This is the final response to questions answered orally or in writing. This addendum takes precedent over any information received by verbal communication.

Delete Question 29 from the previous addendum

On page fourteen (14) of the RFQ, under Factor 3 – Project Experience on Similar Projects, on the first paragraph delete the word “Build” from the second sentence.

On page eighteen (18) of the RFQ in the first paragraph change "ten" to “fifteen.”

1. On page 5, under 1.5.1, there is a list of “mandatory requirements”. In our response to the RFQ, where would you like to see these mandatory requirements addressed?

Submit the mandatory requirements on the Cover Page or on additional pages. This information will count toward the page limitations.

2. One item that was in the first RFQ is not in this RFQ – the reference about the need for controlled access non-public parking. Was this purposefully omitted?

The need for controlled access non-public parking will be addressed in Phase 2.

3. On page 6, for Factor 1 – Past Performance under the Evaluation factors for General Contractor/Design/Builder, is there a page limit? Would you want one page for each of the four projects asked for? Something else?

Abide by the total 100 single sided page limitation. The reference contact must be included for each project

4. On page 9, under Evaluation Factors for the Design Team, Factor 1 does not list a page limit. Is there one?

Please include references for each design team member. Abide by the total 100 single sided page limitation.

5. What should be included in the references?

References must include the name, address, and current telephone numbers of the person or company providing the reference.

6. On page 18, you ask for a letter of current bonding capacity. Does this letter need to be notarized?

No

7. The list of Design Team roles on page 12 is different from the list on page 13. Which is the correct list? Is the team structure limited solely to these roles, and are they the only personnel for which the GSA wants resumes? Would it be possible to include additional consultants to the list that we feel are valuable and/or necessary?

Please include only the roles listed as the Design Team. The Design Team should include.

1. Lead Designer

2. Project Manager

3. Lead Architect

4. Engineers (mechanical, structural, civil, electrical, fire protection)

5. Building Envelope Consultant

6. Security/Blast Consultant

7. LEED Consultant

8. High Performance Green Building Consultant

Do the client references for the lead designer requested under “Factor 1 – Past Performance on Design” have to be in letter format (Appendix A Questionnaire)?

No. Refer to question 5.

11.

Please clarify that Appendix A – Past Performance Questionnaires are required for each project submitted (i.e., General Contractor/Design Builder Factor 1, Lead Designer Factor 1 and Design Team Factor 3) and not required for Design Team Factor 1 – Past Performance of key personnel.

Past Performance Questionnaires are required for General Contractor/Design Builder Factor 1, Lead Designer Factor 1 and Design Team Factor 1.

12.

Where should we be using “Appendix B – Projects for Design/Build Team, Construction and/or Design”?

Appendix B Projects, should be used for General Contractor/Design Builder Factor 3, Lead Designer Factor 4, and Design Team Factor 3.

13.

What is the deadline for RFQ-related questions – ten or fifteen days before the due date?

Fifteen 15 days, 7/17/09.

14. Please clarify the work required by the “Security/Blast Consultant” listed under the Design Team section, Factor 2. Typically, “security” refers to electronic security systems, while “blast” refers to structural enhancements.

See Page 13 of the RFQ released 7/14/09

15. Can the Lead Designer be the same person as the Lead Architect

Yes 16.

If we are required to submit references in addition to the Past Performance Questionnaires, should these be included in our response or sent directly to the GSA Contract Specialist?

The Past Performance Questionnaires are to be sent directly to the Contract Specialist, Joseph Nolan, address found on Page 20 of the RFQ issued July 14th.

17. Are Appendix B forms to be used in addition to the project summaries noted on pages 9 and 13 of the RFQ?

Yes. Refer to question 12.

18. Page 6 – Design Team – Factor 1: Please clarify if you would like references or actual letters of recommendation. If references, please explain what you mean by letter format.

References, please refer to question 5.

