Pre-award Request for Information
Name of Project: Minot Exterior Masonry RePoint Building Number or Name: ND0014ZZ / Judge Bruce M. VanSickle FB/CT City, State: Minot, ND Date: Feb. 4, 2015 Contract or Solicitation No. GS-08P-15-VJ-C-0018
Question 1) - The project budgetary range is noted differently in advertisement and in the formal Request for Proposal. Please clarify.
Answer: The budget range as listed in the solicitation on page 39 is correct, as $100,000 to $250,000.
Question 2) – What is the anticipated start date for the actual repointing work.
Answer: Although it is possible to perform Pointing work in freezing conditions, frost protection methods can add significant cost to the project. GSA’s expectation is that the Pointing work will not begin until the local temperature is above freezing, and frost protection measures are not necessary. However, outdoor temperatures are not absolutely predictable. The contractor shall be responsible for frost protection, as necessary, per mortar manufacturer specifications.
Question 3) – Will there be a staging area provided by GSA, to the contractor, for storage of equipment and materials.
Answer: No. There is no area on the building’s property that can be provided as a staging area.
In the past, for other projects at this building, contractors have leased space from the adjacent property owner’s parking lot, immediately west of the Federal Building. This arrangement is the contractor’s option and full responsibility.
Question 4) – This was not a response to a question, but was noted by Brian Hodde, GSA Property Manager, during the site visit.
All of the current building site parking spaces, and private street parking spaces around the building, shall remain useable for the building’s tenants throughout the duration of the project.
Question 5) – The roof membrane covers about 2/3 of the top surface of the masonry cornice.
Will the contractor be expected to repoint, under the membrane, requiring the membrane to be removed and replaced.
Answer: No; The membrane will not be removed as part of this project. The surface area requiring RePointing shall not extend beyond the edge of the roof/parapet membrane.
Question 6) – Can a wage rate for mason be provided?
Answer: No, DOL has determined that bricklayer is the appropriate labor classification for tuckpointing.
Question 7) – Will a subcontractor Umbrella insurance policy meet contract insurance requirements?
Answer: The purpose of GSA's consideration of questions about the solicitation is to allow potential offerors in response to the solicitation to obtain information about the solicitation;
therefore, GSA will not respond to questions such as this one from a potential subcontractor about its possible relationship with the contractor for the award under the solicitation.
