List reimbursable items and costs that are identified during negotiations. These items will be levels of service that are above commercial standard. If an agency requires above commercial level service, they will be on a reimbursable basis. (Example would be commercial sector performs cleaning after building tenants leave the building, if a tenant agency wants day time cleaning the cost difference for day time cleaning would be on a reimbursable basis.)
REIMBURSABLE ITEMS
COST
Offerors must price option year requirements for each additional twelve-month period by assuming that the minimum hourly wages and fringe benefits established by the Administrator, Wage and Hour Division, U. S. Department of Labor, for the initial twelve-month period of performance will apply to all additional twelve-month periods. The minimum wage rates and fringe benefits applicable to the initial twelve-month period of performance are outlined on Wage Determination Number 2005-2563 Revision #6 dated 04/11/2008 In the event the option(s) are exercised by the Government, the contract price(s) will be adjusted upward or downward at the time the option is exercised in accordance with the clause entitled FAR 52.222-43, Fair Labor Standards Act and Service Contract Act - Price Adjustment.
For purposes of calculating GSA’s cost per square foot, ensure that reimbursable costs are backed out. Indicate what amount of reimbursable work was not included.
1.
$_______________ interior cleaning cost per month divided by __________________ cleanable square footage = $_________ per square foot.
IF YOU HAVE MORE THAN ONE BUILDING
2.
$_______________ interior cleaning cost per month divided by __________________ cleanable square footage = $_________ per square foot.
3.
$_______________ interior cleaning cost per month divided by __________________ cleanable square footage = $_________ per square foot.
3.
PRICING - ADDITIONAL SERVICES:
Quote an hourly labor rate (Fully Burden) for providing additional services when ordered that are in addition to the services specified herein for the basic services. Orders for additional service may be placed orally when the amount of the order totals $2,500 or less in the event of an emergency. All orders which exceeding $2,500.00 must be placed or confirmed by issuance of a GSA Form 300, Order for Supplies or Services. The GSA Form 300 will describe the service to be provided and will establish, excluding emergencies (using Government standards), the maximum number of hours for which the Contractor will be compensated.
The preferred method of payment for the Government is the International Merchant Purchase Authorization Card (I.M.P.A.C.) VISA Credit Card System. Every effort should be made to encourage the contractor to set up a credit card payment system. If processing payment via the IMPAC VISA Credit Card System, Contractors are reminded that they must not process the VISA charge until completion of the work.
If the Contractor is unable to receive credit card payments, payments will be made via certified invoice for orders under $2,500.00. If over $2,500.00, a GSA 300 will be issued as specified above.
The following line items may be ordered by the COR for additional services as identified in the contract pursuant to FAR 52.216-18 found in Part III. If ordered, the contractor shall invoice for these items separately. Items are not funded with this contract. Therefore, the GSA ordering official will prepare a separate order identifying the specific accounting and appropriation data for the project/services.
The additional services provision is to be used to satisfy the Government's short-term non-recurring needs for service. Should a continuing need for additional service arise, a contract modification will be negotiated with both parties in agreement.

GREEN CLEANING STANDARDS
Green cleaning is a planned and organized approach to cleaning that is designed to protect the occupants and worker health and reduce the impact on our human health and our environment. Unlike a traditional cleaning program, a green janitorial program takes a holistic approach to facility cleaning. It goes beyond simple appearances to focus on health and the environmental impacts. Green Cleaning incorporates stewardship, communication, selection of cleaning chemicals, janitorial equipment, paper, supplies, and procedures and methods in which the cleaning is accomplished.
The Contractor shall take every precaution to ensure that if available only safe and environmentally preferable products are used. Preference shall be given to cleaning products meeting the criteria under Green Seal’s Standard GS-37 for Commercial and Institutional Cleaners, RCRA Section 6002, Comprehensive Procurement Guidelines (CBG) and Executive Order 13101.
Preference shall also be given to concentrate cleaning chemicals that use ecologically sound packaging, are phosphate-free, non-corrosive, non-combustible, non-poisonous, non-reactive, bio-based and fully biodegradable. In addition, floor finishes and floor maintenance products that are free of heavy metals, such as zinc are preferred.
If products do not have the “Green Seal” label, they must have a third party certification that shows their product meets the “Green Seal” criteria. If there are not green products available, products with the least negative impact on the environment shall be used.
The Contractor shall also market a visible recycling program that will increases participation and the percentage of waste being diverted to the landfill, as well as to reduce contamination of collected materials.
The success of the green program hinges on the principles of stewardship. Stewardship is the shared responsibility for everyone working together to improve human health and the environment through our cleaning program. The Contractor shall develop stewardship activities that help educate building occupants and present them to the COR. Information on stewardship, training and other issues can be found in ASTM E1971-98, Standard Guide on Stewardship for Cleaning Commercial and Institutional Buildings.
EXHIBIT 4

· Available equipment
· Available personnel
· Available approved materials
· Safety plan
· Notification procedures
The Contractor shall remove snow and ice before the building occupants enter the building. These areas shall be kept reasonably free of ice and snow throughout the official working hours of the building occupants as determined by the COR.
Any time it snows during the contractor’s employees normal working hours, the Contractor’s workforce shall be diverted to ensure that snow and ice is removed from all entrances, steps, landings, sidewalks, and approaches. There will be no additional charge for this service. If time permits, the diverted workforce shall return to their regular duties and complete as much as possible within the allotted employees work hours.
It is the responsibility of the Contractor to provide snow removal as needed at the building and these services do not have to be initiated by the COR. If these services are ordered by the COR, the Contractor shall respond within one hour of receipt of the request for services. Normally these services will be ordered verbally, by telephone, or in person and shall be paid under the additional services clause of this contract.

EXHIBIT 5
PERFORMANCE PLAN (Operations and Quality Control Plans)
Because this is a Performance Based contract where the contractor – not the Government - determines the approach to the work, a contractor-prepared Performance Plan is required. The plan outlines the Contractor’s approach for meeting the performance standards set forth in the contract, and ensuring continuity of services without interruptions for the term of the contract. Since the Government does not describe how and when tasks should be done (except under special circumstances) we need to understand the service approaches that contractors are employing in our buildings. Full understanding of contract requirements and approaches for meeting those requirements is critical for both parties in order to create a successful contract arrangement. Furthermore, GSA’s understanding of contractor’s approach helps us to communicate to tenants, cleaning schedules and other items, which may affect them.
The Performance Plan is comprised of 1) an Operations Plan and 2) a…