19. Page 5 – Lead Designer: Please further clarify the differences between Factors 1 and 4.

Factor 1 we are asking for past performance with references. Factor 4 we are asking for a portfolio. Page 12 “Where there is duplication with criteria (1) Past Performance on Design, the Lead Designer shall address his or her participation in the project.”

20. Page 8 – Factor 1 – 1. General Approach: In addition to items a through e, what additional information would you like to know about the 4 projects we are listing in this section?

a. through e. is the information we require.

21.

Will GSA be retaining a geotechnical consultant or will the Design-Build Team be expected to do so?

This will be addressed in Phase Two and is not relevant to the response to the RFQ.

22.

"Number all pages." When the Offeror is getting information (resumes, projects descriptions, Appendix B's, etc) from up to 9 separate entities it is difficult to number pages.

23. On Page 12, Evaluation Factors Design Team, Factor 2, the RFQ requests a Building Envelope Consultant. Could you define what this means, and can the Lead Designer fulfill this role?

Standard in the industry definition, usually known as follows:

"building envelope consultant" means a person, including an architect or professional engineer, who investigates defects in the building envelope of a building and provides plans, specifications or other advice on the design, evaluation or construction of a building envelope renovation.

Are there any WBE/SBE requirements?

There will be sub-contracting goals addressed in phase 2.

25.

How important is the LEED certification? Is there any interest in obtaining Gold or Platinum?

Refer to Page 5 of the RFQ released July 14th.

26.

Are design/build contractors & engineers preferred? Specifically MEP? Are local consultants preferred?

The factors listed are listed as to relevance. The RFQ lists the evaluation factors that are considered in this RFQ. Submit according to the Source Selection Criteria found in the RFQ

27. What is the GSA's definition of the Lead Architect?

This is defined by the offeror in response to the RFQ.

What is the GSA definition of the LEED Consultant?

The standard as defined in the industry and this is defined by the offeror in response to the RFQ.

What is the GSA's definition of the Architect of Record?

Standard in the industry definition, usually known as follows:

Architect of record is the architect or architecture firm whose name appears on a project on which that architect or firm performed services.

30.

Is Appendix B to be used for Factor 3--Project Experience on Similar Projects? If so, note 2 under Factor 3 limits the response for Project Experience on Similar Projects to 1 page each. Appendix B would be 2 pages for each project. Which is correct?

Please limit the summaries for Project Experience on Similar Projects to one (1) page each. These will be in addition to Appendix B, which needs to be completed for each project and will not count toward the page limitation.

31. The RFQ indicates we are to include references for all design team members – does this mean that all sub-consultants are to provide the same forms?

Please provide references for only those listed under the Design Team Personnel.

32. On page 8 of the RFQ under Factor 1. – Past Performance, 1. General Approach, we are asked to provide references for four projects completed in the last 10 years. Are we to provide two references for those projects, as is required for the Similar Projects? Also, are we to use the reference letter forms provided with Appendix A Past Performance Questionnaire, or can we include the reference contact information on the pages containing the four projects?

You are to provide two references on each project. . Appendix A Past Performance Questionnaire is to be sent directly from the client to the contract specialist.

33. In previous federal submissions the Past Performance Questionnaire was submitted to Federal agencies only - related to our past or present Federal work. Is that the case here or do we have each of our client references that were submit in letter format fill out these forms as well?

Appendix A is to be sent to GSA directly. This applies to any client who fills out the Past Performance Questionnaire.

Factor 1 – Past Performance – on page 8, criteria a – e need to be addressed for four (4) projects. Appendix B does not address these criteria. Should we use Appendix B, and not address criteria a – e?

Appendix A is used for Factor 1 Past Performance General Contractor/Design Builder found on Page 8. Refer to question 20.

35. Factor 1 – Past Performance on Design – on page 10, this Factor has criteria for the Lead Designers past performance Portfolio that are different than the information on Appendix B. There is also a five page maximum per project. Should Appendix B be expanded to address the criteria listed on page 10? Because of the page count limitation, is there a minimum size requirement for the minimum two pictures, floor plan, site plan and building section?

