Questions:
1. Confirm the dates of service are August 2016 to August 2017
Period of Performance: 8/1/2016 – 8/31/2017
2. Provide a SF 1449 form?
See SF 1449 attachment.
3. Does the Combined Synopsis/Solicitation under solicitation number GS09P16KSC7003 contain requirements similar to a current contract?
If possible, please provide the current contract number.
The current contract number is GS-09P-15-KS-C-0003.
4. Provide exhibit A
See Exhibit A Attachment
5. Can you please let us know how pricing is to be submitted: (a) Weighted price for all accounts in solicitation; (b) Price by UDC; or (c) Price by account?
This is by account (the solicitation language says "building" but in practice by account).
However for simplicity if an offeror wants to use the same price for all accounts within a UDC that is fine. Either way we'll weigh the price by the historical volume for the given account or UDC to evaluate the price. Note the actual solicitation language governing this is:
Price will be calculated using the kWh estimates (last 12 months history) found in the solicitation, multiplied by the energy price bid for each UDC. If the Offeror provides different prices for different buildings within the same UDC then each price will be weighted by the kWh estimate (last 12 months history) for each building and all buildings will be added together.
6. In Section 4 (Price Schedule) Please clarify line loss costs to be included in the contractor price. Is this solely line loss costs on energy and will other applicable line loss costs will be passed through?
The solicitation requires that GSA pay for power delivered to the GSA meter at each site at the contract price, plus the itemized pass-through costs. Any line loss costs which must be covered by UDC rules must be borne by the contractor. Only the costs itemized in Section 4 of the solicitation as pass-through costs may be passed through.
7. In section 7 (Tax Exemption) If the federal government is exempt from state and local taxation, please specify which taxes will be included in the contractors price.
The federal government is exempt from direct state and local taxation. However taxes whose legal incidence falls on the contractor rather than the federal government must be paid by the contractor and such costs may be built into prices charged to the government. Therefore typically a contractor is not exempt from taxes, except in cases where the contractor only acts as a collection agent and the Government bears the legal incidence. The contractor must assess each possible tax to determine its legal incidence to decide whether it has to be paid and the cost incorporated into the price.
8. In order for suppliers to obtain usage, please fill out and sign the attached LOA’s.
