Addendum

Q1.

Can you use the same project on Factor 1 as well as Factor 3?

A1.

Yes you may submit the same project.

Q2.

Instead of two references per project can we submit only one?

A2.

Please refer to the RFQ posted July 3rd, 2009 see page six. Any required reference, or lack thereof, will be treated according to FAR 15.305.

Is GSA going through Peer Design Review?

A3.

Yes

Q4.

Is pricing data required for design review?

A4.

A price proposal will be required for the shortlisted firm submittals in Phase 2.

Q5.

Will there be a set aside for small veteran disabled disadvantaged businesses?

A5.

No, this contract is for full and open competition.

Q6.

For Factor 2, design personnel, do you expect to see resumes for only those listed? Can we submit more? Less?

A6.

Resumes must meet the minimum requirements specified in the RFQ.

Q7.

Will there be a page limitation?

A7.

There will be a single sided 76 page maximum, 38 pages double sided.

Q8.

Is the scoring evaluation defined?

A8.

The factors and subfactors are listed in the order of relative importance according to FAR 15.203(4).

Q9.

Does the successful design team get a stipend?

A9.

The successful design team will receive the stipend.

Q10.

Do references count toward the page count?

A10.

Questionnaire on past performance will not count toward your page limitations.

Q11.

What are the subcontracting goals? How are they weighted?

A11.

Refer to page 15 of the RFQ post July 3rd, 2009.

Q12.

Regarding the requirements for the Phase One submittal, the requirement for binding the submittal is “GBC binding” or 3-ring binding.

Follow the requirements of the RFQ.

How can vendors find out who is bidding this project?

An interested vendors list will be made available on the FedBizOpps.

Q14.

Please define “Offeror.” Is that both entities comprising the design team (GC and Designer)?

Refer to the definition found in FAR 2.101 “definitions.”

Q15.

Please define “Team Member.” Does that refer to the two entities comprising the team or the individual members?

For Factor 3, the team member refers to a member of the project team for design. See pages 11-13 of the RFQ.

Q16.

Is there a projected number for the non-public parking spaces required?

This will be addressed in Phase 2.

Q17.

Due to the potential number of questions and the established deadline, will you be issuing addendums with answers on a “rolling basis” (as they are received) or will you be issuing a single addendum after the 7/10 deadline for questions?

The Government will issue addendums as necessary. The deadline for questions is 7/19/2009.

Q18.

Please clarify if we are to submit actual letters from our clients addressing the five areas described in the RFQ. Or if we are to provide project descriptions for the projects and include two references and provide their name, address and current telephone numbers?

Refer to the RFQ dated July 3, 2009.

Q19.

The RFQ seemingly asks for proof of registration with CCR. How would you like to see that proof? Do you need the CCR for both the Builder and us?

Please provide the government with your CCR registration number. The offeror signing the proposal must be registered.

Please define "design team member" under DESIGN TEAM Evaluation Factor

Does each person need at least two references in letter format, or are you requesting two references for the contractor, architect and selected outside consultant firms?

Q22.

On page six of the RFQ is a list of Design Team Roles and their respective required years of experience. Is the team structure limited solely to these roles, and are they the only personnel for which the GSA wants resumes? Would it be possible to include an additional consultant to the list that we feel are valuable and/or necessary?

Please submit the proposed team as defined in the RFQ on Design Team, Factor 2.

Q23.

If we submit as a joint venture do we both have to be registered in the CCR? Do we have to be regestired as a joint venture together under one CCR number?

A23.

Yes, you must have registered as a joint venture in CCR.

Q24.

Is any previous U.S. Government Past Performance Questionnaire acceptable for the Bakersfield Courthouse RFQ submission? Will the General Contractor/Lead Designer/Design Team be able to submit these other previously completed U.S. Government Past Performance Questionnaires to the GSA with their RFQ submission?

The offeror must submit the documents required provided to them in the RFQ.

Q.29 Is the “Appendix B – Projects” sheet supposed to be included for each project we submit in our response (ie, General Contractor/Design Builder, Factor 1 – Past Performance, Factor 3 – Project Experience on Similar Projects, Lead Designer, Factor 1 - Past Performance on Design, Factor 4 – Lead Designer Portfolio, and Design Team, Factor 3 - Project Experience on Similar Projects)?

Q30 In the pre-proposal meeting, it was discussed that the letters of reference would not be counted towards the page limitation. In the final RFQ, the request for letters of reference remains the same and appears to be included as part of the page count.

Does Appendix B apply to Factor 3 for the General Contractor/Design/Builder?

Deadline for questions – the RFQ states ten (15) calendar days. Is it ten (10) or fifteen (15)?

The deadline for questions is July 19th, fifteen (15) day before submittals are due.

For the 2 references that are required for each design team member on page 12 of the RFQ, you had mentioned that we needed to obtain 2 reference letters as well as have each reference fill out the Appendix A – Past Performance Questionnaire. If we are to ask each reference person for a reference letter and to fill out the questionnaire, what information should be included in the letter?

Found in the RFQ page 8, “References shall be in letter format and must include the name, address, and current telephone numbers of the person or company providing the reference.”

Q35.

The Lead Designer Past Performance Questionnaire (Appendix A) that does not seem to apply to the “Lead Designer” such as replying to RFIs and handling change order requests. These seem like questions more geared toward the Design Firm. Please clarify that these types of questions are meant for the Lead Designer.

We are interpreting the Figure 1 Design Team Past Performance Questionnaire to be completed for the “firms” not the “individuals.” Is that correct?