Appendix A is used for Factor 1 Past Performance on Design. Abide by the page maximum stated in the RFQ. Appendix A and references will not count toward the page limitation.

36. Factor 4 – Lead Designer Portfolio – on Page 11, same question as above.

Appendix B is used for Lead Design Portfolio. Abide by the page maximum stated in the RFQ.

37. For the Design Team, Factor 3 – Project Experience on Similar Projects on page 13 requests narratives summaries for three (3) similar projects. Are these similar projects for the design team (key team members) only and not the GC/Design/Builder? This appears to be the same requirement under Factor 3 for the General Contractor/Design/Builder (see page 9).

The Addendum dated July 19, 2009 clarifies this question. Refer to this addendum.

38. For the Design Team, Factor 3 – Project Experience on Similar Projects on page 13 requests narratives summaries for three (3) similar projects for each team member if they have not worked on a project together. This could add 13 – 26 pages of information to the page count. With the page limitation in mind, can this factor be limited to the Lead Designer?

Submit according to the requirements of the RFQ

39. Does Design Team, Factor 1 Past Performance refer to each Firm or each Key Person on the Proposed Design Team (including Lead Designer; Project Manager; LEED Architect; Engineers - all disciplines; Building Envelope Consultant; Security / Blast Consultant; LEED Consultant; and High Performance Green Building Consultant)?

This refers to each design team member.

40.

Do we need to include Past Performance Questionnaires for each project being listed for each Key Person on the Proposed Design Team for item a ("list of three similar projects completed or underway by key personnel", on page 13 of the solicitation)?

No, “The Offeror shall submit information on at least three (3) projects of similar scope and complexity for the Design Team. If the Project Team has not performed together as a team on prior projects, the offeror must provide detailed information on three (3) projects of similar complexity for each Project Team member that best illustrates that team member’s skills and capabilities.” Use Appendix B.

41.

Do we need to include Past Performance Questionnaires for each project being submitted for item b ("narrative summaries of three similar projects, performed within the past ten years, that demonstrates the offeror's capabilities, technical expertise, and experience managing complex projects.")

No, use Appendix B.

42.

On page 22 in the page count breakdown, one page each for the representative floor plan, site plan and building section are allowed, yet page 11 asks for these items and a minimum of 2 photographs per each project. Please clarify, is the requirement on floor plan, site plan and building section per project or is it one total?

Per project 43.

Regarding the Design Team Factor 3 section – the three projects requested – are these three projects that the Architect and the Builder worked on together, or are these projects that the Architect has worked on with the engineers/other consultants?

These may be projects worked on with or without the Builder.

44. Please verify whether the list of (3) similar projects completed or underway in Factor 3, Item #1 are the same projects referenced in Factor

3, Item #2 narrative summaries for (3) similar projects both under the

Evaluation Factors for General Contractor/Design/Builder section?

They may be the same projects or different projects.

45.

There are 8 categories listed in the RFQ for the Design Team Personnel, (page 13). However, for the Engineers, there are actually 5 separate types of engineers listed (mechanical, structural, civil, electrical, and fire protection), which would add up to 12 categories. The page limit for Design Team resumes is limited to 16 pages for this section (2 pages per personnel), but with these additional team members, this would bring the page count up to 24.

The page count maximum is increased from 16 to 24 for the Design Team Personnel 46.

Appendix A, DESIGN TEAM, Past Performance Questionnaire: A few of the questions on the Questionnaire do not seem to apply to the roles of “Design Team” member, and seem more appropriate to the role of Design-Builder. Is it acceptable for the client reference to respond to these questions as “Not Applicable”?

Yes

47. Appendix A, LEAD DESIGNER, Past Performance Questionnaire: A few of the questions on the Questionnaire do not seem to apply to the role of “Lead Designer”, and seem more appropriate to the role of Project Manager or Design-Builder. Is it acceptable for the client reference to respond “Not Applicable”?
