Changes to RFQ

Contracting Officer, Greg McSweeney, GSA – 450 Golden Gate Ave, San Francisco Notice to Offerors - Add the following paragraph G:

G. In accordance with FAR 15.305 for all factors on past performance the following applies to all instances: “In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favourably or unfavourably on past performance.”

Add the following definition of similar project to the RFQ, in its entirety:

For purposes of this solicitation similar project means:

Projects of “similar scope and complexity” for new construction of a multi-story building that included high-end finishes and security requirements (I.e., including but not limited to: court houses, office buildings, hospitals, etc.,) with a minimum cost of $17,000.000.

Make the following changes to following Evaluation Factors for GENERAL CONTRACTOR:

Factor 1 – Past Performance - Change Evaluation Factor 1 from General Contractor to:

GENERAL CONTRACTOR/Design Builder

Factor 1 – Past Performance - The second paragraph under General Approach, replace the word experience to performance in the following sentence to read as:

“The Government will consider information provided by reference as well as other relevant information from other sources when evaluation the Offeror’s past performance.”

Factor 2 – Qualifications/Experience of General Contractor - Change Evaluation Factor to read:

Qualifications/Experience of Key Personnel Factor 2 – Qualifications/Experience of General Contractor - Replace the first paragraph Factor 2, in its entirety, to read as follows:

This factor considers the experience and qualifications of the key personnel.

Factor 2 – Qualifications/Experience of General Contractor - Replace the first paragraph in the Standard for Evaluation to read as follows:

Standard for Evaluation: The requirements for this factor or met when:

Factor 2 – Qualifications/Experience of General Contractor – Replace the first paragraph to read as follows:

Each Offeror shall submit resumes for each key person on the proposed Project Team as defined below:

Factor 2 – Qualifications/Experience of General Contractor - Change in General Approach, paragraph 1., d., 5) the following the number of years of experience to:

Years

A. Project Manager 3

B. GC Superintendent 7

C. CPM Scheduler

Factor 3 – Project Experience on Similar Projects – Delete in the first paragraph, in its entirety and replace it, as follows:

This factor considers the extent of the offeror’s past experience on projects of similar size, scope and complexity. The Offeror shall submit information on at least three (3) projects of similar size, scope and complexity.

Factor 3 – Project Experience on Similar Projects – Delete in paragraph 2), the words, “with reference to considerations of timeliness and technical success.”

Make the following changes to following Evaluation Factors for Lead Designer:

Factor 1 – Past Performance on Design – Delete the first sentence in its entirety and replace it, as follows:

This factor considers the extent of the Lead Designer’s past performance on projects of similar scope, size and complexity.

Factor 3 – Lead Designer Profile - Delete in the first sentence, “and the quality of the lead designer’s past performance.”

Make the following changes to following Evaluation Factors for Design Team:

Factor 1 – Past Performance – Delete the first sentence in its entirety and replace it, as follows:

This factor considers the extent of the Design Team’s past performance.

Factor 2 – Qualifications/Experience of Design Team Personnel - Change in General Approach, paragraph 1., d., 5) the following the number of years of experience to:

1. Lead Designer

1. Project Manager

2. Lead Architect

3. Engineers (each)

4. GC Project Manager

5. GC Superintendent

6. Building Envelope Consultant

7. Security/Blast Consultant

8. LEED Consultant

9. High Performance Green 3 Building Consultant

Factor 3 – Project Experience on Similar Projects – Delete the first sentence in the first paragraph and replace it with:

This factor considers the extent of the offeror’s past experience and the quality of the offeror’s past experience on projects of similar size, scope and complexity.

Factor 3 – Project Experience on Similar Projects – Delete in Standard for Evaluation in paragraph 2) in the first sentence “with reference to consideration of timeliness and technical success.”

Please note for General Contractor/Design Builder Factor 2 and Design Team Factor 2, the requirement for submission of an organizational chart is deleted and not required for this RFQ portion for Phase One.

A stipend in the amount of $200,000.00 will be provided to defray the costs of participating in the remainder of the procurement. Each Phase Two short-listed firm will share equally in the stipend, up to a maximum of $50,000.00 each. Acceptance of the stipend from each short-listed firm will give the Government the right to use any approach presented by the firm in its design concept at no additional expense to the government. Payment through the Government’s purchase order system of this stipend will be made after each firm’s successful completion of its design concept presentation.
