Ordering Procedures: For supplies and services, the ordering procedure and information on Blanket Purchase Agreements (BPAs) are found in Federal Acquisition Regulation (FAR) 8.405-3.
GSA’s streamlined ordering procedures have reduced the government procurement process to a few simple steps. While GSA Federal Supply Service has already determined IBTS’s rates to be fair and reasonable, ordering offices must determine that the total price is reasonable for the specific tasks required by the agency. The following are simplified procedures for placing an order:
Orders under $3000: Prepare a Statement of Work of your choice and place order directly with contractor for the item that best meets your needs.
Orders over $3000: To ensure a “Best Value” determination is made, as required by FAR 8.404:
Prepare a Statement of Work Send Request For Quotes to at least 3 Contractors Review the Schedule Contractor quotes received Consider price, plus administrative costs Select the Contractor who provides you the “Best Value” Place order directly with Contractor
Blanket Purchase Agreements (BPA): The Federal Supply Schedule contract contains BPA provisions to maximize administrative and purchasing savings. This feature permits schedule users and contractors to set up “accounts” to fill a “re-occurring requirement.” These accounts establish a period for the BPA and generally address issues, such as frequency of ordering and invoicing, authorized callers, discounts, delivery locations and time. Agencies may qualify for the best quantity/volume discounts available under the contract, based on the potential volume of business that may be generated through such an agreement, regardless of the size of the individual orders. In addition, agencies may be able to secure a discount higher than that available in the contract based on the aggregate volume of business possible under the BPA. Finally, contractors may be open to a progressive type discounting where the discount would increase once the sales accumulated under the BPA reach certain prescribed levels. Use of a BPA may be especially useful with the new Maximum Order feature.

The IBTS Board of Directors brings governmental perspective to our work. Appointed representatives of the National Governors Association Center for Best Practices (NGA), the Council of State Governments (CSG), and the National Association of Counties (NACo), the National League of Cities (NLC), and the International City/County Management Association (ICMA) comprise our five-member Board of Directors.

IBTS MOBIS LABOR CATEGORY DESCRIPTIONS
MOBIS engagements cover a wide range of activities and subject matter. IBTS has structured the description of its labor force to give you an understanding of how staffing decisions will be made for your specialized tasks and requirements.
Each of the IBTS labor categories encompasses one of five primary roles involved in conducting MOBIS consulting, facilitation, and/or program and project management engagements:
· Program and Project Managers (Section A) bring the tools and techniques of consulting business management to the conduct, quality control, and within budget and on-time completion to each engagement. Program and Project Managers keep contractual requirements and responsibilities in the forefront of business decision making for the entire duration of an effort.
· Consultants (Section B) rely on the guiding expertise of Specialists and the information conclusions reported by Analysts to deliver the central product of the engagement to the client, through either client contact and/or field operations. Consultants will always have direct client contact and will be the points of contact for the engagement.
· Specialists (Section C) bring expertise in the form of specialized knowledge, perspective, or understanding to every engagement. Specialists may or may not have direct client contact, but will always work closely with a project team to guide work.
· Analysts (Section D) perform research for the engagement team by gathering, synthesizing, and reporting information. Analysts are unlikely to have direct client contact, but will always work closely with a project team to provide synthesized information when and as needed.
· Support Staff (Section E) bring the experience, processes, and skills needed to support the information and administration needs of all professional, technical, and operational personnel assigned to a given project.
At different times and under different requirements, individual personnel may and can fulfill more than one labor category role for a particular MOBIS engagement, and will be billed at different rates depending on the role being delivered.
Sections A–E, following, describes the functional responsibilities and minimum education and experience requirements for each IBTS MOBIS labor category. In practice, education and experience may be substituted for each other. Each year of relevant experience may be substituted for one year of education, and vice versa.
