Work Control Center?

a. The contractor must use the government furnished CMMS, how that is accomplished is up to the contractor.

8. C.20.1. Are the electrical circuits currently labeled?

a. yes

9. C.20.2. The requirement to use only NETA member companies and NETA certified employees when under the Visual & Mechanical & Electrical column of Appendix B is unnecessarily restrictive. NETA is only one of several national accreditation agencies and the GAO has determined that restricting work performance by requiring NETA membership and certification limits competition. Request this requirement be revised to require nationally-recognized certifications such as NETA or other credentialing organizations acceptable to the COR.

a. This language will changed in the form of an amendment posted to FBO under

Amendment AM02.

Sidebar Discussion: The latest version (V.2) of the PBS Operations and Maintenance Standards, April 24, 2007, does not specifically require NETA Certification. It does require that technicians performing the work be certified in accordance with the ANSI/NETA ETT, Standard for

~ 2 ~

Certification of Electrical Testing Personnel. It further specifies that each on-site crew leader must hold a current certification, Level III or higher, in electrical testing.

The ANSI/NETA ETT-2000 Standard provides multiple paths to accomplish certification. One of the alternate paths (other than NETA) within ETT-2000 is offered by The National Institute for Certification in Engineering Technologies (NICET). ANSI/NETA ETT-2000 also allows other accrediting agencies to evaluate and confirm expertise of persons in accordance with standard certification criteria promulgated by the United States government. Thus, requiring certification within guidelines of this ANSI standard is nonrestrictive and available to those within the certifying community, provided they meet the requirements of the standard.

The NETA Certification is extended to employees of NETA Member Companies only. When the employee leaves the company, he is no longer “NETA certified”. The GAO has been consistent over the years in determining that this limits competition

a. No. The elevators are under a separate contract.

42. C.33.4. The currently installed controller for the condenser water does not control or monitor pH or ORP. pH levels have been consistently within range and there is no need to incorporate an acid feed, thus rendering the pH control option relatively useless other than monitoring. pH is currently monitored by the Project staff with a hand held meter when they do their chemical tests

The current biocide feed system also works well and the in house personnel get great biological control numbers and coupon results. An oxidizing biocide is fed Monday, Wednesday and Friday on a locked-out timer. Currently the halogen feeds on a timer multiple times a week and the in-house staff tests the free chlorine residual at the end of the feed to ensure it is not over feeding. Moving to an ORP type feed would mean changing the feed from a timer based feed to a continuous feed. Both ways are acceptable

~ 5 ~ but most in the industry prefer the timed feed with bleed lockout. Switching to a constant

ORP feed will result in an increase in chemical fed resulting in increased costs as well.

Please reevaluate the requirement for automatic control and monitoring of pH and ORP for the condenser water. Recommend the requirement for automatic control and monitoring be eliminated.

The requirement stands as is.

43. C.33.4. What is the size of the water tower make-up and blow-down lines?

a. 3” pipes.
