E. Goals and Objectives:
1. The Federal Investigative Services (FIS) has requested General Services Administration to initiate a construction project to renovate approximately 1300 square feet of existing office space located on the 2nd floor room #2026 of the Hansen Federal Building Ogden, UT.
F. The contractor shall propose a time schedule for construction; outlining a construction submission schedule; material/equipment order/delivery and construction completion that shall meet a completion date within 90 days following Notice to Proceed.
G. Project Description
1. This project shall be awarded as a firm fixed-price, construction project. Cost proposal shall be required as indicated below. The cost proposal shall include a detailed construction proposal for the demolition and construction of the space.
2. The Contractor shall be responsible for all applicable permits, inspections, materials (except government furnished items as noted), demolition, disposal, assembly, installation, replacement or relocation and supervision to complete this project. The design has been completed and will be included as part of the solicitation package.
3. Contractor shall be responsible for obtaining all necessary local, state, and federal permits and licenses and payment of related fees.
4. All work shall comply with the codes and standards applicable for each trade working on this project.
5. Meetings shall be held weekly with GSA, contractor and subcontractors, and FIS representative. The meeting agenda shall include the following as a minimum: Approval of previous meeting minutes, review of design or construction progress, problems and decisions, identification of problems which impede planned progress, review of submittal schedule and status of submittals, maintenance of progress schedules, and planned progress during the succeeding work period.
6. The contractor shall provide daily construction progress reports on a weekly basis, by email to GSA starting after construction begins.
H. Pre-proposal Site Visit Meeting.
1. The pre-proposal, on-site visit is tentatively scheduled for April 14, 2014. Time 10:00 am. Other site visit times can be coordinated with the GSA Contracting Officer.
2. The site visit shall consist of a meeting to review construction requirements followed by a walk-thru of the project site. The meeting shall be attended by the Contractor, the GSA Building Manager, and the GSA Contracting Office. The contractor and their team are encouraged to perform a thorough inspection of the proposed construction area. Photographs of the area shall be allowed. The following areas are minimal agenda items for this meeting:
a. Review of the design scope of work and specific project requirements; to include a review of the design, materials, and re-installed items. Scope clarifications may be provided at this meeting, however all Contractor questions shall be submitted electronically to the GSA Contracting Officer within three (3) business days following the site visit.
b. Review existing conditions of the project area.
I. Submittals required for cost proposals:
1. Provide a construction cost proposal to include:
a. Detailed Construction and Cabling Costs: Cost Proposal shall be broken out by Construction Specifications Institute Divisions. Include subcontract labor, materials, and costs; general conditions, prime contractor mark-up, applicable Utah excise taxes, and bond.
J. Submittals after Contract Award:
1. Detailed design and construction schedule reflecting project completion date within 90 days following Notice to Proceed.
2. Safety plan or program portions of the Contractor’s safety and health plan specifically applicable to this contract.
3. Construction Drawings and Specifications including but not limited to:
a. Specification information such as vendor specification sheets, catalogue cut sheets, product data, and warranties.
b. Shop drawings as required.
c. Contractor “red-line” record documents following final construction inspection and GSA acceptance:
SCHEDULE
1. GSA shall receive contractor proposal 10 days following request for proposal.
2. Construction design documents will be provided as part of the solicitation package.
3. The contractor shall be responsible for the completion of project work within the time designated in the contract.
4. Construction working hours shall be between 7:00 am and 5:00 pm and coordinated with building tenants and GSA Property Manager. Any work that is anticipated to be excessively loud shall be coordinated with the GSA Property Manager and may be completed after hours if necessary.
5. Any work requiring outages shall be done outside of normal working hours and shall be scheduled at least one week in advance by written request detailing the work to be accomplished during the outage, unless otherwise requested by the GSA Asst. Property Manager.
C. Existing Documents and Background Information:
1. DOCUMENT SECURITY: Record documentation of Federal facilities is identified by GSA as “sensitive but unclassified (SBU) information, per GSA Order PBS 3490.1. The Contractor and his design team shall safeguard all documentation for design and construction work performed for GSA.
D. Standards and Guidelines:
1. The design shall be accomplished in accordance with all applicable standards and guidelines from the Facilities Standards for the Public Buildings Service PBS/P-100.

G. Design Build Program Schedule:
1. Contractor to provide duration and dates based on these milestones. Project completion is planned for September 2014. The contractor and designer shall work closely with GSA to determine and keep to an aggressive project schedule. The schedule and dates below are tentatively scheduled and may be changed.

DEMOLITION
A. General
1. Building shall be occupied during construction. Contractor shall ensure construction area is secure.
2. Contractor shall provide dust protection in work areas affected by demolition.
3. All removed materials are to be disposed of properly by the contractor except, those items identified for salvage by GSA Asst. Property Manager.
4. All electrical, phone and data demolition shall include the complete removal of unused wires.
CONSTRUCTION
A. General
1. Before installation of carpet and base ensure that the floor and wall surfaces are clean and smooth.
2. All doors and frames shall be 36" wide for ABAAS compliance. All door hardware shall be ABAAS compliant. Install door stops and kick plates for all doors.
3. Adjust existing fire protection systems as necessary to handle new configuration. Match existing wiring methods and speaker/strobes used in this building.
4. Install exit signs above all doors to corridor. Signs shall match building standard.
5. All paint shall have an eggshell finish.
B. Access to a federally-controlled facility All Contractor and subcontractor employees that perform on this project shall be required to meet the latest established requirements of Homeland Security Presidential Directive 12 (HSPD-12) for gaining access to a federally-controlled facility. Individual employees shall submit security clearance requests in advance of contract performance with all required forms, identification and certifications needed to have security clearances adjudicated by the appropriate office of DHS. Only those employees receiving favorable clearances shall be issued the proper badges to access federally-controlled facilities.
COMPLETION AND FINAL INSPECTION
A. When project is complete, the contractor shall request a final inspection. Upon receipt of request that project is substantially complete, the Contracting Officer shall proceed with the inspection within ten (10) days of receipt of request or shall advise the contractor of items that prevent the project from being designated substantially complete.
B. Red-lined drawings (as-built drawings) and field training for Operations and Maintenance (O&M) personnel shall be provided at completion of project.
C. The contractor shall provide O&M manuals. The O&M manuals shall contain the following:
1. Executed Warranties (at project completion)
2. Maintenance and operation manuals
