equipment and the current understanding of the building controls and sequences. The goal was to identify any failed equipment or controls and provide recommendations to improve the operations of the building, which will add value to the Owner with regards to operational costs and maintenance costs.

KFI completed standard RCx services, including point-to-point and sequence testing of all building HVAC equipment. Issues uncovered during the testing process were managed and tracked using an on-line software, Building Start, which was easily viewed and commented on by the on-site GSA and O&M team. This tool was also used to note potential facility improvements or potential projects to benefit the site's energy consumption or operations.

During previous projects, this tool has proven very useful for on-site GSA staff to follow-up on the status of issues and communication regarding potential projects.

The on-site team mentioned issues with pressure control throughout the building during certain times of the year. This issue was investigated using KFI's in-house TAB professionals, and controls programmers to identify and potentially reprogram the controls to correct this issue. Recommendations were made to the GSA staff for consideration to implement. One energy saving conservation opportunity recommended by KFI was adding Optimal Start sequences to their existing automation system. The GSA opted to have KFI program Optimal Start in their system and monitor it over the seasons to ensure the facility staff is comfortable with the update. KFI is currently working with the GSA and on-site staff to monitor the optimal start programming.

ROBERT A. YOUNG FEDERAL BUILDING

Retro-Commissioning and Controls Services

The Robert A. Young (RAY) Federal Building is a 20-story high-rise in downtown St. Louis that provides functional office space for a variety of federal agencies. It was built in 1931 for the Terminal Railroad Association of St. Louis before being acquired by the federal government in 1961. It has a central cooling plant consisting of three large water-cooled chillers and one smaller water-cooled chiller. Heat is provided by electrical heating coils and baseboard radiation throughout the building.

KFI was contracted to perform RCx and controls engineering services to improve energy efficiency and environmental conditions within the building. The building automation system (BAS) had recently been upgraded to a new Siemens Niagara4 front-end, but had suffered numerous operational difficulties since the upgrade. GSA also expressed a desire to shift major equipment programming from the existing Schneider controllers to the new Siemens Niagara4 JACE controllers, to allow for better visibility and access by external contractors as well as GSA’s in-house automation team.

KFI completed standard RCx services including point-to-point and sequence testing of equipment and systems, and also generated a list of issues to be addressed by the on-site team and GSA. In addition, KFI leveraged its in-house controls engineering and Niagara4 expertise to address a number of important fixes and improvements:

• Programming for the three major penthouse AHUs, chiller plant and cooling towers, and eight smaller AHUs were moved to the JACE controllers.

• The new programming addressed a large number of the operational issues KFI had identified during RCx, including several with significant energy impacts.

• New programming was tested and new written control sequences were generated to replace missing or inaccurate sequences.

• BAS history trending was vastly improved. Trends were made accessible on-demand from individual unit graphics, and the number of trends was increased significantly to allow better operation and troubleshooting of equipment.

• The Niagara4 system was upgraded to the latest version

GSA Region 6, which includes the RAY building, led the nation in energy and water use reduction in the fiscal year ending September 2019. The improvements KFI implemented in this project contributed significantly to those energy savings.

NORTH PLATTE FEDERAL BUILDING

Commissioning and TAB Services

The North Platte Federal Building was renovated in the fall of 2020 to add a Veterans Affairs community based outpatient clinic on the building’s third floor. The work included a new air handler and VAV units with hot water reheats. The new system utilized heating water in all seasons to provide reheat for zone control and chilled water during the cooling season.

Before the renovation, the facility operated on a heating or cooling switchover system that would not operate simultaneously.

KFI was contracted at the conclusion of construction to provide TAB adjustments, as well as commissioning of the new air handling unit, distribution, and the existing building chilled water plant. The goal was to review the existing building automation system, both remotely and while on-site, to obtain information on current building operations with regards to the chilled water system/plant, then perform the testing and balancing, and perform on-the-spot adjustments while on-site.

KFI identified operational deficiencies and made corrections or provided recommendations to improve upon current operations when appropriate. Significant findings and corrective actions included:

• The central plant sequences of operation did not allow simultaneous heating and cooling. KFI worked with the controls contractor and facility manager to determine a solution that allowed heating for reheating, prevented crossover of heating water to the cooling system, and avoided any space cooling and heating at the same time.

• Differential pressure sensor calibration issues were found on both the boilers and chillers. KFI replaced and adjusted the sensors to correspond with the minimum chiller flow requirement.

• The AHU face/bypass dampers were not operating correctly, resulting in poor control of the discharge air temperature in heating mode.

• The chilled water differential pressure sensor was found to be located at the highest point of the chilled water piping. KFI worked with the BAS contractor to relocate the sensor and adjust the response time of the PID loop control in an effort to even out the control of the pumps. KFI also worked with the O&M contractor to get the system expansion tank and system fill set appropriately and air bled from the system.

• The chilled water pumps and the hot water pumps control ranges both needed to be reconsidered and adjusted.

MULTIPLE BORDER STATIONS

Recommissioning and Retro-Commissioning Services

KFI was contracted by the GSA Region 8 to provide a combination of re-commissioning and RCx services for a number of their border stations. There were eight sites with a total of 20 buildings located across North Dakota and Montana on the U.S. and Canadian border, included in the project. The GSA wanted to investigate the building systems affecting energy use and indoor air environments throughout the buildings. Our expertise in identifying energy savings and performing commissioning services made KFI a great choice to lead this study.

KFI performed two site visits per location; one during the heating season and one during the cooling season. Interviews with staff were conducted at each station to probe the overall functionality of each building, and identify any common issues. KFI then performed point-to-point functional testing to verify the functionality of the systems. Throughout testing, any discovered deficiencies were documented. Issues that were a quick, easy fixes were corrected by KFI's technicians while on site providing immediate payback.

KFI utilized data loggers throughout the buildings and mechanical equipment to gather additional information on longer-term functionality, as opposed to a snapshot of what is happening while KFI was on site.
